Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming
Parks and Recreation activities, donations and grants, as well as other topics of local interest.

1. Alga Norte Community Park - Counsilman-Hunsaker & Pacific Group - Market, Financial, and
Operational Assessment
Consultants were selected and are now working with staff to conduct an operating impact study.
Through this study they will identify the level of activity, revenues and expenses associated with the
current design of Alga Norte Community Park. This study is intended to identify the most efficient
methods of operating the park in order to reach the broadest constituency of residents while
minimizing operating subsidies. The outcome will be a realistic operating proforma with a variety of
options and recommendations focused on achieving the study's objectives.
2. The Crossings Golf Course- Sunrise Golf Inc. - Operational Assessment
Consultants were selected to conduct an independent assessment of Kemper Sports Management's
current operations of the Crossings at Carlsbad. The study will identify various recommendations that
will allow the City to work with Kemper Sports Management to reduce the current operating subsidy.
3. Leo Carrillo Barn Restoration -
Bids were accepted and the contract was awarded to Mark Sauer Construction Inc. for Leo Carrillo
Ranch Barn restoration project at the 8/24/10 City Council meeting. The project is scheduled to be
completed by spring 2011.
4. Naming Rights Update -
Staff is updating the Naming Rights Policy to include comments from the Attorney's office and the
commission. In addition to Commissioner Farley's suggestions, several commissioners wanted an
opportunity to comment on the document language. Staff anticipates a revised version will be ready
for consideration by the November commission meeting.
5. Recreation Program Highlights -
The Parks & Recreation Department currently offers three main programs serving teens:
• L.I.T.E. (Leaders in Training and Education) an afterschool program, the Teens in Action lunchtime
program, and summer camps for teens. These programs have seen as much as 200% increased
participation since 2008. The L.I.T.E. program is offered at Pine Avenue Park trailer for middle
and high school students. The program cultivates life skills and promotes community service.
• Teens in Action provides healthy activities during the lunch period to middle schools in Carlsbad.
• Summer camps are also offered for teens ages 10-15.
Several teen program participants have gone on to join the Parks & Recreation staff as part-time
employees.
6. Park Highlights -
The blockhouse restrooms at the upper and lower levels of Stagecoach Park are currently being
refurbished by a bid-selected contractor. Similar blockhouse restroom refurbishments have been
completed at Holiday, Laguna Riviera, and La Costa Canyon Parks over the last few years. The work is
expected to be completed by mid-October. Portable restrooms are being provided in the interim.
The contract for the relocation of the Twin Inns Gazebo has been fully executed and a pre-
construction meeting has been scheduled. Aground breaking ceremony has been tentatively
scheduled for October 2010. The City Council and the Parks and Recreation Commission will be
invited to this ceremony. The work is expected to be completed by mid-December. Thereafter, the
gazebo will be available for rentals through the Recreation Division.

