Executive Summary Mike Pacheco, Recreation Services Manager and Kyle Lancaster, Parks Services Manager will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. Fiscal year-to-date increases/decreases include: • Enrichment – $13,000 • Adult Sports – ($12,000) • Youth Sports – $2,000 • Sports Instructional Classes- ($1,000) • Senior Instructional Classes – ($5,000) • Leo Carrillo Instructional Classes - $7,000 • Aquatic Programs – $28,000 • Recreation Swim – $9,000 • Aquatic Lessons – $3,000 • Alga Norte Instructional Classes - $24,000 • Alga Norte Food & Beverage – ($7,000) • Alga Norte Birthday Parties – $0 • Aquatic Retail – $2,000 • City Camps – $5,000 • Teens – $800 • Special Events – ($7,000) • Preschool – $0 • Triathlon – ($59,000) (timing issue) September recreation permit and rental revenues are up 21 percent ($75,000) compared to last fiscal year. Fiscal year-to-date increases/decreases include: • Leo Carrillo Historic Ranch Park – $16,000 • Senior Center – $7,000 • Stagecoach Community Park – $7,000 • Poinsettia/Aviara Community Parks – ($5,000) • Calavera Hills Community Park – ($1,000) • Harding – $6,000 • Pine – $7,000 • Alga Norte Facility - $4,000 • Alga Norte Park – ($12,000) • Alga Norte Lane Rentals – $60,000 • Monroe Lane Rentals – ($14,000) • Lagoon Permits - $0 Stagecoach Goes Wireless Wi-Fi was recently installed in Stagecoach Community Center, and is coming soon to Calavera Community Center. Visitors will now be able to multitask and get work done on their laptops and other mobile devices while visiting the center. In addition, having free and publicly available Wi-Fi creates attractive places to gather, and will provide for a greater diversity of technology-based instructional programming. Many thanks to IT staff – Joe Stephenson, Lisa Vante, and Gary Hornby – for their efforts and diligence in making this significant improvement happen. Super Hero Obstacle Race It’s a bird! It’s a plane! It’s 450 super heroes running through Alga Norte Community Park on a 2K quest to conquer twenty superhero themed obstacles on Sunday, Oct. 7. The challenges included Toxic Tunnels, Bank Bag races, Capture the Crook, Superman Slide, Military Mazes, Wrecking Ball, Leap Tall Buildings, Trampoline Bounce, and so much more. This family fun event this past Sunday was a SUPER success! The conceptual designs incorporated elements of the downtown village streetscapes, and include enhanced street crossings, improved disabled accessibility, new stairs and paving, handrails, seating areas, trash/recycling receptacles, lighting, and landscaping. Construction of the project commenced in January, with the accesses of Rue Des Chateaux and of Beech Ave. Work on these two accesses was completed prior to the Memorial Day holiday weekend. Work on the access of Carlsbad Village Dr. commenced in early April, and was completed prior to the Independence Day holiday. Work on the access of Cypress Ave. commenced in early August was completed at the end of August. Work on the Oak Ave. access commenced in early October and will be complete in early November. Work on the remaining accesses at Christiansen Way will commence in mid-November and be complete in mid-December. The construction of this project has been phased to minimize disruption to the public. Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project The Leo Carrillo Ranch Historic Park Stable Restoration and Restroom Construction Project commenced in October 2017. Construction of the new restroom building – which includes an exterior that mimics a chicken coop that previously stood on the property - was completed in mid-July and opened to the public. Steady progress continued thereafter on the historical restoration/enhancement of the stable. That work was substantially completed in early October, and is now open to the public. The two structures are set apart by approximately 150 linear feet of restored corral area. Aviara Community Park Ph. II & Poinsettia Community Park Ph. III Construction Projects In September 2017, the City Council rejected all bids received for the Aviara Community Park Ph. II and Poinsettia Community Park Ph. III Construction Projects and directed staff to revise the plans and specifications to remove the dog park from the previously planned location and project scope at Poinsettia Community Park. At that time, the City Council also directed staff to explore relocating the dog park to the area in Poinsettia Community Park previously envisioned for a multigenerational community center. In November 2017, city staff requested community input on this possible relocation of the dog park at Poinsettia Community Park. Park users and neighbors provided input through an online survey, emails, social media and temporary on-site information centers. City staff completed review of the community's input on this topic, and found it to be overwhelmingly supportive of a dog park at the alternate location. In February, the City Council approved staff’s recommendation to pursue plans to place the dog park at the alternate location, as a separate project. At that time, the City Council also approved the revised plans/specifications and authorized staff to advertise for bids on the remaining planned improvements to both Aviara Community Park and Poinsettia Community Park. The projects were then advertised to the public, with a bid opening in April. The award of a construction contract to the lowest responsive was approved by the City Council at the meeting of June 26, 2018. Construction commenced at both park projects in mid- August. Initial efforts for the project have focused on the demolition of the existing amenities, rough grading, utility coordination/installation, building foundation preparation, garden wall formation, and procurement of materials and supplies. National Public Lands Day - Trails Event at Lake Calavera Preserve Staff held a very successful event at the Lake Calavera Preserve on Saturday, September 29, in recognition of National Public Lands Day. Staff and about 30 volunteers spent the morning performing erosion repair, installing interpretive signs, sweeping boardwalks, and trimming vegetation at various points along the trails. Volunteers also installed new fencing at the view point by the lake, and a new dog waste station in the south-east part of the preserve. Volunteers dedicated approximately 99 hours maintaining Carlsbad’s public lands and having a great time together. Thanks to all the volunteers that spent their Saturday morning with us giving back to their community. The next trails volunteers event will be held on October 20, from 8:30am till 11:30am, at The Harbor Drive Trail. 51
