Mike Pacheco, recreation services manager and Tim Selke, parks services manager will report on
recently completed and upcoming parks and recreation activities, donations and grants, as well
as other topics of local interest.

GENERAL & RECREATION
Reopening Soon
The department has spent thousands of hours since the onset of the COVID-19 pandemic on a wide variety of
unanticipated tasks, including the closing and subsequently selectively reopening parks, preserves, north
beaches, the golf course, community/visitor/aquatic centers. Staff have also been assigned to monitor each of
the above sites/facilities to ensure compliance with state’s executive order, the county’s public health order, and
the City Councils direction.
The latest easing of COVID-19 restrictions means more of our parks and recreation activities can now resume,
but still in limited format. The state provided guidance on opening day camps and fitness facilities on June 5.
The county then updated its public heath order in accordance with that guidance on June 8. The Parks &
Recreation Department must now prepare reopening plans and protocol forms for the respective programs and
community/visitor/aquatic centers, rehire and reallocate staff, train staff on new procedures and practices, and
modify/prepare the facilities. The safety of the community and the safety of our employees are our top
priorities, which means we are going to double and triple check everything before opening. Once we’re ready to
resume the following limited operations, you can feel confident that all the proper precautions will be in place.

Over 15,000 Senior Meals Served
On June 15, we anticipate delivering the 15,000th meal in our senior lunch program since the beginning of the
COVID-19 public health emergency. On May 15, we delivered the 10,000th meal. You may recall that when the
stay at home order began, we had to shut down in-person dining at the Senior Center. Instead, we arranged to
have senior lunches packed up for pick up and delivery. These meals are provided through the county’s Aging
and Independent Services senior nutrition program. To meet the increased demand, the city redeployed many of
our Parks & Recreation Department staff.
Virtual Activities and Events
Our “Play@Home” campaign is going strong, with new virtual activities and events for kids and adults being
added weekly. So far, our analytics show that hundreds and in some cases thousands of residents are taking
advantage of this website.

AMPED Music & Arts Throwdown Recap
On Feb. 29, the 2nd annual AMPED Music & Arts Throwdown had Pine Avenue Community Center rocking and
rolling. Over 200 teens, and friends and family attended the rock concert lineup which included six local high
school bands showcasing their musical talents. The six bands featured were: 33North, Doll Riot, Wack?,
Homebase, Raintree Drive and Dead Rosetta. Three music industry judges were challenged to select the top
band and first-time competitors Raintree Drive took the prize! First place prize package included one original
song produced, recorded, mixed and mastered by Till Paris from Fame Studios then distributed to Apple,
Amazon Music, Spotify and 150 more platforms. Raintree Drive’s professionally produced song will debut on the
91X radio show “Loudspeaker” hosted by Tim Pyles. In addition to the music, over 20 high school artists and
photographers displayed their work in the arts showcase. Carlsbad teens have amazing artistic ability and we

Epic Tween Night Recap
On Feb. 22, an epic time was had by all at the city’s annual Epic Tween Night at Calavera Community Center.
Local tweens enjoyed solving puzzles in the escape room, posing for photos, playing video games, VR and

Speedo Swimming Sectionals
From Feb. 27 to March 1, Alga Norte Aquatic Center was honored to be selected as the location for Speedo
Swimming Sectionals. This meet is the first national level exposure for many of the 950 athletes who competed,
some of whom have the Olympics in their sites. Our own local swim team, North Coast Aquatics, proudly hosted
the prestigious meet, which welcomed the CEO of USA Swimming, Tim Hinchey, as one of its many spectators!
Ironman Julie Moss Interviewed at Monroe Street Pool
On Feb. 18, Carlsbad High School alumna and world-renowned Ironman, Julie Moss, selected Monroe Street
Pool as a place of significance in her life, to be interviewed By Voice America about her memoir, Crawl of Fame.
Ms. Moss, most famous for her crawl across the finish line in the 1982 Ironman Triathlon in Kona, Hawaii,
discussed how that experience profoundly changed her awareness of her capabilities and the trajectory of her

