Alga Norte cost recovery percentage for FY 2017-18 was 102 percent -operating revenues ($2,030,993.04)
exceed operating expenses ($2,002,577.60) by $28,415.44. This was the last year with the solar rebate, and
without the solar rebate the cost recovery is 93 percent.
Centralized Reservations and Registrations
A business systems review identified potential improvements in customer service and efficiency by centralizing
reservations and registrations. Therefore, Recreation Area Manager Lori Swenck will be leading this new
operation at Harding Community Center. Joining her team will be Office Specialist II Jamie Kennedy, a current
vacant Recreation Specialist and the part-time staff currently at the Harding Community Center.
Fiesta at the Rancho
On Aug. 17, the Friends of Carrillo Ranch, and the City of Carlsbad Parks & Recreation and Library & Cultural Arts
Departments partnered to fund raise for the 2018-19 California history and art program at Leo Carrillo Ranch
Historic Park. Nearly 200 people attended the Fiesta, and enjoyed an extensive silent auction, Spanish buffet,
live Flamenco music and dance performances, and created their own unique lntax camera art project. Thanks to
everyone's support, the Friends will be able to fully fund the history and art program, providing an outstanding
educational experience for more than 1,200 Carlsbad fourth grade students -completely free of charge.
Event Permitting
The Parks & Recreation Department permitted the Carlsbad Hi-Noon Rotary's 5th Annual Carlsbad Brewfest
from 12 noon to 4:30 p.m. at Holiday Park on Sept. 8. The event featured over 34 craft breweries and cider
houses, music, entertainment, games and food vendors.
Family Movie Night
On Sept. 8, the City of Carlsbad hosted "Family Movie Night" at Stagecoach Community Park. Just over 1,000
people had the opportunity to participated in the family fun zone that included bounce houses, slides, crafts,
games and activities. Beverages, hot dogs, pizza, funnel cakes and ice cream were served by the teen
participants in the Leadership in Training & Education (L.1.T.E.) program.
Float n' Flick
On Aug. 25, over 100 people joined us at Alga Norte Community Park for Float n' Flick, to enjoy one more day of
family fun before school kicked back in! The event had attendants swimming and lounging in the warm water
pool while watching A Bug's Life on the big outdoor movie screen. The warm summer night was enhanced with
tasty treats from the Dive in Grill, including freshly grilled burgers, ice cream, and of course delicious movie
popcorn!
Snores & S'mores Campout
On Aug. 11 through Aug. 12, it was a weekend of snoring and s'moring at Aviara Community Park during the
annual Snores & S'mores campout. Over 300 campers played games, and participated in Pixar's lncredibles
themed crafts and activities. Attendees were challenged in the Dash Attack, ran around in Violette's Force Field
Zorb balls, and played in the Frozone FunZone. The night included a BBQ dinner, build your own s'mores,
popcorn, and an outdoor, big screen showing of The lncredibles movie
Patriot Day at the Senior Center
In honor of Patriot Day, the Senior Center invited guests from the Marine Light Attack Helicopter (Viper)
Squadron 169 at Camp Pendleton to join the seniors for lunch and live music. Guests wore red, white and blue
and the dining room was decorated in patriotic decor to match.
Fitness Room Mold Remediation
The fitness room re-opened on Aug. 16, after mold remediation efforts were completed. This work included
hiring professional crews to remove mold found behind baseboards in the fitness room. Testing was performed
and shown no evidence of unsafe mold spore levels in the affected locations or elsewhere in the Senior Center.
Further work included installing a resilient athletic flooring with interlocking rubber floor tile, replacing the AC
unit and ducting, installing a secondary dehumidifying unit, removing and replacing additional drywall around
the columns, and sampling and testing the concrete floor slab.
New Senior Center Programs Supervisor
Recreation Supervisor Jack Risley resigned from his position at the Senior Center on May 18 after fifteen years.
We are very excited to announce that Recreation Supervisor Eric Biggin was transferred from the Aquatics
Division on August 13 to fill his position. We believe Eric will be a great fit for this crucial position which
provides oversight for the daily lunch program, the home meal delivery program and transportation services.
Eric has worked for the city for seventeen years and possesses a.Bachelor of Science degree from Northern
Arizona University in Recreation Management. We appreciate his willingness to expand his horizons in an effort
to become more well-rounded in the department.

PARKS
Ocean Street Beach Access Improvements Project
The Ocean St. Beach Access Improvements Project encompasses seven beach accesses along Ocean
Street, specifically near the western terminus of each of the following streets: Oak Ave., Carlsbad
Village Dr., Grand Ave., Christiansen Ave., Beech Ave., Cypress Ave. and Rue Des Chateaux. The
conceptual designs incorporated elements of the downtown village streetscapes, and include
enhanced street crossings, improved disabled accessibility, new stairs and paving, handrails, seating
areas, trash/recycling receptacles, lighting, and landscaping. Construction of the project commenced in
January, with the accesses of Rue Des Chateaux and of Beech Ave. Work on these two accesses was
completed prior to the Memorial Day holiday weekend. Work on the access of Carlsbad Village Dr.
commenced in early April, and was completed prior to the Independence Day holiday. Work on the
access of Cypress Ave. commenced in early August and is nearly complete. Work on the access of
Grand Ave. commenced in early September and will be complete in late October. The remaining two
accesses will be phased to minimize disruption to the public, and will be complete in mid-December.
Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project
The Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project commenced
in October 2017. Construction of the new restroom building-which includes an exterior that mimics a
chicken coop that previously stood on the property -was completed in mid-July and opened to the
public. Steady progress continues on the historical restoration/enhancement of the stable. Work on
the stable is anticipated to be completed by late September, at which time it will also be opened to the
public. The two structures are set apart by approximately 150 linear feet of restored corral area.
Aviara Community Park Ph. II & Poinsettia Community Park Ph. Ill Construction Projects
On Septemberl2, 2017 the City Council rejected all bids received for the Aviara Community Park Ph. II \
and Poinsettia Community Park Ph. Ill Construction Projects and directed staff to revise the plans and
specifications to remove the dog park from the previously planned location and project scope at
Poinsettia Community Park. At that time, the City Council also directed staff to explore relocating the
dog park to the area in Poinsettia Community Park previously envisioned for a multigenerational
community center. In November 2017, city staff requested community input on this possible
relocation of the dog park at Poinsettia Community Park. Park users and neighbors provided input
through an online survey, emails, social media and temporary on-site information centers. City staff
completed review of the community's input on this topic, and found it to be overwhelmingly
supportive of a dog park at the alternate location. In February, the City Council approved staff's
recommendation to pursue plans to place the dog park at the alternate location, as a separate project.
At that time, the City Council also approved the revised plans/specifications and authorized staff to
advertise for bids on the remaining planned improvements to both Aviara Community Park and
Poinsettia Community Park. The projects were then advertised to the public, with a bid opening of
April 24, 2018. The award of a construction contract to the lowest responsive was approved by the City
Council at the meeting of June 26, 2018. A pre-construction meeting was held with the general
contractor and the project team on July 12, 2018, and construction commenced at both parks in mid-
August. Initial efforts for the project have focused on the demolition of the existing amenities, rough
grading, utility coordination, building foundation trenches, and procurement of materials and supplies.
