Mike Pacheco, recreation services manager and Tim Selke, parks services manager will report on
recently completed and upcoming parks and recreation activities, donations and grants, as well
as other topics of local interest.

GENERAL & RECREATION
Now Open
The Parks & Recreation Department successfully opened parks and recreation activities and
community/visitor/aquatic centers after submitting reopening plans and protocol forms, rehiring and
reallocating staff, training staff on new procedures and practices, and modifying/preparing the facilities.

Now Closed
On July 13, the Parks & Recreation Department closed Community Centers with gymnasiums – i.e., at Pine
Avenue, Stagecoach and Calavera Hills Community Parks – to public use, in accordance with directives from the
State of California and the County of San Diego. Reservations for modified basketball play in these gymnasiums -
when summer youth camps were not in session on weeknights and weekends – had been allowed since June 22,
under State of California Industry Guidance for Fitness Centers and County of San Diego Safe Reopening Plans
completed by department staff. Summer youth camps are allowed to continue with activities in these
community centers with gymnasiums.
On July 7, the Parks & Recreation Department closed historic buildings at Leo Carrillo Ranch Park to public use, in
accordance with directives from the State of California and the County of San Diego. These building are within
the museum classification and public self-guided tours of them had been allowed since June 22, under State of
California Industry Guidance for Museums and a County of San Diego Safe Reopening Plan completed by
department staff. Summer youth camps are allowed to continue with activities in these historic buildings.
20,000 Senior Meals Served
On July 20, we anticipate delivering the 20,000th meal in our senior lunch program since the beginning of the
COVID-19 public health emergency. On May 15, we delivered the 10,000th meal and on June 15, we delivered
the 20,000th meal. You may recall that when the stay at home order began, we had to shut down in-person
dining at the senior center. Instead, we arranged to have senior lunches packed up for pick up and delivery.
These meals are provided through the county’s Aging and Independent Services senior nutrition program. To
meet the increased demand, the city has redeployed our Parks & Recreation staff.
Virtual Activities and Events
Our “Play@Home” campaign is still going strong, with new virtual activities and events for kids and adults being
added weekly. So far, our analytics show that hundreds and in some cases thousands of residents are taking
advantage of this site.
Launched/In Progress
• UCSD Osher Lifelong Learning – The education program entailed Black Death, the Spanish flu and
Smallpox: The Science and History Behind COVID-19, and a four-part series on Leonardo Da Vinci.
• The July 4 Virtual Event - Families geared up for the holiday weekend with musical performances by Star
Kids and the Gin 'N Tonix, a fireworks salt craft and a 4th of July cookie pie tutorial. The event launched

July 2 and generated 300 video views. Check out the scrumptious finished product from one of the
viewers:
• History Mystery –Leo Carrillo’s custom shirts were shared and revealed on the Friends of Carrillo Ranch
Facebook and Instagram pages with a total of 50 likes/comments.
• Lunch at the Culinary Lab – Instructor Kyle Dixon cooks a new delicious and nutritious meal each week.
Students receive the receive in advance so they can have all ingredients on hand to cook along with Kyle.
• Nature Where I’m Parked – The ever-popular peahens at Leo Carrillo Ranch are even more beautiful this
time of the year with their baby chicks. An image was shared on the Friends Instagram page with a total
of 19 likes/comments. More nature photos coming next week.
• Online Instruction Classes - Coherent Tai Chi and “24k” Zumba Gold for Adults 50+.
• The virtual Father’s Day event was a great success. Three videos launched Friday, June 19 and included
Carlsbad kids telling their favorite dad jokes, a creative card making craft and a painted rock craft. The
videos accumulated over 3,000 views combined over the weekend.
• Family Movie Night @Home Families gathered in their living rooms each week to enjoy the free family
friendly movies from the comfort of their own couch.
• Nature Where I’m Parked – Three photos were shared on the Friends Facebook and Instagram pages
with a total of 71 likes/comments. More nature photos coming next week.
• Wellness Wednesdays - Weekly Zoom calls for seniors to discuss health and wellness strategies while at
home
• Family Movie Night @Home – In home weekly family movie night.
PARKS
Veterans Memorial Park Master Plan
On November 27, 2018, RJM Design Group (RJM) was awarded a professional services agreement for design
services for the master planning, design development, construction document, bidding and administration
phases of the Veterans Memorial Park project. In early 2019, the project team kicked off the master planning
process. To ensure the community’s needs, priorities and values were reflected in the park’s ultimate design,
city staff engaged the public from the beginning of the planning process. The public was invited to participate in
two workshops, two on-line surveys and a focus group meeting.
RJM Design Group has used the input and ideas provided by the community, as well as other sources of
information - including the physical characteristics and location of the site; the core values of the Carlsbad
community; and the city’s parks and recreation needs - to prepare the draft Veterans Memorial Park Master
Plan. The design intent of the master plan included providing a family-oriented park with a variety of multi-
generational and inclusive amenities that were incorporated into active and passive recreational elements.
Honoring veterans for their service, minimizing environmental impacts, and celebrating the site’s natural
beauty/views were also integral components. The following objectives informed the basis of design: emphasis
on safety and visibility, maximization of stormwater retention, and avoidance of sensitive habitat areas.
The park is physically separated into two distinct areas (north and south) which transition through passive uses
and open space to a prominent memorial element at the high point of the site. The north side is accessed via the
primary park entrance on Faraday Avenue, adjacent to the desalination plant receiver pit and via a
neighborhood trail on Whitman Way. A parking lot for 64 vehicles includes ADA parking spaces, EV charging
stations and a drop-off area. Additional on-street parking is available along Faraday Avenue and Whitman Way.
Access to the south side of the park is located near the underpass at Faraday Avenue. A short driveway opens
into a roundabout with a parking lot for 39 vehicles and a drop-off area. A small building in the center of the
plaza contains restrooms and storage. This facility serves the active recreation amenities, including a playground

for younger children, outdoor fitness areas for all ages - with an obstacle course and exercise stations on circuits,
and an outdoor education area. The primary amenity on the south side is a four-acre family-oriented bike park.
Accessible pathways lead from both sides of the park to the top of the hill where a prominent memorial art
feature will be located. The specific design will be developed in partnership with the Cultural Arts team, which is
tasked with preparing a comprehensive plan for selecting artists and conducting public outreach for this
significant art piece.
Staff will next address the remaining components of the master planning process for Veterans Memorial Park,
including the development of preliminary plans for grading, hydrology, storm water management and traffic,
and the submittal of entitlement applications for conditional use, coastal development, hillside development,
habitat management and environmental compliance. Staff anticipates returning to the City Council for
consideration of adopting the completed Veterans Memorial Park Master Plan in early 2021.
