PARKS & RECREATION COMMISSION - AGENDA BILL
RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming
Parks and Recreation activities, donations and grants, as well as other topics of local interest.

1. Alga Norte Park
A committee of city staff has completed their review of design/build firms and has come to a
recommendation for City Councils' consideration. The recommendation was based on review of
qualifications, interviews, and price. Staff anticipates going before the City Council on April 24*"^ to award
the design/build contract. Start of construction is scheduled for May/June 2012 with completion
anticipated in early fall 2013.
2. The Crossings at Carlsbad Improvements
18*^ green - As of April 9*^ the new 18**" green has been redesigned, shaped and sodded. The green will
remain closed with the temporary green still in service until early May to give time for the turf to root.
The new green is larger and less extreme in undulations. These revisions should make it more likely for
players to leave their round with a smile on their face and hopefully return for many more rounds of
golf!
Player's Lounge - The construction of the new "players' lounge" is well underway. The lounge will utilize
approximately one third of the existing golf shop still leaving plenty of room for merchandise. The
lounge is approximately 624 square feet and will seat about 28 patrons. The intent is to provide a
dedicated non-formal location for players to relax after their round. Completion is expected at the end
of April.
Erosion Control - Bids were due March 20*^ for the concrete work to complete the final portion of the
erosion control work. No responsible bids were received and therefore staff is in the process of
negotiating with a concrete company to provide this work. The remaining work includes a new concrete
access path for emergency use between holes 2 & 3, and new concrete curbing and a drainage structure
along the cart path between holes 8 & 9.
3. Pine Park Restroom
Construction of a pre-fabricated restroom planned adjacent to the multi-purpose field is complete and
ready for delivery. The structure is made of stucco covered block and will be indistinguishable from an
on-site constructed building. Staff currently has a contract out to bid to prepare the site for the building,
ship the structure, and crane it in place. The restroom is anticipated to be ready for use sometime in
June.
4. Pine Park /Madison Properties House Demolition
Early in April, the last remaining house on the City owned property adjacent to Pine Avenue Park was
demolished. This area is planned for future expansion of the park. The house was deemed to be an
attractive nuisance and was not needed for any City function.
5. Beaches and Lagoons
Sandag Regional Beach Sand Proiect II - Sandag is finalizing the construction contract with Great Lakes
Dredging, which is expected to begin pumping sand onto San Diego County's beaches beginning in
July. The City of Carlsbad's beaches are expected to receive approximately 330,000 cubic yards of sand.
Buena Vista Lagoon - Meetings continued with representatives from Oceanside, Carlsbad, Vista, CA
Department of Fish and Game, Sandag, Cal Trans, US Fish and Wildlife, and CA Coastal Conservancy, to
discuss specific issues and available options for completing the EIR/EIS ofthe Buena Vista Lagoon
Restoration Plan. The EIR/EIS could allow the lagoon restoration plan to qualify for potential mitigation
funds from the 1-5 widening and NCTD's proposed rail line improvement projects.
6. Recreation
CPRS training session provided bv staff - During the March 2012 California Parks & Recreation Society
(CPRS) Conference in Long Beach staff presented a session, "Inclusion Is For Everyone". Staff shared
information on how the department developed an Inclusion Mission Statement, what reasonable
accommodations mean, processes for Intake and enrollment of a special needs child, record keeping and
how to recruit volunteer aides. Staff also shared success stories of Inclusion in our classes and programs.
There were over 30 participants in the session.
Staff developed an instructional vouth basketball program called "Friday Night Hoops". This program
started in March and will continue for eight weeks. Participants may register for the entire session or
pay a drop-in fee. The program is averaging over 50 enthusiastic basketball players each week.
March marks the start ofthe adult sports outdoor soccer and basketball seasons. There are currently 24
teams in both sports. This is a slight increase from the previous season. The adult sports program
provides an opportunity for the community to stay active, exercise, and most importantly, have fun.
Summer 2012 Communitv Service Guides will be mailed and available on-line the weekend of April 27.
Residents on-line registration begins May 2. Phone-ins, walk-ins and non-residents registration begins
May 7.
Spring Camps held week of April 9 -13. Summer camp registration is now open for camps held from
June 18 to August 24.
7. Parks Maintenance
In addition to routine parks maintenance operations, staff performed the following tasks since the last
Commission meeting: completed aeration, over-seeding, top dressing, fertilizing, and weed abatement
projects at several parks; replaced wind screens and nets at the Calavera Hills Park tennis courts;
continued slope and planter refurbishments at the Cultural Arts Office, Stagecoach, and Magee Parks;
replaced deteriorating silt fence with hardware cloth along the post and rail perimeter fence at Hidden
Canyon Park; painted concession stand and detailed the infield/outfield divisions at Chase Fields. Staff
and contractors trimmed trees at sites including the Senior Center, Library Learning Center, Downtown
Village, Beach Corridor, Hosp Grove, Chase Fields, and El Fuerte, La Costa Canyon, and Pine Avenue
Parks.
8. Preserve Management Plan
The RFP for the management, maintenance and monitoring of the city's 600 acres of Open Space
Preserves was advertised. The required management activities are outlined in the draft 2012-2016
Preserve Management Plan. Contractors' bids are due on April 19, 2012.
9. Completed Event(s) / Donation(s)
4/3 - Donation from Friends of Carrillo Ranch, Inc. - Staff received a donation of $920 for the purchase
of eight additional director's chairs for the Visitor center/Barn Theater. The additional chairs
supplement those currently on site and will be used to accommodate guests in the facility as they are
learning more information about the site through the video, viewing current exhibits, or relaxing after
hiking around the Ranch grounds.
4/7 - The Eggstravaganza Spring Festival saw record numbers this past weekend with an estimated
4,000 attendees enjoying the beautiful spring day at Poinsettia Park. Kids scrambled for eggs on the
baseball fields, ran through obstacle courses in the fun zone, decorated spring themed cookies, and even
soaked the Easter Bunny at the Bunny Balloon Soak. Attendees had the chance to meet the Parks &
Recreation summer camp instructors and sample the variety of summer camp themes that the
department will be offering this summer. Camps like Fort Building, Engineering FUNdamentals, Dance,
Wonders Science, as well as Sports, Pee Wee and Traditional camps were all represented. Special thanks
go to our community sponsors who contributed the eggs for the egg scramble, crafts, and prizes for the
crazy eggs at the spin wheel totaling $3,006 in in-kind donations and $1,000 in cash donations.

