DATE: 06/20/2011 STAFF: CALARCO DEPARTMENT REPORT LJ INFO [xl ACTION RECOMMENDED ACTION: Receive a presentation from the Parks and Recreation staff. ITEM EXPLANATION: Mick Calarco, Recreation Services Manager, will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. EXHIBITS: 1. Department Report 7 PARKS 8*. RECREATION CARLSBAD CITY OF DEPARTMENT REPORT Kl '•• •'!!'•'" June 20, 2011 1. Alga Norte Park - The Alga Norte Park project has been turned over to the Property and Environmental Management department to handle the construction management. Parks & Recreation staff will continue to be involved as the "client department." Currently, the city is working out a new contract with the park design team to update the plans to current codes (the plans are several years old now and there has been changes in codes and standards). Negotiating a new contract with the design team, updating all the plans to current codes, and getting new permits issued so the plans are ready to bid is expected to take approximately one year. 2. Pine Park Madison Properties Phase I - This area has been set aside for an ornamental garden as part of the overall park master plan. However the full plan is currently unfunded in the city's Capital Improvement Plan. As an interim measure, City Council funded this first phase to include clean up of the lots and perimeter landscaping to enhance the aesthetics of the neighborhood. No recreational use of the site is planned at this time. Phase I is currently out to bid and bids are due June 28. The project is anticipated to be completed in fall 2012. 3. Department Personnel Changes - On 5/23/11, Gail Lynn retired from the city after over twenty-two years of dedicated service. Community Coordinator Craddock Stropes has accepted the management analyst position in the Property and Environmental Management Department, effective 6/27/11. 4. Completed Event(s) / Donation(s) - 4/22/11 (Sat.) - Leo Carrillo Ranch Decent Appreciation - The annual Leo Carrillo Ranch Historic Park "decent appreciation" event recognizes all of the outstanding work contributed by the volunteer docents over the past year. For this event, an in-kind donation in the amount of $181.67 was contributed by Allies Party Rental in the form of tables, chairs, and linens for the event. 5/14/11 (Sat.) - Wild West Fest - @ Leo Carrillo Ranch. Just over 1,500 attendees participated in activities including pony rides, a bucking bronco, gun spinning and whip cracking demonstrations, cowboy shootouts, and good ol' country western music. The highlight of the event was the salsa competition. Fifteen local salsa makers competed in several different categories including People's Choice, Best Overall, and Best Presentation. Local businesses, including Chili's, donated $150 in gift certificates as prizes for the salsa contest winners. 6/2/11 - Opportunity Grants - The Opportunity Grant program received a $5,000 donation from The Leichtag Family Foundation. The Opportunity Grant program contributes to the future growth, well being, and development of Carlsbad youth, ages 17 years and younger, from low-income families. By awarding grants to Carlsbad families, the Parks and Recreation Department encourages the development of positive self- esteem and social responsibility, decrease juvenile crimes, and promote physical fitness and health, thus creating a safe community. Because of your generosity, we can continue to "Create Community through People, Parks and Programs." 6/4/11 (Sat.)- National Trail Day - @Agua Hedionda Lagoon Northshore Trail. City trail volunteers partnered with Agua Hedionda Trail volunteers to remove invasive plants along the north shoreline trail that extends between Carlsbad Blvd. and the Hubbs Research Institute. Twenty five volunteers contributed approximately 55 hours of volunteer service, and removed 3 large truckloads of invasive tree tobacco, fountain grass, and caster bean plants. The trail event was concurrent with the Beach Fest activities and many volunteers also chose to participate in the festivities at the Beach Fest. 6/4/11 (Sat.) - Carlsbad Beach Fest -The California Department of Parks and Recreation, along with support from the Carlsbad Beach Preservation Committee, the Carlsbad Village Athletic Club, and the Friends of Cardiff and Carlsbad