RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming
Parks and Recreation activities, donations and grants, as well as other topics of local interest.

1. Alga Norte Park - At their April 26th Council workshop, staff was directed to proceed with Phase I
of Alga Norte park as soon as possible. This includes the entire park master plan less the leisure pool
component. The park consultants will begin by updating the plans to current codes and to begin
processing new permits from the variety of regulatory agencies that are required to approve the
plans. This process may take up to a year. The project will then be bid and constructed. Completion is
estimated in mid 2014.
Concurrently, staff was also directed to see if there is an operator who might be interested in
operating the park as designed, and result in reducing the operating costs to the City. This will be
done through a Request for Proposals.
2. Carrillo Ranch Barn Restoration Project - Construction was completed for the barn restoration
the last week of April. The audio visual components, furniture and special exhibits for the theater
space are now in place and await the day when the barn can be open for the public to enjoy.
Highlights for visitors to the barn will include films from Leo's long career as a Hollywood star, as well
as interpretive films about the historic park. A grand opening celebration is being planned for
sometime in July.
3. Public Private Partnerships - In the past, staff had been directed to research the establishment of
guidelines for the development of Public/Private Partnerships in the city. After the development of
such guidelines, the City Attorney's Office determined that no additional guidelines were necessary
to be able to develop a public private partnership. The city already has all the necessary authority
through other ordinances and governing documents to be able to accomplish this task.
4. Completed Event(s) / Oonation(s) -
1/1/10-12/31/10 - Magee Park - California Coastal Rose Society - Donation of In-kind services and
materials for 2010. The California Coastal Rose Society donated 270 hours of time and provided
materials valued at $2,307 to assist in maintaining the Magee Rose Garden.
4/23/11 - EGGstravangza - EGGstravaganza was a huge success with over 3,000 enjoying a fun
spring celebration at Poinsettia Park. Kids were launched into an egg scramble on the ball fields,
collecting as many candy-filled eggs as they could. They had a chance to meet the Easter Bunny for a
photo or soak him at the Balloon Burst. Participants had the opportunity to sample the various
summer camps and classes that are offered through parks & recreation. Thanks to the generous
donation from several local businesses, children could win Legoland tickets, K-l Speed races,
Adventure Cut haircuts, and many other cool prizes in the Crazy Egg at the spin wheel. Home Depot
donated the fun free spring crafts. Donations to this event totaled $62,436.
4/30/11 - Arbor Day Event - @ Poinsettia Community Park. Approximately 50 people - including
families, girl scout/cub scout troops, and local church members - attended this year's Arbor Day
event, and assisted city parks and trees maintenance staff in planting over two dozen trees
throughout the central portion of Poinsettia Park. Representatives from the U.S. Department of
Forestry Service, West Coast Arborists, Davey Tree Expert Company, and SDG&E's Vegetation
Management Department were on hand to assist with information booths, tree care displays, and a
tree planting demonstration.