7. Donation(s) -
7/24/10 - Community Play Date at Calavera Community Center-The event received community
support from five vendors through in-kind donations totaling $598. Donations were received from
Henry's Farmer's Market, Prudential, Museum of Making Music, Michelle Szamesand PetSmart.
8/21 & 8/22/10 - Snores & S'mores - Through cash and in-kind donations totaling $3,546, the event
had great community support from five local businesses
Opportunity Grants Program - The program received a $2,500 donation from The Leichtag Family
Foundation. The City also received a $5,000 Community Development Block Grant in support of the
Opportunity Grant program.
The Opportunity Grant program contributes to the future growth, well being, and development of
Carlsbad youth, ages 17 years and younger, from low-income families. By awarding grants to Carlsbad
families, the Parks and Recreation Department aims to encourage the development of positive self-
esteem and social responsibility, decrease juvenile crimes, and promote physical fitness and health,
thus creating a safe community. Because of your generosity, we can continue to "Create Community
through People, Parks and Programs."
8. Events Completed -
7/24/10- Community Play Date at Calavera Community Center- Enrichment hosted a community
play date in celebration of National Parks and Recreation month. The community center was filled
with fun and activity for two hours with more than 150 attendees. Each guest was able to participate
in individual interactive stations offered by twelve instructors. Other activities included a Fliptime
obstacle course, learning self defense techniques, power moves from Super Moverz, creating mosaic
artwork from Abrakadoodle, Zumba fitness and strengthening skills through Pi Yo and Tai Chi
demonstrations. In addition, participants were able to win great raffle prizes provided by local
businesses.
8/7/10 - Family Movie Night in the Park -It wasn't raining meatballs on the night of August 7th,
when Stagecoach Park was the scene for Family Movie Night. Nearly 1,000 people came out to enjoy
the festivities. Attendees participated in activities prior to the start of the evening's feature
presentation, Cloudy with a Chance of Meatballs. They created soda magnets, food themed sun
visors, and colored umbrellas in the craft area and tossed oversized hot dogs and hamburgers into a
giant mouth, filled popcorns tubs with popcorn balls, and caught food falling from the sky in the
relays
8/14/10 - Trail Work Event - @ Veteran's Park / The Crossings - The second Saturday trail volunteer
work took place at Veteran's Memorial Park and the Golf Course trails. Ten volunteers assisted City
Park's staff in repairing a damaged bench at the Veteran's Park hilltop view point, removing weeds
and invasive plants and repairing erosion. Approximately 40 hours of trail volunteer service that
morning resulted in accomplishing all maintenance duties to restore the trail in tip top condition.
8/21/10 - Snores & S'mores - On Saturday, August 21st the Parks & Recreation Department hosted
the annual Snores & S'mores family campout. The theme of this year's event, Snug as a Bug, was
complimented with a bug show, a bug obstacle course, Capture the Bug scavenger hunt, dirt cups for
dessert, and an outdoor view of A Bug's Life. A total of 250 participants pitched tents on the ball field
and woke up to Bug BINGO and a bug hike.

9/9/10 - Exhibit Opened at Leo Carrillo - Beginning with an invitation only showing on 9/9/10, the
exhibit officially opened to the public on 9/10/10 at the Film Festival's 3rd movie showing. The first
tours began on 9/11/10. The exhibit, entitled "Leo Carrillo: Life and Legacy," covers many aspects of
his life, including time he spent growing up in Santa Monica and his early days in vaudeville, including
a photograph of Carrillo with Harry Houdini and Will Rogers.
9/16/10 - Quarterly Trail Volunteer Meeting - Held at Carlsbad Sr. Center at 5:00 p.m. Gary Hill
provided updates on the Summer Trail Volunteer work and events. Trail Captains provided brief
updates for their areas of responsibility. Information was provided on the National Public Lands Day
Event scheduled 9/25/10.
9. Upcoming Events -
9/24/10 - Film Series at Leo Carrillo Historic Ranch - Last movie of the series of the season! Movie
(Honolulu Lu 1941) starts promptly at sunset. Grounds open at 5:00 p.m. for picnics. Tours of the
Hacienda will be available for one hour before sunset. Bring a low back chair, flashlight, warm
clothes and blanket. Refreshments available for sale or bring your own picnic.
9/25/10- Lake Calavera Cleanup -National Public Lands Day is the nation's largest hands-on
volunteer effort to improve and enhance the public lands Americans enjoy. The City of Carlsbad is
sponsoring an open space and trail clean-up as a part of National Public Lands Day. Event will be held
a Lake Calavera from 8:00 a.m.-11:30 a.m. Parking available at Calavera Hills Elementary School at
4100 Tamarack Avenue.
10/9/10 - Trail Work Event - @ Village H - Calavera Hills with event beginning at 8:30 a.m. Any

10/9/10 - Pumpkin Plunge - Monroe Street Pool, 3401 Monroe Street from 12:00 p.m. - 3:00 p.m..
Activities include snaring your own pumpkin, swimming games, costume contest and trick-or-treat.
Wicked water show featuring the San Dieguito Synchro, Dive San Diego, and Zombie Divers. Tickets
are $8 per-sale until October 6th or $12 at the door. Free event for ages 3 and under.
