Executive Summary
Mike Pacheco, Recreation Services Manager and Kyle Lancaster, Parks Services Manager will
report on recently completed and upcoming Parks and Recreation activities, donations and
grants, as well as other topics of local interest.

GENERAL & RECREATION
NBC 7/39 Inspirational Student of the Month for “Senior” Prom Student
Emily Sim, Sage Creek High School Senior, was recognized by surprise by the San Diego County Office of
Education. Emily was honored as the NBC 7/39 Inspirational Student of the Month for her efforts in
organizing the 2018 “Senior” Prom held in February at the Carlsbad Senior Center. Emily worked with
her advisor, Corrie Myers, her fellow students as well as Senior Center staff to ensure the participants
had an incredible experience. We are proud of Emily and her efforts to connect her community.

Senior Center upgrades
The flooring contract has been awarded and the work is currently scheduled to commence sometime
near the end of June. Every effort to not disrupt programs and services will be taken but some classes
may be moved to alternate locations in the Senior Center or Pine Avenue Community Center while the
work is taking place.
Audio/Visual contract work is nearly complete with anticipated completion of the project no later than
June 15. The final round of upgrades for the Senior Center will include the furniture in the common
areas as well as the Lounge/Library. Staff is currently reviewing models and fabrics that will be
consistent with the new look of the center but will have durability and cleaning properties that are
greatly enhanced.
Senior Center Computers Usage Report
According to computer usage records from March 30, 2018 to June 1, 2018 there is an average
computer usage of five hours per day between the twelve computers, Monday through Friday, 8 a.m.
to 5 p.m. There is also an average of 2.3 computers that are not being used per day and an average of
7.5 computers that are used for less than thirty minutes per day. These averages do not include
Saturday usage because the computer room has very low usage on these days and the Senior Center is
only open from 9 a.m. to 1 p.m.

Successful Carlsbad Triathlon
On June 10, the Carlsbad Triathlon celebrated its 37th year at Tamarack State Beach with 813
participants, which is a 25% increase compared to last year. There was a new record set for our most
winningest female athlete, Michellie Jones, which marks her thirteenth Carlsbad Triathlon win.
The triathlon had declined by forty percent over the past ten years due to a decreasing trend in
participation across the nation and due to the large influx of competing novelty type runs (mud runs,
color runs, glow runs, obstacle races, charity races). Therefore, the Parks & Recreation Department
decided to partner with a race management company to assist with running and marketing the
triathlon this year.
KOZ Events, who owns the San Diego Triathlon Series, brought the Carlsbad Triathlon into their series
and made the following recommendations that led to a successful event this year:
• USA Triathlon Certification, which increased the status and level of the competition
• Adding three new race options to reach more athletes. These options included a duathlon (run,
bike, run), an Aqua Bike (swim, bike), and a sprint triathlon (shorter swim and shorter bike).
• Moving the race to June in order to not compete with other race events.
For the first time in the history of the triathlon, the swim course was shut down after the first few
groups due to unsafe water conditions. However, thanks to the efficient planning by KOZ Events, the
race was adjusted smoothly to a run-bike-run.
Annual Pre-Summer Lifeguard Training
Alga Norte Aquatic Center and Monroe Street Pool were closed on June 9 and 10, while over 120
lifeguards participated in pre-summer training. Human Resources staff provided respectful workplace
and mandated reporter training and the Carlsbad Fire Department trained with lifeguards using full-
scale emergency scenarios. Thanks to everyone coming together, staff will be ready and well-prepared
to plunge into the busy summer season.
Parks & Recreation Welcomes New Full Time Staff
Recreation Area Manager Tracy Stayton and Recreation Supervisor Kevin Gohres both started on May
19. Tracy will be overseeing the aquatics division and Kevin will oversee youth programming, teen
programing, and running the day camp program. Tracy has twenty years of experience in aquatics and
started her career with the County of Milwaukee, where she helped open the largest waterpark in
Southeastern Wisconsin. She eventually moved out to California to oversee the City of Irvine’s world
renowned Woollett Aquatic Center, which has the largest municipal learn to swim program in Southern
California. Kevin previously worked for the City of Oceanside and oversaw youth and adult sports
programming. Prior to his time with the City of Oceanside, he worked for the City of Encinitas where he
was responsible for running their day damp program. They both have hit the ground running this week
since summer is just around the corner.

