Executive Summary One of the City Council's goals is to enhance the coastline to ensure an exceptional experience. In order to achieve this goal, the Terramar Area Coastal Improvement Project has been identified as a priority project to improve safety and usability for all users along Carlsbad Boulevard. The Terramar Area Coastal Improvement Project has been developed with extensive public participation over the past two and half years. During that time, alternatives have been analyzed, technical studies have been completed, and designs have been revised based on input from the public and subject matter experts. The project team, with extensive public feedback, has completed the preliminary design phase of the project and has developed two project alternatives that both meet the project goals and are consistent with the city's General Plan.
