Newest Certified Park and Recreation Professional
Recreation Area Manager Margaret Hamer recently became a Certified Park and Recreation Professional (CPRP).
Margaret joins other CPRPs in the City of Carlsbad Parks & Recreation Department who achieved education and
experience prerequisites and passed a rigorous national examination which is designed to assess the core
knowledge of job-related tasks common to parks and recreation professionals. The CPRP certification is the
leading professional certification in the parks and recreation field. Congratulations Margaret!
Carrillo Ranch Extended Operating Hours
Operating hours at Leo Carrillo Ranch Historic Park have been extended to better serve the public. Since the park
opened in 2003, it had been closed on Mondays, and it had opened at 11 a.m. on Sundays. The park is now open
9 a.m. to 5 p.m. daily. Guided tours of the Hacienda and other historic buildings will be offered at 10 a.m. & 1
p.m. on Saturdays and Sundays. Hope to see you soon, amigo!
Carlsbad Full and Half Marathon & 5K Next Weekend
The City of Carlsbad Parks & Recreation Department permitted the annual Tri-City Medical Center Carlsbad Full
and Half Marathon & Surf Sun Run 5K, which took place Sunday, Jan. 19. The ideal weather conditions and
spectacular coastal route attracts over 9,000 runners. The event included a two-day Health & Lifestyle Expo on
Friday and Saturday, and the Kids Marathon Mile on Saturday.
North County Intergenerational Council
On Jan. 8, the City of Carlsbad Parks & Recreation Department hosted the North County Intergenerational
Council for San Diego County at the Pine Avenue Community Center. The meeting included a presentation by
former Carlsbad City Council Member, Dr. Mark Packard, an intergenerational advocate promoting his Paper
Rocket Project. Recreation Specialist, Jennifer Burros, covered the wide range of programs currently offered at
the city as well as 2020 plans. The North County Intergenerational Council was founded in January 2013 and
focuses on the role youth and adults play in making communities healthy for all ages. Intergenerational
programming strategies are a key component in the North County Community Leadership Team’s Community
Health Improvement Plan. The Council serves as an avenue to promote and encourage intergenerational
strategies in senior and youth programs, discuss new solutions and programs to improve health and wellness
across the generations and prioritize key projects and priority issues for North County. Meetings are held on the
second Wednesday every other month from 1 - 2:30 p.m.
Adopt-A-Family Project
The City of Carlsbad Parks & Recreation Department permitted the Carlsbad Christmas Bureau’s traffic control
plan for their Adopt-A-Family Project on Dec. 14. Approximately 450 low income families were adopted by
businesses, organizations and individuals who donated food and gifts to help them celebrate the holiday season.
Holiday at the Rancho
On Dec. 7, it was a winter wonderland at Leo Carrillo Ranch Historic Park as families joined the City of Carlsbad
Parks & Recreation Department staff and volunteers to celebrate the holiday season. Despite a rainy day,
attendees were still able to enjoy cookie decorating, crafts, face painting entertainment, a plush snow ball fight,
and a fun photo booth. The event featured a holiday tree lighting and a special visit from Santa (who,
coincidentally, resembles a City of Carlsbad Public Works employee)!

Culinary Lab
Amid the aroma of garlic, onion and myriad of other spices, the pine avenue community center
intergenerational culinary lab prepares fresh food grown in the community garden. The lab is a weekly hot spot
that whips up fun, fresh food and science to explore the many health benefits of the culinary arts. Students
become the masters of their taste buds while learning how to create delicious fresh meals! Food isn’t just fuel, it
is a powerful medicine with a capital M. Not a pill on the planet comes close to the multi-organ, every-cell-of-
the-body impact food has for the body. The culinary lab is open every Wednesday, 11 a.m. to 1 p.m. for health-
conscious foodies.