Tech Savvy Teens Visit the Senior Center
Last month, students from Pacific Ridge High School started visiting the Senior Center during their lunch break to
offer tech help. Seniors were able to bring in their various devices and get answers to their questions in less than
an hour. The teens were able to help seniors with navigating PowerPoint, downloading the latest Windows
software, setting up their new e-reader devices, and answering several smartphone questions. Pacific Ridge
students hope to make the live tech support an ongoing occurrence.
Senior Center Hosted Love Your Heart on Valentine’s Day
On Feb. 14, adults headed to the senior center to have their blood pressure checked for free by the Live Well
Love Your Heart campaign staff. Love Your Heart is an annual event in which organizations from across the
United States and Mexico join together to provide free blood pressure screenings to the public on Valentine's
Day. Last year, over 43,000 people got to know their blood pressure and took charge of their own heart health!
Fiscal Year 2020-21 Operating Budget and Capital Improvement Program
On June 2, 2020, the City Council accepted as report and set a public hearing for June 23, 2020 for adoption of
the Fiscal Year 20220-21 Operating Budget and Capital Improvement Program. The Preliminary Operating
Budget totals $292.5 million citywide, which represents an increase of $500,000, or 0.2 percent, as
compared to the FY 2019-20 adopted budget. Operating revenues are estimated at $287.4 million,
which is a decrease of $1.4 million, over the current year’s adopted budget. The Capital Improvement
Program reflects the city’s ongoing commitment to maintaining the highest standards of quality
facilities for our community today and in the future. It is a planning document, not a commitment for
future spending. The 15-year program outlines the expenditure plan for future capital projects and the
corresponding revenues to pay for those expenditures.
The Parks & Recreation Department’s FY 2020-21 Operating Budget and Capital Improvement Program
submittal focused on continuing a high quality of life, with parks, facilities, and trails, virtual and in-
person programming, Although the COVID-19 pandemic impacted most departments’ budgets and
capital programs, the Parks & Recreation Department’s core services remain intact, which are to:
• Promote community health and wellness
• Strengthen community connectivity
• Oversee community/aquatic centers, athletics, events, enrichment, pre-school & accreditation
• Plan/process Capital Improvement Program Projects related to parks, trails and facilities
• Manage open space/habitat, parks, trails, trees, landscapes, medians, north beach accesses

PARKS
Village H South Status
On April 14, 2020 staff presented a report to City Council on a potential off-leash dog area at the Village H South
property and requested direction to either (a) not pursue an off-leash dog area, (b) pursue the Staff Option
concept plan for an off-leash dog area, or (c) pursue the Staff & Preserve Calavera Option concept plan for an
off-leash dog area. The City Council voted unanimously to move forward with the Staff & Preserve Calavera
Option. A fiscal year 2021 Capital Improvement Program project charter was created and submitted with the
budget request that is being presented to City Council for adoption on June 23, 2020. If approved, staff will begin
the process to advertise and select a design consultant to begin the design development phase of the project.
Hub Park – South Shore Agua Hedionda Lagoon Trail
On May 19, 2020, City Council awarded a Professional Services Agreement to Dudek for design services for the
south shore Agua Hedionda Lagoon (Hub Park) Trail. Dudek was one of two finalists chosen through the Requst
for Qualifications process. Staff interviewed both firms and ultimately determined Dudek to be the best qualified
to provide the requested services, at a reasonable price. It was apparent to the committee that Dudek’s vast
experience in similar projects and its exceptional knowledge and familiarity with this project site had prepared
the firm to provide a high quality of design services to the city. Since the award of contract, staff has held a
project kick off meeting with Dudek and begun preliminary discussions with SDG&E regarding access to the site.
The Crossings at Carlsbad Lake Liner Replacement Project
The work to replace the liners in the two engineered lakes at the golf course has continued and despite delays
due to inclement weather, is nearing completion. The liner in each lake was over 11 years old and needed to be
replaced due to seam separation in several locations, causing the loss of water. The liners had surpassed their
ten-year warranty period and their expected useful life. This refurbishment project included removal of the
existing lake liner; minor re-grading and re-compaction of the subsurface; removal of the aquatic planter
shelves; minor repairs of the shoreline; installation of high-quality geomembrane liner; and the construction of a
concrete apron at the edge of each lake to secure the liner in place. Both lakes are currently being refilled with
recycled water and the contractor is working to complete punch list tasks. The contractor will demobilize from
the site in the coming few weeks and the project will be complete.
Stagecoach Community Park Synthetic Turf Replacement
Late last year the City Council awarded a construction contract for the replacement of the synthetic turf at
Stagecoach Community Park to Ohno Construction, Inc. Despite delays due to the exceptionally wet winter
months the project has continued and is now substantially complete. The new synthetic turf, infill and field
markings have been installed and the contractor is performing punch list tasks. The fields are expected to be re-
opened to public use within the following week.
Aviara and Hidden Canyon Community Parks Playground Resurfacing
On Feb. 25, 2020, City Council adopted a resolution awarding a construction contract to Robertson Industries,
Inc., for the Aviara and Hidden Canyon Community Parks Playground Safety Resurfacing Project. This project
worked to replace the existing unitary rubberized safety surfacing on the playgrounds at these two parks. Work
began on May 14, 2020 and was substantially complete on June 4, 2020. The playgrounds remain closed due to
COVID-19 public health orders but will re-open to the public as soon as allowed.