4/30/11 - Mormon Helping Hands Day Trail Project- Lake Calavera. As part of a larger volunteer
service day, a group of approximately 50 volunteers from the Carlsbad Stake of the Church of Jesus
Christ of Latter Day Saints, pitched in to complete several tasks to improve trails in the Lake Calavera
preserve. Volunteers installed 8 newtrailhead identification signs and other trail directional markers,
cleared trails of weeds, installed fencing and picked up litter. A total of 142 hours of volunteer
service toward trail maintenance and trail improvements were provided to the city for this event and
everyone seemed to enjoy their time out on the trails.
5/1/11 - Custom built kiosk located at Leo Carrillo Ranch Historic Park donated by Josh Hansen
from Boy Scout Troop 703 -Josh completed a custom built kiosk for Leo Carrillo Historic Park to be
used to display a full color interpretive panel highlighting the park's unique botanical collection and
Native American cultural resources. The project included new native shrub plantings that will be
featured in a self-guided walking botanical tour of the park. A total of 145 volunteer hours were used
to complete the project along with $500 worth of in-kind supplies needed to construct the kiosk.
5/10/11 - L. John Simons Twin Inns Gazebo Ribbon Cutting - @ Magee Park. The city, with support
from the Carlsbad Hi-Noon Rotary Club, hosted a ribbon cutting ceremony to celebrate the opening
of the L. John Simons Twin Inns Gazebo at Magee Park. Carlsbad City Council Members, Carlsbad Hi-
Noon Rotary Board Members, and Mrs. Maureen Simons, all participated in the heartfelt ceremony.
5/11/11 - Carlsbad High School Project- Students from CBHS AP Environmental Sciences classes and
under the direction of their teacher Paig DeCinco, volunteered to assist with improvements along the
trails during their class time available after final exams this spring for a project that greatly enhances
the trails and the quality of the habitat in the preserve. Approximately 60 students donated 120
hours removing mustard along the south shore trail and restored a remaining section of a trail, thus
making the trails in the preserve easier to hike while also diminishing the wild mustard in the
preserve.
5/14/11 - Wild West Fest was held at Leo Carrillo Ranch Historic Park on Saturday. More
information will be provided in the June 2011 Department report.
5/14/11 - Second Saturday Trail Work - Hosp Grove Trail Clean Up -Members of the North Coast
Calvary Chapel joined City trail volunteers for a morning of trail work installing, new trail head
signage, removing weeds, and re-establishing the formal trails and lining the trails with downed
timber to mark the trails throughout the grove for easier way finding. A total of 60 volunteers
donated a total of 180 hours of volunteer service.

5/21/11 (Sat) - North San Diego County Commission Summit in San Marcos from 8:30am - l:00pm.
6/4/11 (Sat) - Carlsbad Beach Fest - @ Frazee State Beach (Pine Ave.) to Tamarack State Beach
(Tamarack Ave.) from 8:00am - 3:00pm. The California Department of Parks and Recreation, along
with support from the Carlsbad Beach Preservation Committee, the Carlsbad Village Athletic Club,
and the Friends of Cardiff and Carlsbad State Beaches, is hosting the 4th annual Carlsbad Beach Fest
Event. The main focus is to increase awareness of and promote stewardship of the coastal
environment by providing interactive educational booths and recreational demonstrations, which
encourage the community to learn while having fun at the beach. The event activities include a
beach clean-up, interactive and educational activities, green organizations sharing their
environmentally friendly products, information booths by various non-profit groups (including all 3
lagoon foundations) and city divisions (including Parks, Recreation, Solid Waste, and Storm Water), a
5K fun run, live entertainment, and a professional sand sculpture. The sand sculptors will create an
exhibit which emphasizes the coastal environment. The event is free to the public.
6/4/11 (Sat)- National Trail Day-Trail Clean-up -@ Agua Hedionda from 8:30am-ll:30am. National
Trail Day, an annual event celebrated the first Saturday in June, will be commemorated this year with
a trail clean up along the north shore of the Agua Hedionda Lagoon. City of Carlsbad trail volunteers
and the Agua Hedionda Lagoon Foundation will partner to remove invasive plants, pick up litter and
complete general trail clean up. Tools, gloves, snacks and water will be provided for all who come out
to volunteer. This particular trail location was selected to compliment the public outreach
opportunities provided at Beach Festto increase awareness of and promote stewardship of the
coastal environment.
6/13/11 (Mon) -Opportunity Grants Fundraiser @ That Pizza Place from 5pm - 10pm - That Pizza
Place has partnered with the Parks & Recreation Department to provide an opportunity to raise
funds by offering to donate 20% of all dining proceeds on June 13th to the Opportunity Grants
Program. This includes all dine in or carry out orders of food and beverages. Please make June 13th
your pizza night at That Pizza Place and come out and support a great cause. The more sales that are
generated the more opportunity we are able to assist kids in attending swim lessons, camps, classes
and other fun activities that the Parks & Recreation Department offers.