PARKS
Village H South Status
On Dec. 10, 2019, staff returned to the City Council to present the results of the Village H South Public Input
Process. Staff presented five conceptual plan options for an off-leash dog run -on the Village H South. Options 1-
4 were developed from commonalities of the aerial image mock ups from the public workshop held in June and
the fifth option was subsequently developed by staff.
As part of the city’s ongoing review, the City Attorney’s Office determined that Public Input Options 1 through 3
are legally infeasible based on requirements of the current settlement agreement (city’s obligations to provide
public access to the historic public use trail and use best efforts to implement the Trails Master Plan) and
inconsistency with the city’s Habitat Management Plan (HMP). Public Input Option 4 does not violate the
settlement agreement or infringe into HMP preserve areas, however, it is anticipated to block wildlife
movement through the parcel. The Staff option attempted to maximize the opportunities and minimize the
constraints on the site.
Prior to the Dec. 10, 2019 City Council meeting, staff met with board members of Preserve Calavera, which was a
party to the legal settlement agreement that ultimately led to the transfer of the deed for the Village H Property,
and which remains the entity that was granted discretionary rights to enforce the restrictive covenants on the
Village H Property. Staff provided an overview of the public input report and appendices, and briefly discussed
each of the conceptual plan options, along with their respective opportunities and constraints. The board
members expressed concerns regarding each of the conceptual plan’s potential impacts to the wildlife
movement within the area.
After receiving the presentation, the City Council directed staff to work with Preserve Calavera on “tweaking”
the Staff Option toward an acceptable solution. Staff will return to the City Council in the Spring with an update.
Poinsettia Community Park Phase IV Dog Park
After receiving approval from the Parks & Recreation Commission on November 18, 2019 staff returned to the
City Council on Dec. 10, 2019 requesting adoption of an amendment to the Poinsettia Community Park Master
Plan, reflecting the location of the dog park as well as the addition of an adjacent parking lot and restroom. This
amendment was unanimously approved by the City Council and staff is working with the design firm to prepare
the construction documents & plans/specifications for the Phase IV Dog Park Project. Staff anticipates returning
to the City Council by the end of Spring 2020 for approval of the Phase IV Dog Park Project’s plans/specifications
and authorization for public bidding.

Stagecoach Community Park Synthetic Turf Replacement
On Oct. 22, 2019 the City Council awarded a construction contract for the replacement of the synthetic turf at
Stagecoach Community Park to Ohno Construction, Inc. The notice to proceed was issued to Ohno Construction
on Dec. 9, 2019 and work started immediately thereafter. Consistent rain events during December and early
January have caused some delays, but progress is moving forward, and the project is now scheduled to be
complete in mid-March.
Hidden Valley Trail Event
24 volunteers came out to the Hidden Valley Trail Event on Saturday, Jan. 11, 2020 and contributed
approximately 45 hours of service to help beautify the trail. The crisp winter morning didn’t hinder the efforts
and volunteers along with city staff warmed up right away by painting bollards, trimming vegetation, repairing
erosion and picking up trash. The enthusiasm of the group was palpable, and the new, fresh look of trail began
to unfold quickly. At the end of the event, volunteers expressed their satisfaction for the job well done and
excitement for meeting new friends. The City of Carlsbad appreciates all the volunteers and staff that came
together to make this event a success.
Aviara and Hidden Canyon Community Parks Playground Resurfacing
On Nov. 19, 2019, City Council approved the construction documents and plans and specifications for the Aviara
and Hidden Canyon Community Parks Playground Resurfacing and authorized staff to advertise the project for
bids. The existing unitary rubberized safety surfacing on the playgrounds at Aviara Community Park and at
Hidden Canyon Community Park needs to be replaced due to age and wear. This resurfacing project will provide
high quality, unitary, dual density, seamless rubberized safety surfacing, intended to meet the safety standards
specified by the playground equipment manufacturers and the community’s usage demand at these parks.
The project was advertised for bids and on Jan. 8, 2020, three bids were received. Staff is in the process of
evaluating the bids and will return to council in the Spring to recommend award of a construction contract for
this project.
Hub Park – South Shore Agua Hedionda Lagoon Trail
On Dec. 31, 2019 staff posted to Planet Bids a Request for Qualifications and Price Proposal for Design Services
for the South Shore Agua Hedionda (Hub Park) Trail. The design and construction of the anticipated 2.4-mile-
long trail along the south shore of Agua Hedionda was prioritized by the City Council last Fall. The design firms
have until Feb. 6, 2020 to provide their qualifications and price proposal. Once qualifications and price proposals
have been submitted, the short-listed design firms will be notified by Feb. 18, 2020.The selection of a design firm
will be completed by March 6, 2020, with award of a professional services agreement by City Council planned for
April 7, 2020.
