PARKS & RECREATION COMMISSION - AGENDA BILL
RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Sue Spickard, Recreation Services Manager, and Kyle Lancaster, Parks Superintendent will
report on recently completed and upcoming Parks and Recreation activities, donations and
grants, as well as other topics of local interest.

GENERAL & RECREATION
1. Staff and Volunteer Recognition
2/27- Liz Ketabian and Ed and Tricia Cerda - CPRS Award Recipients
Park Planning Manager Liz Ketabian, and Volunteer Trail Captains Ed and Tricia Cerda, were recognized
by the California Parks and Recreation Society for their outstanding achievements over the last several
years to the Carisbad Citywide Trails Program. At the CPRS District 12 Annual Awards 8L Installation
Banquet, Liz received the Recognition Award for a Full-Time Professional, and Ed and Tricia Cerda
received the Citation Award for Community Volunteers. The Parks and Recreation Department is very
proud of the dedicated service that Liz, Ed, and Tricia have provided to the Carlsbad Citywide Trails
Program, and all of the many accomplishments that have benefited this program.
Over a period of a dozen years, she has dedicated herself to an award-winning trails system,
incorporating hundreds of volunteers and multiple staff. She has organized community projects,
developed outreach and educational programs, created an Adopt-a-Trail program, coordinated
numerous Eagle Scout badge projects, and addressed many more trails related initiatives.
Ed and Tricia have been volunteering since 2007, are Trail Captains for the La Costa Glen Trail, and j
contribute monthly to the Second Saturday Trail Events. Their latest volunteer skill was hosting a "Trail i
Talk" video, showcasing their assigned trail. (This trails video series is available on the City's Parks and
Recreation webpage. Trails tab). ^
2/13-Ll.T.E Program {
During the month of February, the L.l.T.E. Program focused on Parks and Recreation. Discussions j
focused on Parks &. Recreation and the different types of programs offered, why programs are I
important, how they affect a community, types of trails, different types of parks, and Alga Norte. The '
teens did activities that ranged from designing a new program to designing a new park and teen center. I
They did community service by making valentine cards for the homebound senior. The teens really I
enjoyed this month and are really looking forward to the new park opening next year. j
2. Completed Event(s) / Donation(s)
Donations from Eagle Scouts
8/21/12 - Eagle Scout Project- Lake Calavera Picnic Bench and Pad - Liam Gannon, Troop 750/Donation
Eagle Scout candidate Liam Gannon's project was for a picnic area at the Lake Calavera Preserve. The [
picnic pad is located off of the South Shore Trail and overlooks the lake providing a beautiful setting for ,
rest and relaxation at the preserve. Liam fundraised for the purchase of the new picnic table and ;
contributed $1,557 for the purchase of a recycled plastic picnic bench and table as well as for |
construction of a pad for the new table. Approximately 268 hours of volunteer service with his troop |
were logged to complete the project. We congratulate Liam and are sincerely grateful for this lasting j
contribution to the trails system at the preserve. I

11/20/12- Eagle Scout Project- Hosp Grove Kiosk and Signage - Steven Cook, Troop 716/Donation I
Eagle Scout candidate Steven Cook worked diligently during the late summer and fall of 2012 building \
and installing a new informational kiosk at the trailhead located at the Jefferson Ave. parking lot. This
kiosk will provide information to visitors of the park about the trails and trail volunteer opportunities. '
Steven also installed new trail markers for better way finding on the trails in the grove, particularly for
trails east of Monroe St. These welcome additions to Hosp Grove are the result of over 250 volunteer
hours from Troop 716 as well as family and friend volunteers ofthe Cook family. Steven also fund raised
to purchase the materials for his project resulting in donations of approximately $876 for the trailside
improvements. A huge thank you to Steven and his troop for these new additions to Hosp Grove trails.
3. Upcoming Events
Saturday. March 30 - EGGstravaganza Spring Festival - Eggstravaganza Spring Festival is Carlsbad's
largest egg hunt and will take place on March 30, at Poinsettia Park from 10:00 a.m. to 1:00 p.m. The
featured activity is the "Egg Scramble" where kids race to collect candy-filled eggs. Attendees have the
opportunity to play in the Fun Zone, decorate spring themed cookies, soak the Easter bunny or have
their faces painted. This event also highlights the Carisbad Parks 8i Recreation summer camps with
demonstrations and activities that children can participate in. EGGstravaganza is the largest volunteer
supported event outside the Carisbad Triathlon with over 80 volunteers helping to host this popular
community event.