10. Upcoming Events
Saturday, 4/21 - Trail School at the Carlsbad Senior Center - 8:30am to 12:00pm, New trail volunteers
as well as those volunteers wishing to brush up on their trail building skills, are invited to attend trail
school in the Sr. Center's Activities room. Participants will learn common trail terms, trail safety and
the types of activities that volunteers can become involved in as part ofthe Citywide Trails Program.
Those who attend will be treated to a pizza lunch, and receive some tips on how to identify spring
flowers blooming out on the trails. After lunch an optional outdoor field class will be conducted at
Hosp Grove to review first hand some ofthe trail concepts taught in the class.
Saturday, 4/28 - Lake Calavera Clean Up- 8:30am - 11:30am, City trail volunteers and Mormon Helping
Hands Day of Service volunteers will partner for a morning of trail work at Lake Calavera. Scheduled
work will include restoration of trail segments that have eroded, installation of post-n-rail fence,
removal of invasive weeds alongside the south shore trail and general trail surface maintenance. In
addition a native planting project will take place at the 5 acre restoration site near Skyhaven Lane.
Saturday, 4/28 - Stagecoach Community Park - 8:30am to 10:30am, Arbor Day Celebration, Wear
gloves, close-toed shoes and sunscreen and help us plant some trees in the park. Displays and booths
will be set-up near the lower parking lot. For more information call 760-434-2824.
Saturday, 5/12 - Carlsbad Oaks North Business Park Trail - 8:30am to 11:30am, Wear gloves, close-
toed shoes and sunscreen and help the city work on the trail by removing weeds, repairing trail erosion,
filling in ruts and installing trail signs. For more information contact Liz Ketabian, Park Planner at 760-

Saturday, 5/19 - Wild West Fest - 11:00am to 2:00pm at Leo Carrillo Historic Park. This year's Special
Event celebrates the Native American culture with demonstrations, crafts, activities, and entertainment.
Free parking available at Carrillo Elementary. Pony rides, salsa tasting contest and an Adventure Activity
card will take you through Native American themed activities. Activity cards are required for some
activities and food, beverages, and merchandise will be available for additional cost. For more

Saturday, 6/9 - Carlsbad Beach Fest - Tamarack Beach - 8:00am to 4:00pm, Carlsbad Beach Fest is an
annual celebration that brings together the community for a fun-filled day of events on one mile of the
beach, from Pine Avenue to Tamarack State Beach. Enjoy live music, see sand sculpting, visit exhibit
booths, have lemonade, learn about environment efforts, and participate in a beach cleanup. For more

Monday, 6/18 - Pizza for a Cause Night @ That Pizza Place - Spm to 10pm, That Pizza Place has
partnered with the Parks & Recreation Department to provide an opportunity for the department to
raise funds for the Opportunity Grant Program by offering to donate 20% of all dining proceeds
collected on Monday, June 18, 2012 between the hours of Spm to 10pm. This includes both dine-in
and take-out orders. Make Monday your pizza night and join in on the fun!
