RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming
Parks and Recreation activities, donations and grants, as well as other topics of local interest.

1. Alga Norte Park
At their April 24 meeting, the City Council awarded the design/build contract to San Diego based
contractor T.B. Pennick and Sons. Pennick has successfully completed several projects for the City
including the seawall along Carlsbad Blvd. south of Tamarack Ave. and most notably the development
phase of Leo Carrillo Ranch that was completed in 2004. A ground breaking ceremony is tentatively
scheduled for Tuesday, June 12. Invitations are forthcoming. Completion ofthe park is anticipated in late
2013.
2. The Crossings at Carlsbad Improvements
IS^*" Rreen - The new 18*^ green has been completed. A temporary green will still be utilized until
sometime in June to give time for the new green turf to root properly.
Player's Lounge - The construction ofthe new "players' lounge" is 95% complete. An open house will be
held on Wednesday, May 23, 5:30 to 7:00 p.m. Please stop by!
3. Pine Avenue Park Restroom / Storage Facility
Eight bids were opened on May 3 for a minor public works contract on this project. The low bid received
for the project was from SD&B Construction from Escondido in the amount of $48,888. The contract
work includes, modifications to existing utilities, concrete removals and replacement and the building
pad preparation. A separate contract with Restroom Facilities Limited will provide for the shipping,
placement and full installation ofthe new restroom facility at the park site, in coordination with the
SD&B Construction contract. Work will begin later this month, and it is expected that the new restroom
will be opened and fully operational in late June.
4. Beaches and Lagoons
Sandag Regional Beach Sand Project II - Sandag has awarded a construction contract to Great Lakes
Dredging, which is expected to begin pumping sand onto San Diego County's beaches in July. The
tentative project schedule indicates the beach site along north Carlsbad should receive sand during the
first two weeks of September, and sand will be pumped onto south Carlsbad beach during the first two
weeks of October. A combined approximate of 330,000 cubic yards of sand will be placed along
Carlsbad's beaches
Buena Vista Lagoon - Meetings continued with representatives of Oceanside, Carlsbad, Vista,
California Department of Fish and Game, Sandag, Cal Trans, US Fish and Wildlife, and
California Coastal Conservancy, to discuss specific issues and available options for completing the
EIR/EIS ofthe Buena Vista Lagoon Restoration Plan.
5. Recreation
Spring Camps - Kidz Camp sold out with a waiting list during the spring school break. Pee Wee Camp,
another popular demographic for camps was sold out. Pee Wee Camp explored the world of bugs and
butterflies and examined everything creepy & crawly.
Trv itfor Free!-The parks and recreation department is showcasing recreational classes by offering
select classes for free at select time during the month of May and June. No pre-registration is required,
just come and Try it for Free! The first class offered will be Tuesday, May 29, please visit our website for
specific class and time information.

6. Parks Maintenance
Parks staff has successfully completed a contract for the existing play structure upgrades and the
installation of new play equipment at the Kruger House. Dmax conducted the annual Storm Water
Inspections for all designated park sites. Staff removed two large dead Torrey Pine trees at Magee Park,
and staff and contractors trimmed trees at sites including the Library Learning Center, Downtown
Village, Beach Corridor, Hosp Grove, Chase Fields, La Costa Canyon, Stagecoach and Magee Parks.
7. Preserve Management Plan
On May 8, 2012, the Carlsbad City Council approved the 2012-2016 Preserve Management Plan (PMP) as
well as executing an accompanying five-year Professional Services Agreement with the Center for
Natural Lands Management (CNLM) for the management, maintenance and monitoring of the 600 acres
of Open Space Preserves owned by the City of Carlsbad. The city's 13 individual open space preserve
properties discussed In the PMP are managed for the purpose of preserving sensitive resources which in
turn will meet the City's obligation to the Multiple Habitat Conservation Plan (MHCP), Opens Space
Management Plan (OSMP), and the Habitat Management Plan (HMP).
8. Completed Event(s) / Donation(s)
As part of their continued support of Leo Carrillo Ranch Historic Park, the Friends of Carrillo Ranch, Inc.
have provided the park with reprints of Leo Carrillo Historic Park visitor guides that are for sale at the
Carrillo Ranch Visitor Center. These guides have been offered over the years and continue to be a
popular purchase for park visitors. The booklets provide a great souvenir of their experience at the park
along with educational information and a take home item they may share with family and friends. The
value of this in-kind donation is $692 for the cost of printing the materials.
4/21 - Trail School at the Carlsbad Senior Center - New trail volunteers learned all about the city's trails
program in a classroom training session, luncheon and outdoor learning experience at Hosp Grove trails.
The morning activities were held indoors, trained new volunteers on trail maintenance and construction
basics and included instruction by Gary Hill and Gary Nessim as well as City staff. A talk on native
habitats by Rosanne Humphrey, land steward for the city's Habitat Management Plan highlighted the
pizza lunch. Many local businesses helped to sponsor and support the Trail School including: Pete's
Coffee and Tea, Trader Joes, Starbuck's, Chili's, Brueggers Bagels, American Express, the Corner Bakery,
Apple, REI, Road Runner Sports, and Which Which Sandwhich Cafe. Donations of in kind donations for
food and gift cards for the luncheon raffle totaled approximately $410.
4/26 - In celebration of National Landscape Architecture month, the San Diego Chapter of the American
Society of Landscape Architects hosted 4 walks in the metropolitan San Diego area to highlight how the
profession is key to designing healthy communities. Carlsbad participated in the walk by showcasing
some of Carlsbad's unique outdoor recreational areas ranging from open space habitat preserves, trails,
the golf course, as well as world renowned destinations enjoyed by tourists and local residents alike. The
trails hiked included: The Crossings golf course. Veteran's Park, LEGOLAND, Armada Drive, and the
Agua Hedionda Lagoon Discovery Center.
4/28 - Lake Calavera Clean Up- Over 150volunteers worked at the Lake Calavera Preserve as City's trail
volunteers partnered with the Mormon Helping Hands Day of Service Community Service Day and the
High Noon Rotarians. Several projects were completed that included; over 120 feet of wood post-n-rail
fencing Installed to close unauthorized trails, 1/4 mile of weeds cleared along two trails, restoration of
trail surface at south end of dam, refurbishment of Informational kiosk, litter pick up, and 500 linear feet
of orange plastic construction fence removed.
Special thanks also goes to Habitat Restoration Sciences for overseeing the planting of 180 native
species at the 5 acre habitat restoration site and for donating water, tools, and equipment.
4/28 - Stagecoach Community Park - Fifty guests attended the Arbor Day 2012 celebration at
Stagecoach Park. The event Included the planting of 12 trees in partnership with the
California Department of Forestry and Fire, SDG&E, West Coast Arborists & Davey Tree Company.