Sunday. Julv 14 - 32"" Carlsbad Triathlon & Wellness
The 32"^^ Carisbad Triathlon is just over four months away and it's not too late to start training. Carisbad
has the perfect resources to help you train. The Monroe Street Pool offers lap swim seven days a week
throughout the day. Start your running conditioning on one of the multiple scenic trails in Carlsbad. La
Costa Glen Trail offers a level surface for bike riding that connects to the newly expanded La Costa
Avenue bike path that will bring you to the beach. Registration is now open at
www.carlsbadtriathlon.com.
PARKS
1. Alga Norte Community Park
Good progress continued for the month of February for the construction of the park. Work for this
month focused mainly on building construction. Many ofthe HVAC rough ins for utilities as well as
roofing on all structures was completed. Next month's construction will see progress full steam ahead
on the skate park, tot lots, dog park and ball fields. Progress ofthe park construction can be observed at
the Parks and Recreation home webpage (under Trails, Parks, Open Space/Alga Norte Community Park,
where there is a link to the 'Park Construction Cam'), with time-lapse photography ofthe daily
construction activities. Camera shots overtook the ball fields, aquatics complex, and skate park.
2. Parks and Trees Maintenance
In addition to routine maintenance tasks, the following tasks were accomplished since the Commission's
last report. At Poinsettia, staff mulched the dirt lots and replanted the two entry parking lot planters.
Parks staff used a new groomer apparatus for maintaining the synthetic turf field at Pine Avenue Park.
Staff repaired a main water line underneath the concrete walkway in front of the Ocean Street/Frazee
Beach bathrooms. Staff placed 40 tons of infield soil at Aviara Oaks Middle School's fields, and
continued aerating, fertilizing and over seeding other fields - in preparation for the upcoming baseball
season. Staff and contractors performed enhancements to the hardscape and landscape at the Cole
Library, City Hall, and Aviara Parks. All lamps were proactively replaced on the tennis court lights at La
Costa Canyon Park and the field lights at Aviara Park, and electrical repairs were made to the field lights
and parking lot lights at Pine Ave, Poinsettia, and Stagecoach Parks. Staff continued to proactively prune
parks trees located in the southeast quadrant of the city, including Stagecoach, Cadencia and La Costa
Canyon Parks. Staff began supplemental pruning of the street trees in the Downtown Village.
3. The Crossings at Cartsbad
On February 26, the Carlsbad Public Financing Authority accepted a proposal for the purchase of golf
carts and GPS equipment. At that same meeting the City Council authorized the Finance Director to
purchase the new fleet of 90 carts and GPS equipment in the amount of $577,235. Purchasing the golf
carts rather than leasing will result in a savings of approximately $40,000 over the term of the 4-year
lease for the carts and an estimated additional $14,000 savings on the GPS equipment. The new fleet of
carts is expected to arrive in late April.
4. Beaches, Lagoons, and Open Space
Beaches - Beach Fest 2013, an event to foster stewardship of the coastline and promote outdoor
activity, is scheduled for Saturday June 15, 2013. The event is organized by the Cartsbad Beach
Foundation, and is supported by the State of California Parks Department, and the City of Carisbad Parks
and Recreation Department.
Buena Vista Lagoon - Sandag has executed an agreement with the AECOM for the preparation of the
Environmental Impact Report (EIR) for the Buena Vista Lagoon Enhancement Plan. Scoping meetings will
be scheduled to allow the public to hear about the project elements, and to provide
comments/concerns on the potential issues associated with this enhancement project. An update was
provided to the Buena Vista Lagoon Joint Powers Committee at their meeting of March 18, 2013.
Lake Calavera Master Plan
In late February, the Nationwide permit required for the construction of the boardwalk trails was
obtained from the Army Corp of Engineers. This final permit allows for the final construction documents
and contract preparations to move forward. It is anticipated that in late May or early June, the project
will go to City Council for authorization to bid for the construction.
Open Space - City staff continues to review open space acquisition opportunities as these properties
become available.
4. Completed Trail Events
Saturday. 2/9 - Hosp Grove - Parks staff and volunteers worked diligently to improve the trails in the
west segment ofthe Grove on the second Saturday in February. Work included clearing weeds,
relocating signage, closing "social trails" with brush and timber, drainage improvements, stump
removals and trash pickup. Special volunteer partners from the Carlsbad Community Church helped at
this event with 14 young, hard working men and women contributing great enthusiasm and
commitment, resulting in 53 hours of volunteer service.
5. Upcoming Trail Events
Saturday. 4/27/13 - Lake Calavera Preserve- 8:30 am-ll:30 am. Planned work activities include
planting of a few hundred native plants at a 5-acre restoration site, trail surface improvements, erosion
repairs and fencing installations. This event will include collaborations with 2 community service groups.
The North Coast Community Church Day of Service volunteers will be helping with the planting of native
shrubs at the 5-acre restoration site, and the High Noon Rotary Club members will be providing
improvements to the trailhead at College Blvd. and Cannon Rd. - near the new Sage Creek High School.
