RECOMMENDED ACTION:
Receive a presentation from Cultural Arts Manager Vincent Kitch on the Aviara Community Park public
artwork for the pending improvement project at this site.
ITEM EXPLANATION:
Mr. Kitch will report on the artist and artwork selection processes that led to the development of the
public artwork which has been approved by the Carlsbad Arts Commission for the Aviara Community Park
Improvement Project.
The City of Carlsbad has a demonstrated commitment to fostering art and culture in the community,
understanding that the arts can enliven the built environment and add to the city’s quality of life. One way
the city supports the arts and embodies these core values is by incorporating public artwork into its eligible
civic projects.
The Aviara Community Park Improvement Project is one of the city’s most recent civic projects identified
to have a public art component included as part of its construction with a City Council total project
allocation of $69,100. The City of Carlsbad Cultural Arts Office has worked closely with artist Michael
McLaughlin, the Arts Commission and a variety of internal and external stakeholders to develop the
proposed artwork for the park improvement project. On Feb. 4, 2016, the Arts Commission approved the
artwork proposal and recommended the design be sent to City Council for approval
The Cultural Arts Office manages the city's public art program and follows an established process for
developing public art projects, which includes stakeholder input and involvement. As part of this process,
following a national request for qualifications, city staff convened a public art selection committee to
select an artist for the project. This committee included architects, public art consultants, a neighborhood
resident, Aviara area school administrator, Arts Commissioners, and staff representing the Parks &
Recreation Department.
The artist coordinated design proposals with the project team and stakeholders from the community to
develop the final artwork design concepts which were presented publicly at the Arts Commission
meetings on Feb. 4, and Apr. 7, 2016.
