PARKS & RECREATION COMMISSION - AGENDA BILL
RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming
Parks and Recreation activities, donations and grants, as well as other topics of local interest.

1. Alga Norte Community Park
Construction continues with the site taking shape. The parking lot and ball fields have now been rough
graded and you can now visually see the formations beginning to take hold. Construction for the
underground wet utilities and electrical continued along with the excavation and formwork for the
pools.

2. The Crossings at Carlsbad
The RFP for the golf course went out on October 28. Response has been strong with 12 firms showing
interest on e-bid board tracking. Bids are due on November 8, and it is expected that staff will be going
to City Council at the end of the year to award the successful bidder the contract.
3. Beaches, Lagoons, and Open Space
Open Space - Staff from the Parks and Communications offices completed a video on the city's Open
Space and the Habitat Management Programs. The Open Space video was presented at two events on
September 29; La Costa Glen community center during the Mayor's presentation ofthe State of City
video and later in the day at the Community Services Fall Citizens Academy. Planning, Environmental,
Parks, and GIS Divisions staff have refined the mapping ofthe city's open space, providing parcel level
detail identifying the location and acreage tabulation by open space categories. Staff expects to finalize
the map and data table in October, which will assist with the update to General Plan and the
accompanying Open Space and Conservation Element.
Buena Vista Lagoon - Sandag has been coordinating an agreement with the California Department of
Fish and Game to establish Sandag as the lead agency forthe Buena Vista Lagoon Restoration Plan
Environment Impact Report (EIR). Sandag will be scheduling a status meeting with staff from Oceanside
and Carlsbad in October. A public scoping meeting for the EIR is tentatively scheduled to be held in
November.
Sandag Regional Beach Sand Project II - RBSP II began on September 7 and placed approximately
300,000 cu. yds. of sand in Imperial Beach. The next beach nourishment site is in Oceanside, and is
scheduled to begin receiving sand on October 6. North Carlsbad is scheduled to receive 200,000 cu. yds.
of sand beginning on November 14 and South Carlsbad is scheduled to receive 130,000 cu. yds.
beginning November 25. Staff from the Parks and Communications Divisions prepared a video on beach
nourishment projects, which includes RBSP II and the maintenance dredging ofthe Agua Hedionda and
Batiquitos Lagoons. The video should be released in October.
4. Parks and Tree Maintenance
In a cooperative effort, 1,200 lbs. of bio solids fertilizer from the Encina Wastewater Authority was
applied on landscaped slopes/planters in select parks. We will evaluate the effectiveness ofthe product
and determine if it will be used for future applications. Ifthe application proves successful, its future use
will be a win/win for both the city and the Authority.
5. Personnel
On 10/15/12, Mark Steyaert retired from the city after 29-1- years of service in the Parks & Recreation
Department as Park Development Manager.

6. Completed Event(s) / Donation(s)
8/17 - Dinner and a Movie @ Leo Carrillo Ranch - The 5*^ annual event was held with 150 movie goers
attending the annual dinner and movie night fundraiser to support the Carrillo Ranch Trust Fund. This
year's movie feature included an outdoor screening ofthe Phantom ofthe Opera (1943) to a sold-out
crowd. A silent auction was held with donations from local business including a Rocketballz Fairway
Wood courtesy of TaylorMade Golf.
A total of $1,898 in proceeds from the ticket sales and the silent auction were raised at the event.
Allie's Party Rentals, Inc. contributed by making an in-kind service donation totaling $1,519 of rental
party equipment. Staff acknowledges support from the following contributors that also assisted in
making this year's event a success; Guitarist, Andy Laird, Bangkok Bay Thai Restaurant, Carras Designs,
Catering by Shanti, Peet's Coffee and Tea, Supper Slow Zone, and Unleashed by Petco.
9/15 - Family Movie Night in the Park at Stagecoach featured the classic version of Willy Wonka and
the Chocolate Factory. Attendees participated in fun Wonka themed games, activities, and crafts.
Carlsbad offers this awesome outdoor movie experience in one of its many beautiful parks. Stagecoach.
The event drew close to 1,000 people for another Carlsbad, community friendly, special event. This
event was sponsored by local business, Carlsbad Children's Dentistry, who generously made a $500
cash donation.
9/21 -Carrillo Ranch Film Festival -On five consecutive Friday nights in August and September the
Leo Carrillo Ranch Historic Park hosted the eight annual Carrillo Ranch Film Festival featuring
Hollywood Golden Era films starring Leo Carrillo. In previous years, attendance at this popular event
had grown beyond the capacity ofthe venue. A new reservation system, which still offered free
admission, was implemented this season to control attendance to ensure the enjoyment of guests. This
year the film festival was attended by 750 movie goers, and generated $1,288 in donation revenue for
the Carrillo Ranch Trust Fund from concession sales, donations and an opportunity wheel.
9/29 - National Public Lands Day was held at Lake Calavera Preserve from 8:30 a.m. to 11:30 a.m. The
City of Carlsbad provided some special and unique activities for the public to partake in as people all
across America celebrated National Public Lands Day, "helping hands for America's lands". Activities
included a self-guided hike with scout hosted educational stops along the trails providing brief
presentations and interesting facts about the unique features ofthe preserve, as well as general
information on how to stay safe and have a great outdoor recreational experience hiking on trails.
Approximately 118 volunteers donated 295 hours of volunteer service weeding and clearing trails,
planting over 200 native plants and providing the educational posts along the trails for hikers. Local
businesses and community groups also partnered with the city forthe event including Habitat
Restoration Sciences, Adventure 16, the National Charity League along with many local Cub and Boy
Scout troops.

8:30 a.m. to 11:30 a.m., wear gloves, close-toed shoes and sunscreen and help the city work on the trail
by removing weeds, repairing trail erosion, filling in ruts and installing trail signs. For more information

Saturday, October 20 - Teen Open Studio @ Dove Library from 11a.m. to 3 p.m. Join a teen-docent
led tour of the new exhibit, "Full Deck: A Short History of Skate Art," at the City of Carlsbad's
William D. Cannon Art Gallery, followed by a hands-on art making project featuring special guest artist
Moiise.
Saturday, October 27 - Halloween on Elm @ Carlsbad Village from 1 to 6 p.m. with family friendly
activities, safe trick-or-treating, and special deals at local shops.

Saturday, December 1 - Holiday at the Rancho @ Leo Carrillo Ranch from 5 to 8 p.m. Enjoy holiday
themed activities, face painting, crafts, holiday shopping, food and beverage sales. The Carlsbad teen
program, Ll.T.E., will sell hot dogs, bratwurst, nachos, chips, and popcorn forthe movie.

Saturday, January 26 - Teen Scene @ Calavera Community Center from 5 to 9 p.m. Everyone is
welcome to join in this night of creative expression by teens. The main event will include 11 teen bands
battling it out for the title of "Carlsbad 2013 Battle of the Bands Champion." Bands are judged by
professionals in the music industry on stage presence, vocal ability, instrumental talents, originality, and
crowd response. Other activities include dancing, video games, an art exhibit, a film festival, board
games, slam boards, and more.
Check out the cool art exhibit and film festival showcasing pieces created by teens. Create original art on
the slam boards, or play video games in luxury in the Gametruck where there will be four video game
units with a variety of games. Find your groove in the dance room or just hang at the main attraction
featuring teen bands battling it out for the title of 2013 Carlsbad Battle of the Bands Champions.
Food, beverages, merchandise, and raffle tickets are available for an additional cost.
