DATE: 2/13/2017 PINE AVENUE COMMUNITY PARK PUBLIC ARTWORK PRESENTATION ACTION STAFF: Heather Pizzuto RECOMMENDED ACTION: Receive a presentation from artist Jenna Didier on the proposed Pine Avenue Community Park public artwork for the pending improvement project at this site. ITEM EXPLANATION: Artist Jenna Didier will report on the concept designs and her process for developing the public artwork proposed for the Pine Avenue Community Park Improvement Project. Following presentation to the Parks & Recreation Commission, this design will be presented to the Carlsbad Arts Commission for its recommendation to City Council. The City of Carlsbad has a demonstrated commitment to fostering art and culture in the community, understanding that the arts can enliven the built environment and add to the city’s quality of life. One way the city supports the arts and embodies these core values is by incorporating public artwork into its eligible civic projects. The Pine Avenue Community Park Improvement Project is one of the city’s most recent civic projects identified to have a public art component included as part of its construction with a total project allocation of $104,000. The City of Carlsbad’s Library & Cultural Arts Department has worked closely with artist Jenna Didier, Parks & Recreation staff, the Arts Commission and a variety of internal and external stakeholders to develop the proposed artwork for the park improvement project. The Library & Cultural Arts Department manages the city's public art program and follows an established process for developing public art projects, which includes stakeholder input and involvement. As part of this process, following a national request for qualifications, city staff convened a public art advisory committee to select an artist for the project. This committee included architects, public art professionals, neighborhood residents, Arts Commissioners, and staff representing the Parks & Recreation Department. January 25, 2016: The Public Art Advisory Committee for Pine Avenue Community Park met and selected Jenna Didier to complete the design of the artwork for the park. September 12, 2016: The artist participated in a public art meeting with internal and external stakeholders in order to obtain input from the community to guide her design. November 3, 2016: The artist presented her initial concept design to the Public Art Advisory Committee. December 1, 2016: The artist presented her refined design to the Public Art Advisory Committee. The committee approved the artwork proposal and recommended the design be sent to the Arts Commission for approval. This meeting was followed by a presentation by the artist at a Barrio Carlsbad meeting. The design was subsequently posted on the city’s website for additional feedback. February 2, 2017: Artist Jenna Didier will present the design to the Arts Commission EXHIBITS: 1.