5/12 - Carlsbad Oaks North Business Park Trail Work - Monthly Saturday morning trail work was
completed by 37 volunteers and over 110 hours. The trail volunteer work effort included the Solana
Ranch girl scout troops 1106 and 1386 who teamed with city trail volunteers to remove weeds, repair
erosion, replenish the trails with decomposed granite, install trail signage and litter patrol. The highlight
ofthe morning for some was seeing a rattlesnake in the wild for the first time as three rattlesnake
sightings were reported along the trails during this volunteer effort.
5/19 - Wild West Fest - Event information will be included in next month's Parks and Recreation
Department report.
9. Upcoming Events
Saturday, 6/9 - Carlsbad Beach Fest - Tamarack Beach - 8 a.m. to 4 p.m., Carlsbad Beach Fest is an
annual celebration that brings together the community for a fun-filled day of events on one mile of the
beach, from Pine Avenue to Tamarack State Beach. Enjoy live music, sand sculpting, visit exhibit
booths, have lemonade, learn about environment efforts, and participate in a beach cleanup. For more

Monday, 6/18 - Pizza for a Cause Night @ That Pizza Place - 5 to 10 p.m.. That Pizza Place has
partnered with the Parks & Recreation Department to provide an opportunity for the department to
raise funds for the Opportunity Grant Program by offering to donate 20% of all dining proceeds
collected on Monday, June 18, 2012 between the hours of 5 p.m. to 10 p.m. This includes both dine-in
and take-out orders. Make Monday your pizza night and join in on the fun!
Saturday, 7/7 - Community Wellness Expo @ Westfield Plaza Camino Real -10 a.m. to 3 p.m.. This
expo is geared toward individual and family healthy lifestyles! There will be many different activities to
keep everyone engaged. Attractions include unique relays, agility tests, seminars; Wli fit demos, plus
live demonstrations for youth, teens, and adults. Everything needed to participate in a triathlon will be
for sale. Also, lots of booths with health, fitness, and sporting supplies, triathlon accessories, nutritional
supplements, and athletic services will be there.
Sunday, 7/8 - Carlsbad Triathlon @ Tamarack Beach - Beginning at 8 a.m.. The Triathlon is a sprint
distance competition held annually on the second Sunday In July by the City ofCarlsbad Parks &
Recreation Department. It consists of a IK swim, a 25K bike ride and a 5K run and considered to be one
ofthe top five longest running triathlons. The course begins at Tamarack Surf Beach and follows the
coastline of Carlsbad, past scenic beaches, lagoons and a wildlife preserve. Only 1,000 slots are
available this year and the event is expected to fill up quickly. Participants may register online, by mail

Tuesday, 7/10 - Parks and Recreation Proclamation will be read at the City Council meeting at
6:30 p.m. to recognize Parks and Recreation Month July 2012.
Tuesday, 7/10- Denny Cooper Proclamation will be read at the City Council meeting in honor of
Denny's time and service as a Parks and Recreation Commissioner.