Ribbon Cutting of Pine Avenue Community Center and Gardens Project
Approximately 1,000 community members attended the grand opening celebration for the Pine
Avenue Community Center and Gardens Project on May 19. Elected officials and commissioners
attended the event which included a ribbon cutting ceremony at 10:30 a.m., and entertainment, live
music, crafts, children’s games, garden demonstrations and tours from 10 a.m. to 1 p.m.
Ahoy, Mateys!
On April 29, it was a pirate celebration at Alga Norte Community Park, as just over 400 people joined in
the festivities at Pirate Plunge. Attendees scoured the deck in search of treasures, walked the plank off
of the diving boards, dove for gems, shot cannons balls at pirate ships, and battled in tic-tac-toe where
‘X’ marked the spot. Westley, aka Dread Pirate Roberts, even made an appearance this weekend
sharing his pirate’s booty (gems and coins), and pirate garb (props for photos), with the landlubbers.
The event ended with an outdoor screening of the classic movie, The Princess Bride.
Spring Break Camps
The Parks & Recreation Department completed a week of successful spring break camps, offering
children an opportunity to keep minds and bodies active. British Soccer Camp was offered at Alga
Norte Community Park, and participants ages 3-13 were taught key techniques to help improve their
skills that players of all levels need. For the first time, a spring break basketball camp was conducted at
Stagecoach Community Park for children ages 6-14, and sewing and Radical Reptiles were featured at
Leo Carrillo Ranch Historic Park.
EGGstravaganza
On April 15, over 4,000 participants joined Parks & Recreation Department event staff at Poinsettia to
celebrate the EGGStravaganza Spring Festival. Children raced to collect 15,000 candy filled eggs in the
EGG Scramble activity. Other activities included bounce houses, obstacles races, a scavenger hunt,
cookie decorating, photos with the bunny and more.
California Park & Recreation Society Awards
Parks & Recreation Department representatives were honored at the California Park & Recreation
Society District 12 annual awards breakfast on March 20. Carlsbad resident, Trudie Stapleton, was
presented a citation award for her outstanding community advocacy and passion for bringing outdoor
pickleball courts to the City of Carlsbad. Mike McMahon, 2016 Carlsbad Citizen of the Year, was
acknowledged for his dedication to teaching, and for making learning fun and accessible for all –
especially seniors. Finally, Sara Kelly was recognized for her exemplary part time service to the
department at Leo Carrillo Ranch Historic Park. Sara has been instrumental in developing and
implementing successful educational and recreational programming for a diverse audience.