State Beaches, hosted the 4th annual Carlsbad Beach Fest Event. The main focus was to increase awareness of and promote stewardship of the coastal environment by providing interactive educational booths and recreational demonstrations, which encourage the community to learn while having fun at the beach. The event activities included a beach clean-up, interactive and educational activities, green organizations, a tiki carver, surfing lessons and custom boards, information booths by various non-profit groups (including the lagoon foundations) and city divisions (including Parks & Recreation, Utilities, and Property and Environmental Management), a 5K fun run, live entertainment, and a professional sand sculpture. The event was free to the public. It was attended throughout the day by in excess of 3,000 people, including Carlsbad City Council members and United States Congressional Representative Brian Bilbray. 6/13/11 (Mon) -Opportunity Grants Fundraiser - @ That Pizza Place. Twenty percent of all food and beverage sales (dine in or carry out) between 5 and 10 p.m. that evening will be donated to the Opportunity Grants program. Many city staff and community supporters attended the event. 6/20/11 - FY 10-11 Parks Memorial Bench and Tree Program Donations - In the past fiscal year, the Carlsbad Parks Memorial Bench and Tree Program has been the recipient of five donations totaling $2,200. Memorial benches were installed at Aviara Park and Cannon Park; and the memorial trees were installed at Magee Park and Poinsettia. Donors included: The American Youth Soccer Organization $850, Ms. Alix Szold $850, Mr. David Brand! $200, Mr. Irving Gordon $150, and The Girl Scouts of America Troop #1160 donating $150. 5. Upcoming Events - Thursday, 6/16 - Quarterly Trail Volunteers Meeting - @ Carlsbad Senior Center, Activity Room-5 p.m. Trail volunteers, city trail development and maintenance staff come together to discuss the previous quarter's trail work, upcoming trail volunteer events and trail-related topics including development of the Lake Calavera trail system. Trail Captains provide brief updates for their areas of responsibility and network with other city trail volunteers. Saturday, 7/9 - Second Saturday Trail Woirk-@ Carlsbad Oaks North Business Park Trail from 8:30 - 11:30 am. Trail volunteers scheduled work will include installation of new trail head signage, weed removal and general trail surface maintenance to repair erosion and restore the trail tread. Saturday, 7/9 - Community Health & Fitness Expo - @ Westfield Plaza Camino Real, 10 a.m. to 3 p.m. This expo is geared toward individual and family healthy lifestyles. There will be many different activities to keep everyone engaged. Attractions include unique relays, agility tests, seminars, Wii fit demos, plus live demonstrations for youth, teens, and adults. Everything needed to participate in a triathlon will be for sale. Also, lots of booths with health, fitness, and sporting supplies, Triathlon accessories, nutritional supplements, and athletic services. The expo continues at the Carlsbad Triathlon the following day Sunday, 7/10 - Carlsbad Triathlon - @ Tamarack State Beach, 8 a.m. The city celebrates the 30th anniversary of this signature event. The race attracts 1200 participants for a IK swim, 5K bike and 25Krun. Tuesday, 7/12 - City Council Chambers @ 6:00pm - Proclamation for July is Parks & Recreation Month Friday, 8/13 & Saturday, 8/14 - Snores & Smores Family Campout - @ Aviara Community Park. Tickets $20/per person that includes camping outdoors in the safety and convenience of a community park, games, relays, crafts and a BBQ dinner. Registration deadline is August 10. 9 Friday, 8/19 - Dinner and a Movie - @ Leo Carrillo Ranch Historic Park. Tickets $30/each that includes one dinner, complimentary door prize entry, live entertainment, silent auction and free popcorn. Advance sales only before August 12 - no sales at the door. Only 150 tickets available. Movie -American Empire (1942) Film Series @ Leo Carrillo Historic Ranch -Movie starts promptly at sunset. Grounds open at 5:00 p.m. for picnics. Tours of the Hacienda will be available for one hour before sunset. Bring a low back chair, flashlight, warm clothes and blanket. Refreshments available for sale or bring your own picnic.
