DATE: 3/20/17 UPDATED TRAILS MASTER PLAN ACTION STAFF: TROJANOWSKA RECOMMENDED ACTION: Receive an informational report on the updated City of Carlsbad Trails Master Plan. ITEM EXPLANATION: The updated City of Carlsbad Trails Master Plan builds on previous efforts related to trails and provides a comprehensive planning reference document for developing and maintaining the citywide trails system. It sets the framework for a comprehensive trail system for use by residents and visitors of the City of Carlsbad. It provides for both recreation and alternative transportation, and includes a program vision to provide guidance for future decisions related to trails development. The updated Trails Master Plan supports several Carlsbad Community Values, and is consistent with the goals and objectives of the City of Carlsbad General Plan. Updating the Trails Master Plan included substantial public notification and opportunities for community input. That outreach was a major component of the planning process, and it aided in revisions to the master plan. Community input was collected through a comprehensive public engagement process that included an online survey and a public workshop. The online survey was conducted from November 27, 2013 to February 28, 2014, including an interactive map that was posted on the city’s website. Over three hundred surveys were received. A public workshop on the updated master plan was also held on February 26, 2014. The public review of the Trails Master Plan’s initial draft was then conducted in March 2015, and generated almost a hundred comments. Staff already responded to each of those comments. The Mitigated Negative Declaration and the Mitigation Monitoring and Reporting Program prepared on the updated Trails Master Plan have now been released for a 30-day public review period. Beginning late next month, staff will respond to any comments received on those environmental documents. After responding to comments, staff anticipates presenting the finalized Mitigated Negative Declaration and the updated Trails Master Plan to the Parks & Recreation Commission, the Planning Commission and the City Council for approval. The updated Trails Master Plan has been posted on the city’s website.
