DATE: 11/15/2010 STAFF: SPICKARD DEPARTMENT REPORT |_J INFO [xl ACTION RECOMMENDED ACTION: Receive a presentation from the Parks and Recreation staff. ITEM EXPLANATION: Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. EXHIBITS: 1. Department Report C.TV OF PARKS & RECREATION CARLSBAD DEPARTMENT REPORT Parks & Recreation November 15, 2010 1. Madison Property -The Pine/Madison improvements (interim plan) will include demolition of old concrete foundations and driveways and installation of perimeter landscaping, irrigation and wood mulch on site. Demolition is expected to begin in November. This portion of the CIP project has been budgeted for $70,000 with the development plans to be completed by end of 2010. The project will be going out to bid in early 2011. 2. Twin Inns Gazebo -A ground breaking ceremony for the Twin Inns Gazebo relocation was held at Magee Park on Oct. 14th. Since that date, steady progress has been made on the project elements, including: the transplanting of an existing memorial tree; the pouring of the gazebo's concrete foundation and placement of the steel support posts; the forming of the steps, walkways, and retention curbs; the hauling of the gazebo's restored roof from its storage site to the park; and the demolition of the park's shuffleboard court. The balance of the scope of work is expected to be completed by late December. Shortly thereafter, the gazebo will be available for rentals through the Recreation Division. A video is available on the city's website that captures the restored gazebo roof move to its new home. 3. Recreation Program Highlights - Merchandise now available at Pool - Since August, the Monroe Street Pool has been offering a limited supply of swim goggles, caps, diapers and towels for sale to pool visitors. These items are being made available as a convenience to our customers. T.I.A. (Teens in Action) Lunchtime Program has begun! Program is currently held at Valley and Aviara Oaks Middle School twice per month during the lunch hour. Program includes games and activities to stimulate an active and healthy environment for youth during their lunch break. Attendance during September and October has averaged 70 students per school visit. Senior Center fundraiser complete - The Senior Center recently held their annual fundraiser that has been sponsored by KoKo Beach Restaurant for the past 20 plus years. All proceeds from raffle ticket sales go to support the Senior Center. Along with the ticket sales, many local businesses donated raffle prizes to the event to encourage people to participate. This event raised $1,375. Parks & Recreation staff assisted on the "Halloween on Elm" event - On Saturday, October 30th the city hosted its first "Halloween on Elm" event. This event was to promote a family-friendly event in the Village area and attracted approximately 3,000 - 5,000 people. Parks & Recreation staff provided a fun zone area with carnival games, promotional prizes and bounce houses, as well as the equipment for the outdoor movie screening. Parks & Recreation Graphics designed all the promotional materials. 4. Lagoon(s) - Agua Hedionda Lagoon - Beginning in December 2010, Cabrillo Power is planning on conducting a maintenance dredging event within the western basin of the lagoon. The power company estimates 250,000 cubic yards of sand will be dredged from the outer basin and deposited on the beaches north of the inlet channel, between the inlet and outlet channels, and south of the outlet channel. The power company provides the dredge vessel and hires a construction firm to perform the dredging work. The project should be completed by the end of March 2011. Page 2 Lagoons continued Batiquitos Lagoon - The Batiquitos Lagoon working group met on November 5, 2010 to discuss the scope of work, deposition specifications, and resource agency permit requirements, for the pending maintenance dredging project. This group included representatives from the California Department of Fish and Game, the California State Lands Commission, the National Oceanic and Atmospheric Administration, the United States Fish and Wildlife Service, the United States Army Corp of Engineers, and the Cities of Encinitas and Carlsbad. The California Department of Fish and Game is planning on conducting this maintenance dredge project within the western basin of the lagoon, beginning in September 2011. Fish and Game will soon be advertising for a consultant to assist in preparing the reports and maps required of the permitting agencies. The working group, and the Batiquitos Lagoon Steering Committee, are scheduled to meet on this topic in January 2011. Buena Vista Lagoon - Through state funding, primarily from Proposition 84, the California Department of Fish and Game assembled a working group several years ago to prepare the Buena Vista Lagoon Restoration Plan. The restoration plan is intended to evaluate the impacts from three proposed water regime alternatives: remaining a fresh water lagoon, converting the lagoon to a salt water regime (similar to Batiquitos Lagoon), or creating a mixture of the two regimes, with salt water west of 1-5, and fresh water east of 1-5. Due to the state's budget crisis, the governor suspended the expenditure of Proposition 84 funds in December 2008, and no substantial activity on the restoration project has been feasible. Throughout the process, however, the City of Carlsbad has been a participant in the Buena Vista Lagoon Restoration Working Group. This group continues to meet regularly, even without project funding, to discuss the impacts and benefits of the different water regimes. Once the governor re-authorizes the expenditure of Prop 84 funds, the project should move forward. 5. Completed Events - 11/13/10-Trail Work Event -Trail volunteers worked at the Carlsbad Oaks North Business Park trails, repairing erosion, removing old fencing and installing a pet waste station. 6. Upcoming Events - 11/20/10 - Open House / Class Reunion - Kruger House Preschool 30th Anniversary - @ Kruger House in Holiday Park from 2-4 p.m. All former teachers, parents and participants are welcome to attend.
