Executive Summary Mike Pacheco, Recreation Services Manager and Kyle Lancaster, Parks Services Manager will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. Department Report ( City of Carlsbad Parks & Recreation GENERAL & RECREATION Walk Like MADD and Oktoberfest PARKS & RECREATION DEPARTMENT REPORT October 16, 2017 The Parks & Recreation Department has been busy permitting several events this month including the "2nd Annual Carlsbad Walk Like MADD SK" fundraiser for Mothers Again Drunk Driving and the Carlsbad Rotary Club's "35th Annual Oktoberfest & Family Fall Festival". Super Hero Obstacle Race On Sunday, Oct. 1, hundreds of super heroes raced around Alga Norte Community Park conquering twenty super hero themed obstacles. The 2K course led racers through toxic tunnels, under spider webs, across the military challenge, and over tall buildings where they had to protect the earth, escape in the bank bag races, and steer a wrecking ball. All racers received a commemorative cape, medal, and a goody bag at the finish line. Holy good times, Batman! Care & Shelter Training The Parks & Recreation and Fire Departments hosted a care and shelter disaster preparedness training on Sept. 19 at Stagecoach Community Park. The San Diego County Office of Emergency Services provided the annual training for more than 70 staff and Community Emergency Response Team (CERT) volunteers. Participants learned about the duties and responsibilities of shelter workers; developed an understanding of the functions necessary to operate a shelter; and learned about shelter operation resources. Family Movie Night On Saturday,_S_ept._9, the City of Carlsbaclhosted "Eamily_Movie___Night" at Stagecoach Community~rk. JusLover 1,000 people had the opportunity to participate in games, activities, create crafts and pose as their favorite Batman character at the photo booth. The featured presentation, The Lego Batman Movie, started at dusk on the outdoor blowup movie screen. It was a beautiful night for a movie under the stars. Upcoming Events • Dfa de los Muertos at Leo Carrillo Ranch: o Candle Lit Tours of the Hacienda -Saturday, Oct. 28, 6:30, 7 p.m. and 7:30 o Open Adobe and Family Open Studios-Sunday, Oct. 29, 10 a.m. to 3 p.m. • Epic Teen Nights: Movie in the Park: Nov. 4, 4 p.m., Pine Avenue Community Park • Holiday at the Rancho: Dec. 3, 5 p.m. to 8 p.m., Leo Carrillo Ranch PARKS Pine Avenue Community Center and Gardens Project The improvements to Pine Avenue Park include a community center, and a passive plaza with both ornamental gardens and community gardens. In January, based on a recommendation from staff, the City Council awarded a construction contract to Barnhardt-Reese Construction. That bid was at the engineer's estimate, and additional funding was appropriated by the City Council for construction contingencies. After an initial waiting period for SDGE's approval of re-routing/re-connection of the electrical service to the pending community center, substantial construction of the project commenced /</ in May. Since the Parks & Recreation Commission Meeting in May, significant progress has been made on both the community center site and the gardens site. At the community center site, the erection of the steel framing and floor decking has been completed. The framing of exterior and interior walls is now in progress. At the gardens site, the forming and pouring of various foundations/footings has been nearly completed. The erection of the shade structures and the water feature is now in progress. The project remains on schedule for a grand opening in the spring of 2018. Ocean Street Beach Access Improvements Project This project encompasses seven beach accesses along Ocean Street, specifically near the western terminus of each of the following streets: Oak Ave., Carlsbad Village Dr., Grand Ave., Christiansen Ave., Beech Ave., Cypress Ave. and Rue Des Chateaux. The conceptual designs incorporated elements of the downtown village streetscapes, and include enhanced street crossings, improved disabled accessibility, new stairs and paving, handrails, seating areas, trash/recycling receptacles, lighting, and landscaping. Staff received acceptance of the revised conceptual designs by the applicable commissions, culminating in the issuance of a Carlsbad Coastal Development Permit in Aug. 2016. Subsequently, a Request for Qualifications process ensued to obtain a design firm for preparation of the construction documents. In Nov. 2016, the City Council awarded a contract to KTUA, the best value determined design firm for these services. After the award of contract, KTUA met with staff on multiple occasions, and submitted progressive sets of the construction documents. On Aug. 22, 2017, the City Council approved that set of construction documents, and authorized the advertisement of the project for bids. On Aug. 31, 2017, the project was advertised for bids, and on Oct. 3, 2017, five bids were received. One bid was at the engineer's estimate for the project, and is undergoing final review by staff for responsiveness to the advertised specifications. Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project In August 2016, the City Council approved the plans and specifications for the Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project, and authorized it to be publicly bid. In October 2016, one bid for construction of the project was received. The bid was determined to be non-responsive due to errors/omissions. In November 2016, the City Council rejected that bid. Staff reviewed the bidding provisions and forms, made revisions to reduce the potential for bidder errors/omissions, and re-advertised the project for public bid. In December 2016, two bids for construction of the project were received. The low bid was determined to be responsive, and an updated engineer's estimate ultimately verified the bid was within current market range. On Aug. 22, 2017, the City Council awarded a construction contract to the low bidder, Tovey-Shultz Construction, Inc. Since then, the contract has been fully executed and a pre-construction meeting was held on Oct. 4, 2017. During this period, staff also implemented a bat exclusion program at the stable. Staff worked with a biologist to document the existing bat population, install new bat boxes, and devise a plan to safely exclude the bats from the stable, prior to commencement of the restoration project. A special tent was placed over the stable, allowing bats to leave the structure, but not return. Once the biologist confirmed that all bats had safely left the structure, it was fumigated for termites. Construction mobilization is expected to commence by Oct. 17, 2017. Hosp Grove Trails Volunteers Event -Oct. 14 A trails volunteer event was held at Hosp Grove on Saturday, Oct. 14, 2017 from 8:30am -11:30am. The trail work included weed removal, vegetation trimming, trail erosion repairs, and litter pickup. The city offered new volunteers with a short training on use of tools, and provided shovels, rakes, water, and snacks.
