DATE: 7/17/17 DEPARTMENT REPORT ACTION STAFF: PACHECO LANCASTER RECOMMENDED ACTION: Receive a presentation from the Parks and Recreation staff. ITEM EXPLANATION: Mike Pacheco, Recreation Services Manager and Kyle Lancaster, Parks Services Manager will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. Department Report X PARKS & RECREATION DEPARTMENT REPORT July 17, 2017 GENERAL & RECREATION Lifestyle & Fitness Festival On July 8, in celebration of Parks & Recreation month, Parks & Recreation hosted the Lifestyle & Fitness Festival. 1,000 people visited Pine Avenue Park where they had access to over 35 vendors with information, products, and merchandise on healthy and active living. The event also included a family Fun Zone and was the location of the athlete packet pick up for Sunday’s triathlon. Carlsbad Triathlon On July 9, the Carlsbad Triathlon celebrated its 36th year anniversary at Tamarack State Beach. The event hosted over 500 athletes in a 1K swim, 25K bike and 5K run. The event had the support of several departments throughout the city including police, fire, public works, housing and neighborhood services, and several divisions of parks & recreation. Everyone came together managing their portion of the race brining it together like a well-oiled machine. We also had the support of over 200 volunteers. TRUST Basketball Summertime Hoops TRUST Basketball Summertime Hoops is in action with games being played at Calavera Hills and Stagecoach Park Gymnasiums every Saturday with four hundreds kids participating in grades 1st-8th for boys and girls. With an increase of approximately 10% from last summer this league allows kids to be live a healthy lifestyle while being active on the court. A special recognition goes to the forty-five volunteer coaches that give countless hours to teach life skills through sports to our kids of Carlsbad and surrounding areas. Fireworks and Flicks at the Fountain The Parks & Recreation and Fire Departments have been busy working with Park Hyatt Aviara Resort, Omni La Costa Resort & Spa and LEGOLAND California permitting their fireworks displays. On Thursday, July 6, Carlsbad Village Association’s fourth annual Flicks at the Fountain movie series began and continues every Thursday at sunset until August 24. The community is invited to attend this free, family-oriented event featuring movies on a large screen behind the Village fountain (State Street and Grand Avenue). Movies include The Secret Life of Pets, Beauty & the Beast, Pete’s Dragon, Finding Nemo, Rudy, The LEGO Batman Movie, Free Willy and Star Wars: The Force Awakens. Aloha Plunge On June 24, over 600 hundred people joined us at the Alga Norte’s Aloha Plunge to say Aloha to summer. The event included luau themed pool games, a tropical bounce house, a walk-around tiki photo op, a hula show and a touch pool with sea creatures. In addition to the floating obstacles and key logs, the night included an outdoor movie presentation of Moana. The Dive In Grill was open during the event and provided tasty Hawaiian treats like shaved ice and teriyaki chicken burgers. Summer Camp Kickoff Summer camps started the week of June 19 with a full lineup to kick off the summer. More than 3,500 kids have registered for a variety camps that offer an opportunity to learn how to be a Jr. Zoo Keeper, participate in a mock archaeological excavation, learn to sew a garment, design and produce an original comic book story, or navigate in the wilderness. There’s something for everyone; camps continue through Aug. 21st. New Carrillo Ranch Exhibit A new exhibit called “Adobe Is My Birthstone” began on June 23 at the Leo Carrillo Ranch Historic Park. The interactive display invites guests to explore life at Leo Carrillo’s Rancho de los Quiotes from 1937 to 1961 using archival photographs. Carrillo Ranch is open Tuesday – Sunday, admission is free. LITE Program Participants Recognized The top 16 point earners in the Parks & Recreation Department’s teen Leadership in Training and Education (LITE) program were rewarded on July 8 with a trip to Universal Studios Hollywood. Throughout the school year, program participants are required to attend a minimum of three days a week, participate in at least two service projects a month, and maintain a good standing in school for both citizenship and academics. Congratulations to all the participants as well as the part-time staff who work alongside the teens to help them achieve their goals. Parks & Recreation Staff Training Alga Norte Aquatic Center and Monroe Street Pool were closed the weekend