DATE: 03/19/12 DEPARTMENT REPORT • [x] ACTION STAFF: SPICKARD PARKS & RECREATION COMMISSION - AGENDA BILL RECOMMENDED ACTION: Receive a presentation from the Parks and Recreation staff. ITEM EXPLANATION: Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. EXHIBITS: 1. Department Report PARKS & RECREATION CARLSBAD DEPARTMENT REPORT Parks & Recreation March 19, 2012 1. Alga Norte Park A committee of city staff has reviewed 14 requests for qualifications submittals from design/build teams and created a short-list of five firms to submit request for proposals. The proposals will outline their approach for building the project, ideas for public outreach during construction, energy saving ideas, project time table, and construction cost. Each firm will be interviewed. From this a design build team will be recommended to the City Council to build Alga Norte Park based on qualifications and cost. Staff anticipates going before the City Council on April 24 to award the design/build contract. Start of construction is scheduled for May 2012 with completion anticipated in early fall 2013. 2. The Crossings at Carlsbad Improvements Work on erosion and drainage improvements within sensitive habitat areas has been completed. Work on the remaining erosion and drainage improvements requiring new concrete construction are currently out for bid. Bids are due on March 20th. The remaining work includes a new concrete access path for emergency use between holes 2 & 3, and new concrete curbing and a drainage structure along the cart path between holes 8 & 9. 3. Beaches and Lagoons Batiauitos Lagoon Maintenance Dredeine- Department of Fish and Game completed the dredging of the lagoon and the corresponding placement of sand on the adjacent beach. Sand was also cleared from the bike lane and parking area along the southerly segment Carisbad Blvd, and redistributed on the beach. Buena Vista Lagoon - Meetings continued with representatives of Oceanside, Carisbad, Vista, CA Department of Fish and Game, SANDAG, Cal Trans, US Fish and Wildlife, and CA Coastal Conservancy, to discuss options available for completing the EIR/EIS ofthe Buena Vista Lagoon Restoration Plan, and positioning the project for eligibility in mitigation or grant funding opportunities. SANDAG Regional Beach Sand Proiect II - Dredging contractor bids were received by SANDAG with the lowest bid exceeding the coastal cities contributions. The City Council approved a request from SANDAG to increase Carisbad's contribution to the project by $225,000, due to a higher than anticipated winning bid. Beach Fest - Planning and organizing meetings/communications continued with representatives of Parks & Recreation Department and the Carisbad Beach Fest Foundation, to prepare for the June 9th event. Topics included the Foundation's application for a City of Carisbad Special Events Grant, advanced marketing and media releases for the event, logistical and operational considerations for the day ofthe event. 4. Parks Maintenance Continued the modified maintenance operations schedule based on a specific facility approach, in an effort to maximize efficiencies. We regularly evaluate this maintenance approach to ensure it is achieving the desired outcomes. Both the common area and field turf received aeration, over-seeding, top dressing, and fertilizing - as needed. Completed drainage improvement projects at Stagecoach and Calavera Community Parks. Repaired rupture to irrigation main line at Poinsettia Community Park, and addressed various other irrigation retrofits/upgrades. Completed slope and planter refurbishments at Stagecoach and Pine Avenue Community Parks. Trimmed trees at the Harding Center, Fire Station #4, Main Library, Downtown Village, and Leo Carrillo Ranch, Pine Avenue, and Poinsettia Parks. 7 5. Completed Event(s) / Donation(s) 7/1/11 -12/31/11 - Leo Carrillo Ranch Donations - The Carisbad Parks & Recreation Department has received and deposited a total of $5,420.37 in donation revenue to the Carrillo Ranch Trust Fund. Donations were generated through concession sales during the 2011 Carrillo Ranch Film Festival, the sale of gift items and private docent led tours ofthe historic rancho. No single donation was in excess of $500. 1/28 - Teen Scene - In January we reported receiving donations valued at $6,620 for the Teen Scene event, however just a day before the event we received some additional items which we would now like to report the new donations total at $7,430. 3/8 - Donation from Friends of Carrillo Ranch, Inc. - Thanks to the generosity of an anonymous donor, the Friends of Carrillo Ranch Inc., has donated $1,900 for the purpose of purchasing an Automated External Defibrillator (AED) to be installed in the newly restored Leo Carrillo Barn. 6. Trails Saturday, 2/11 - The Ranch Trail Volunteer Improvements - Trail volunteer work for this Saturday trail work event included installing additional wood timber stairs at the west trailhead, weed removal and erosion control improvements. Volunteers donated approximately 40 hours of volunteer service and completed the annual maintenance which should keep the trail in good condition for another year. Saturday, 3/10 - Ridgeline Trail Volunteer Improvements -The Ridgeline Trail, located in the Rancho La Costa Reserve, received 40 volunteer hours of TLC by 17 volunteers. Their accomplishments included refurbishment of informational kiosk and signage, trail surface and drainage improvements along with assisting Life Scout Gregory Bauman, towards his project to build a shade structure. The shade structure will be used by rangers as well as trail users wanting a respite from the hot sun as they visit the preserve. 7. Upcoming Events Saturday, 4/7 - EGGstravaganza - Parks & Recreation's annual spring special event will take place at Poinsettia Community Park from 10am to 1pm. Activity cards and fun zone wristbands are available for sale for $5 each prior to the event at all three community centers. Activities during this event will include; Egg Scramble, Soak the Bunny, Fun Zone, Summer camp demonstrations and crafts. Food, beverages, and merchandise will be available for an additional cost. Saturday, 4/21 - Trail School at the Carisbad Senior Center - New trail volunteers as well as those volunteers wishing to brush up on their trail building skills, are invited to attend trail school from 8:30 am till noon in the Activities room. Participants will learn common trail terms, trail safety and the types of activities that volunteers can become involved in as part ofthe Citywide Trails Program. Those who attend will be treated to pizza lunch, and receive some tips on how to identify spring flowers blooming out on the trails. After lunch an optional outdoor field class will be conducted at Hosp Grove to review first hand some ofthe trail concepts taught in the class. Saturday, 4/28 - Lake Calavera Clean Up- On Saturday, City trail volunteers and Mormon Helping Hands Day of Service volunteers will partner for a morning of trail work from 8:30 -11:30 am at Lake Calavera. Scheduled work will include restoration of trail segments that have eroded, installation of post-n-rail fence, removal of invasive weeds alongside the south shore trail and general trail surface maintenance. In addition, a native planting project will take place at the 5 acre restoration site near Skyhaven Lane. Monday, 6/18 - Pizza for a Cause Night @ That Pizza Place - From Spm to 10pm, That Pizza Place has partnered with the Parks & Recreation Department to provide an opportunity for the department to raise funds for the Opportunity Grant Program by offering to donate 20% of all dining proceeds collected on Monday, June 18, 2012 between the hours of Spm to 10pm.
