Executive Summary Mike Pacheco, recreation services manager and Tim Selke, parks services manager will report on recently completed and upcoming parks and recreation activities, donations and grants, as well as other topics of local interest. Department report 141 of 143 PARKS & RECREATION DEPARTMENT REPORT Feb. 24, 2020 GENERAL & RECREATION Wildlife Tracking Workshop On Jan. 24, Leo Carrillo Ranch Historic Park hosted the San Diego Tracking Team for its first Wildlife Tracking Workshop. Nearly 50 Carlsbad residents of all ages learned to identify wildlife tracks native to San Diego County. Several participants took to the Rancho Carrillo trail after the workshop and were able to spot coyote and racoon tracks. Chad Kanter Joins Parks & Recreation Department On Feb. 3, the parks & recreation department staff welcomed our new management analyst, Chad Kantner. Chad comes to us from the Community Outreach Foundation, where he was a budget/finance analyst and prior to that Vavrinek, Trine, Day & Co. LLP where he was a staff auditor, and the City of Los Angeles where he was a fiscal administrative intern. Chad has a bachelor’s degree in business accounting from Cal Poly Pomona, and recently obtained his Master’s Degree in Business Administration from Sam Houston State University. Chad’s next step is studying and taking the Chartered Financial Analyst exam. California Parks & Recreation Society Directors Academy Congratulations to Tracy Stayton and Kyle Lancaster, who recently completed the California Parks & Recreation Society Directors Academy. This two-day intensive academy was held in El Cajon and was offered to Parks & Recreation department directors and staff wishing to become directors. The academy curriculum included sessions on the following topics: Employee Relations, Leadership and Change Management, Risk Management and Budgeting, Professional Ethics and Political Constraints, Resource Planning and Management, and Maintenance and Operations. Continuing education units for these sessions were available to those graduates who had also been distinguished as Certified Parks & Recreation Professionals by the National Recreation and Parks Association. Mitchell Thorp Foundation 5K Run/Walk The Parks & Recreation Department permitted the Mitchell Thorp Foundation’s 11th Annual 5K Warrior Spirit Run/Walk Family Festival at Poinsettia Park that was held on Saturday, Feb. 1. The event kicked off at 9:15 a.m. and included a kid’s obstacle course, a vendor expo, musical performances and an inspirational opening ceremony featuring four skydivers making an aerial entry flying a 1,500 square foot American Flag. eGaming Tournament Takes Over Pine Avenue Community Center On Jan. 10, the UCSD Triton Gaming Club hosted the first eGaming Tournament in Carlsbad at the Pine Avenue Community Center. Middle schoolers from Carlsbad and throughout North County arrived ready to battle it out and earn the championship title. The center was filled with cries of triumph and defeat as the bracket slowly narrowed down to the final two. Participants gathered in the gym to cheer on the top two contenders as they challenged each other in a final showdown. Walking Wednesdays Club Is Now Carlsbad Cruisers The walking club that met once a week on Wednesday mornings at the Pine Avenue Community Center has grown so large that a second day, Tuesday, was added. The participants voted, and a club name change was made. Keep an eye out for the Carlsbad Cruisers as they make their way around Carlsbad on foot and prepare to participate as a team in the Carlsbad 5000. 142 of 143 Upcoming Events • Pirate Plunge: March 28, 5 p.m. to 9 p.m., Alga Norte Aquatic Center • AMPED - Music & Arts Throwdown: Feb. 29, 7 p.m. to 9 p.m., Pine Avenue Community Center PARKS State of California Department of Parks and Recreation RFP On Jan. 9, 2020, the State of California Department of Parks & Recreation (State Parks) staff issued a public notice announcing a ‘Concession Opportunity at Carlsbad State Beach and South Carlsbad State Beaches’. On Jan. 14, 2020, at the regular City Council Meeting, Public Comment was received from members of North Coast Beach Volleyball (NCBV) regarding the State Parks Request for Proposals (RFP) for Fitness & Recreation Concession at the subject beaches. After a brief discussion, the City Council approved a minute motion for the State Parks RFP to be bought before the City Council for exploration of a city bid. On Jan. 21, 2020 State Parks staff emailed a public notice to city staff announcing ‘Cancellation of Concession Opportunity at Carlsbad and South Carlsbad State Beaches’ and a ‘Notice to Interested Parties’ regarding the State Parks RFP. At the regular City Council Meeting on Jan. 28 the City Manager presented to council that the RFP had been cancelled and was subsequently directed by Council that if the RFP were to be re-advertised that staff should prepare a bid. In addition, Council directed staff to pursue further discussion with the state regarding options for operation of the areas of coast currently under State Parks control. The Crossings at Carlsbad Lake Liner Replacement Project Two engineered lakes are part of the original design of the Golf Course, which opened in the summer of 2007. The larger centrally located lake is approximately 2.6 acres, with a capacity of approximately 7.6 million gallons of recycled water. This lake serves as the Golf Course’s primary irrigation source. The second lake is approximately .8 acre, with a capacity of approximately 1.45 million gallons of recycled water. It consists of a two-level decorative waterfall feature, which is visible from the intersection of College Blvd. and Palomar Airport Rd. The existing liner in each lake is over 11 years old and needs to be replaced due to seam separation in several locations, causing the loss of water and the sedimentation of the lakes. The existing liners have surpassed their ten-year warranty period and their expected useful life. This refurbishment project includes removal of the existing lake liner; minor re-grading and re-compaction of the subsurface; removal of the aquatic planter shelves; minor repairs of the shoreline; installation of high-quality geomembrane liner; and the construction of a concrete apron at the edge of each lake to secure the liner in place. The geomembrane liner specified is a heavyweight, 30-millimeter thickness, reinforced polyethylene product. The work to replace the liners is currently underway and despite some delays due to weather, is moving forward and expected to be complete in the spring or early summer. Hub Park – South Shore Agua Hedionda Lagoon Trail On Dec. 31, 2019 staff posted to Planet Bids a Request for Qualifications and Price Proposal for Design Services for the South Shore Agua Hedionda (Hub Park) Trail. The design and construction of the anticipated 2.4-mile- long trail along the south shore of Agua Hedionda was prioritized by the City Council last Fall. On Feb. 6, 2020, five proposals were received, and staff is currently reviewing the proposals. The selection of a design firm will be completed by March 6, 2020, with award of a professional services agreement by City Council planned for April 7, 2020. 143 of 143