of June 10, while over 120 parks & recreation staff participated in pre-summer training. Food and beverage and front office staff were trained on the new cash handling procedure, while lifeguards trained with the Carlsbad Fire Department using full-scale emergency scenarios. Human Resources staff provided respectful workplace and mandated reporter training. Thanks to everyone coming together, staff will be ready and well-prepared to plunge into the busy summer season. Wild West Fest On May 20, it was family fun time at Leo Carrillo Ranch Historic Park. Over 1,000 people came out to Wild West Fest to commemorate the 80th anniversary of the founding of Carrillo’s Rancho de los Quiotes in 1937. Attendees enjoyed docent-led tours, homemade tortillas, pony rides, crafts, root beer tasting, a salsa contest, mechanical bull riding, and free line dancing lessons. Thanks to the summerlike heat, Dive in Grill event catering was in high demand, serving shaved ice, BBQ burgers and hot dogs. Wild West Fest is one of many events scheduled this year to commemorate this special anniversary. Upcoming Events Splash Bash – Saturday, July 15, 6 p.m. – 9 p.m., Alga Norte Aquatics Center Snores & S'mores – Aug. 12 through Aug. 13, 5 p.m. - 9 a.m., Aviara Community Park Float N Flick – Aug. 26, 7 – 10 p.m., Alga Norte Aquatics Center PARKS Pine Avenue Community Center and Gardens Project The improvements to Pine Avenue Park include a community center, and a passive plaza with both ornamental gardens and community gardens. In January, based on a recommendation from staff, the City Council awarded a construction contract to Barnhardt-Reese Construction. That bid was at the engineer’s estimate, and additional funding was appropriated by the City Council for construction contingencies. After an initial waiting period for SDGE’s approval of re-routing/re-connection of the electrical service to the pending community center, substantial construction of the project commenced in May. During the Parks & Recreation Commission’s tour of the project in June, staff noted that the community center site had been graded, and that underground water and sewer lateral lines were being installed. Also during the tour, staff noted that the gardens site was in the process of being cleared and grubbed. Since the tour, the community center focus has been on forming the elevator pit, the structural foundation and other ancillary footings needed for the erection of the steel frame. The gardens site has been rough graded and will next receive northern and eastern property line walls. Ocean Street Beach Access Improvements Project This project encompasses seven beach accesses along Ocean Street, specifically near the western terminus of each of the following streets: Oak Ave., Carlsbad Village Dr., Grand Ave., Christiansen Ave., Beech Ave., Cypress Ave. and Rue Des Chateaux. The conceptual designs incorporated elements of the downtown village streetscapes, and include enhanced street crossings, improved disabled accessibility, new stairs and paving, handrails, seating areas, trash/recycling receptacles, lighting, and landscaping. Staff received acceptance of the revised conceptual designs by the applicable commissions, culminating in the issuance of a Carlsbad Coastal Development Permit in August 2016. Subsequently, a Request for Qualifications process ensued to obtain a design firm for preparation of the construction documents. In November 2016, the City Council awarded a contract to KTUA, the best value determined design firm for these services. Since the award of contract, KTUA met with staff on multiple occasions, and submitted progressive sets of the construction documents on schedule. KTUA is now coordinating with staff to finalize the bid set of the documents. On August 22, staff will seek the City Council’s approval of that set of documents, and authorization to advertise the project for bids. National Trails Day Event at Rancho Carrillo Trails On Saturday, June 3, staff held a National Trails Day Celebration at Rancho Carrillo Trails. Parks staff, along with 38 volunteers, gathered in the morning for a trail clean-up event. The main tasks of the event included trail clearing of weeds and overgrown brush, erosion repairs, installation of dog waste stations, and liter pick up. The mild weather allowed volunteers to complete all of the tasks and contribute over 90 hours of service to the city in the process. This successful event is attributable to the passion and commitment of volunteers who eagerly work side by side within their community.
