DEPARTMENTAL REPORTS 2- AB n 0611-2 DEPARTMENT REPORT - (ACTION) The Commission accepted and approved the report on recently completed and upcoming Parks & Recreation activities, donations, and other topics of local interest. AB # 0611-3 REQUEST TO AMEND COUNCIL POLICY NO. 48 - (ACTION) The Commission accepted and approved the report on the proposed amendments to Council Policy No. 48: "Naming Rights of Parks, and Municipal Facilities". Calavera Hills Community Park Aimee Blanchard, Recreation Supervisor, gave the Commissioners a tour of the park and summer camps that were currently in session. 2. Trail head north of terminus of The Crossings Drive Mark Steyaert, Park Development Manager, gave a brief overview of the history of Veteran's Memorial park and The Crossings. 3. Alga Norte Park Mark Steyaert, Park Development Manager, gave a brief overview of the park. CUP 09-03(A) - NORTH COAST CHURCH - By a 6-0-1 vote, the Planning Commission approved an amendment to Conditional Use Permit CUP 09-03 to expand the total square footage of the existing North Coast Church by 12,768 square feet for a total area of 29,376 square feet within an existing 42,959 square foot office/warehouse building on property located at 2310 Camino Vida Roble. 2. CUP 11-04 - HOLY CROSS EPISCOPAL CHURCH - By a 6-0-1 vote, the Planning Commission approved a Conditional Use Permit to allow Holy Cross Episcopal Church to operate and hold worship services in an existing 5,208 square foot vacant office/industrial building (building "E") on property located at 2510 Gateway Road. 3. V 11-04 - SANTARCANGELO ADDITION - By a 6-0-1 vote, the Planning Commission approved a Variance from the Parking Ordinance (CMC Chapter 21.44) to allow the applicant to add 600 square feet of floor area to one unit of an attached duplex that does not have the required two-car garage on a lot located at 843 Camellia Place. 4. 6PA 11-06/ZCA 11-05/LCPA 11-06/PDP 00-02(E)/SP 144(N) - CHANGES TO POWER PLANT STANDARDS - By a 5-0-2 vote (Siekmann absent), the Planning Commission recommended approval of (1) a General Plan Amendment to modify the description of the Public Utilities (U) land use designation and clarify "generation of electrical energy" may be a primary function of the U designation if it is located outside the Coastal Zone but only if it is conducted by a government entity or by a company authorized or approved for such use by the California Public Utilities Commission; (2) a Zone Code Amendment to the Public Utility (P-U) Zone to clarify (a) generation of electrical energy must be by a government entity or by a company authorized or approved for such use by the California Public Utilities Commission, is permitted as a primary use outside the Coastal Zone only, and is permitted as an accessory use in or outside the Coastal Zone only if it is limited to a generating capacity of fewer than 50 megawatts; (b) generation of 50 megawatts or more is prohibited in the Coastal Zone; and (c) transmission of electrical energy is a permitted use if conducted by a government entity or by a company authorized or approved for such use by the California Public Utilities Commission; (3) a Local Coastal Program Amendment to the Agua Hedionda Land Use Plan to eliminate a requirement for a report that would address Community & Economic Development 1635FaradayAve. i Carlsbad, CA 92008 I 760-602-2710 I 760-602-8560 fax Planning Commission Summary September 8, 2011 Page 2 whether preservation of land east of Interstate 5 is needed for power plant expansion; (4) an amendment to the Encina Power Station Precise Development Plan as necessary to be consistent with the General Plan and Zoning Ordinance amendments proposed and to make housekeeping changes; and (5) an amendment to the Encina Specific Plan as necessary to achieve consistency with the proposed amendments, delete standards regarding future power plants, and make housekeeping changes. DEPARTMENTAL REPORTS 2- AB# 0911-2 CENSUS DATA - (INFORMATION) Commission discussed the demographic and population of current and projected population of seniors living in Carlsbad. 3- AB# 0911-3 SENIOR CENTER TOURS - (INFORMATION) Commission discussed if they would be interested in visiting other local senior centers. 4. AB# 0911-4 SENIOR COMMISSION MEETING FREQUENCY- (INFORMATION) Discussion to possibly change the frequency of senior commission meetings. 5. AB# 0911-5 SENIOR CENTER REPORT - (ACTION) Accepted and approved the Senior Center report. 6. AB# 0911-6 RECREATION AREA MANAGER'S POSITION - (INFORMATION) Chairperson Nelson drafted a letter for the Area Manager's position to be sent to city council.