PARKS
Ocean Street Beach Access Improvements Project
The Ocean St. Beach Access Improvements Project encompasses seven beach accesses along Ocean
Street, specifically near the western terminus of each of the following streets: Oak Ave., Carlsbad
Village Dr., Grand Ave., Christiansen Ave., Beech Ave., Cypress Ave. and Rue Des Chateaux. The
conceptual designs incorporated elements of the downtown village streetscapes, and include
enhanced street crossings, improved disabled accessibility, new stairs and paving, handrails, seating
areas, trash/recycling receptacles, lighting, and landscaping. Construction of the project commenced in
January, with the accesses of Rue Des Chateaux and of Beech Ave. Work on these two accesses was
completed prior to the Memorial Day holiday weekend. Work on the access of Carlsbad Village Dr.
commenced in early April, and is expected to be completed in late June. Work on the remaining four
accesses will be phased to minimize disruption to the public during the peak summer season. The
project is anticipated to be substantially complete in mid-December, prior to the winter holidays.
Arbor Day Event Held at Poinsettia Community Park
Parks & Recreation staff celebrated Arbor Day on the morning of Saturday, April 28, by working with
approximately 65 local volunteers to plant 28 trees at Poinsettia Community Park. The event included
tree maintenance representatives from Western Environmental, Davey Tree, San Diego Gas & Electric,
West Coast Arborists and the San Diego Regional Urban Forests Council. This event, and the City
Council’s Arbor Week proclamation at its meeting of Tuesday, April 24, are two of the four criteria that
were required to be met for Carlsbad to retain its status as a Tree City USA for the 14th consecutive
year. This designation, issued by the National Arbor Day Foundation, acknowledges the city’s ongoing
commitment to tree care and urban forest sustainability.
Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project
The Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project commenced
in October 2017. Steady progress continues on both the historical restoration/enhancement of the
stable, and the erection of a new restroom facility – which includes an exterior that mimics a chicken
coop that previously stood on the property. The two structures are set apart by approximately 150
linear feet of corral area. Work on the restrooms will be completed in late June, at which time they
will be opened to the public. Work on the stable is anticipated to be completed by mid-September, at
which time it will be opened to the public. Each of the buildings can be approved for public openings
on separate schedules.
Aviara Community Park Ph. II & Poinsettia Community Park Ph. III Construction Projects
On September 12, 2017 the City Council rejected all bids received for the Aviara Community Park Ph. II
and Poinsettia Community Park Ph. III Construction Projects and directed staff to revise the plans and
specifications to remove the dog park from the previously planned location and project scope at
Poinsettia Community Park. At that time, the City Council also directed staff to explore relocating the
dog park to the area in Poinsettia Community Park previously envisioned for a multigenerational
community center. In November 2017, city staff requested community input on this possible
relocation of the dog park at Poinsettia Community Park. Park users and neighbors provided input
through an online survey, emails, social media and temporary on-site information centers. City staff
completed review of the community's input on this topic, and found it to be overwhelmingly

supportive of a dog park at the alternate location. In February, the City Council approved staff’s
recommendation to pursue plans to place the dog park at the alternate location, as a separate project.
At that time, the City Council also approved the revised plans/specifications and authorized staff to
advertise for bids on the remaining planned improvements to both Aviara Community Park and
Poinsettia Community Park. The projects were then advertised to the public, with a bid opening of
April 24, 2018. The award of a construction contract to the lowest responsive bidder is currently
scheduled to be considered by the City Council at the meeting of June 26, 2018.
Completed Trails Volunteers Events
On May 12, 2018, city staff and 43 volunteers collaborated for a Kelly Trail cleanup event that
contributed 119 hours of volunteer trail maintenance service. Participants removed invasive shrubs
and groundcovers from the trail surface, cleared brush, scraped and painted fencing. Additionally, a
presentation was given on the Carlsbad watershed by Hallie Thompson, Environmental Specialist with
the Public Works Department. This successful event would not happen without the commitment of the
volunteers who came out and eagerly worked side by side with other members of the community.
On June 2, 2018, city staff and 18 volunteers collaborated for a National Trails Day volunteer trail
cleanup event, at Carlsbad Oaks North Business Park Trail, that contributed 40 hours of volunteer
service. Participants removed invasive plants and added erosion controls within the trail surface,
cleared brush encroaching from the sides of the trail, installed regulatory signs, and repaired the
information kiosk. After those projects were completed, a short hike and presentation on native
habitat was given by the Center for Natural Lands Management staff. National Trails Day is a nationally
coordinated event designed to connect more people to trails, to attract new trail users and to help
connect existing trail enthusiasts with local clubs and organizations with the hopes of creating trail
advocates and stewards. The task to protect and maintain more than 200,000 miles of trails in the U.S.
requires a collaborative effort among trail clubs, organizations, government agencies, and most
importantly passionate trail advocates and stewards.
Calavera Hills Community Park Bullpen
The Carlsbad Softball Association made a $4,403.05 donation in support of the construction of a new
bullpen at Calavera Hills Community Park Field 3. The new bullpen provides space for two separate
pitchers and catchers to warm up simultaneously and will be utilized by players of all ages. This
generous donation helped offset the total cost of the project and is greatly appreciated by Parks and
Recreation staff.
