Executive Summary Mike Pacheco, Recreation Services Manager and Tim Selke, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, donations and grants, as well as other topics of local interest. Department report Page 26 of 28 PARKS & RECREATION DEPARTMENT REPORT Nov. 16, 2020 GENERAL & RECREATION Recreational Facilities Closed Due to Purple Tier On Nov. 12, 2020, the Parks & Recreation Department closed community centers with gymnasiums (Pine Avenue, Stagecoach and Calavera Hills Community Parks) and historic buildings at Leo Carrillo Ranch Park to public use, as a result of the county moving down to the most restrictive purple tier. 35,000 Senior Meals Served On Nov. 13, 2020, staff provided the 35,000th meal in our senior lunch program since the beginning of the COVID-19 public health emergency. When the COVID-19 stay at home order began, staff had to shut down in- person dining at the Senior Center. Instead of in-person dining, staff arranged to have senior lunches packed for pick-up and delivery. These meals are provided through the County of San Diego’s Aging and Independent Services senior nutrition program. To meet the increased demand for meals during the public health emergency, the department has redeployed numerous staff. High Demand for Swimming Pool Space City swimming pools have been in very high demand since reopening. The estimated number of swimming pool lanes used from July to October by youth team practices, lap swimming, and family recreation swimming was 22,300. Youth team practices (swim teams, water polo teams and diving teams) have been allowed by following the state guidance for youth sports and have also been in very high demand. The protocols include mandated facial coverings until entering the water and upon exiting from the water and also maintaining six- foot physical distancing at all times. PARKS Veterans Memorial Park Master Plan On Nov. 27, 2018, RJM Design Group (RJM) was awarded a professional services agreement for design services for the master planning phase of the Veterans Memorial Park project. In early 2019, the project team kicked off the master planning process. Since our last update, the project team has addressed many of the remaining components of the Veterans Memorial Park Master Plan and intends on bringing the completed master plan to the Commission for their review in January 2021. Additionally, staff has worked to extend the professional Page 27 of 28 services agreement with RJM for three more years to continue working on the design development and construction document phases of the project. This agreement is scheduled to be approved by the City Council at the Nov. 17, 2020 meeting. Poinsettia Community Park Phase IV Dog Park, Parking Lot and Restroom On Dec. 10, 2019, the City Council adopted an amendment to the Poinsettia Community Park Master Plan, reflecting the new location of the dog park, as well as the addition of an adjacent parking lot and restroom. Staff worked with the design firm to prepare the construction documents and plans/specifications for the Poinsettia Community Park Phase IV Dog Park Project and will return to the City Council on Dec. 15, 2020 for approval of those plans/specifications and authorization for public bidding of the project. Village H South Off Leash Dog Area Status On Nov. 3, 2020, the City Council awarded a professional services agreement to Schmidt Design Group to develop the design, prepare environmental and construction documents and perform construction administration for the Village H South Off Leash Dog Area’s development. A kick off meeting with staff and the consultants is scheduled for Nov. 18, 2020. Calavera Hills Community Park Gateway Improvements Project On Aug. 27, 2020, the Calavera Hills Community Park Gateway Improvements Project was re-advertised for bids and the bids were due on Oct. 13, 2020. A total of 13 bids were received and after careful review of those bids, Land Forms Landscape Construction was determined to be the lowest responsive and responsible bidder. Staff will return to the City Council for the award of the construction contract for this project on Dec. 8, 2020. South Shore Agua Hedionda Lagoon (Hub Park) Trail On May 19, 2020 City Council awarded a Professional Services Agreement to Dudek for design services for the South Shore Agua Hedionda Lagoon (Hub Park) Trail. Since the award of agreement, staff held a project kick-off meeting on July 23, 2020, and visited the site with the Dudek team on Sept. 3, 2020. The project team is currently developing conceptual designs that incorporate the opportunities and constraints of the property, which will then be reviewed by staff. LED Lighting Project In August 2016, the city retained Kleinfelder, Inc. to document, global positioning system (GPS) locate and perform a condition assessment of the city’s parks and facilities lights within pathways and parking lots. Kleinfelder located and assessed more than 850 light fixtures in total and rated/ranked the condition of the light poles and foundations. As a result of that assessment, Parks & Recreation staff identified three locations - Calavera Hills, Poinsettia and Stagecoach Community Parks - for upgrading all pathway and parking lot light fixtures, from incandescent bulb type or fluorescent bulb type fixtures, to light-emitting diode (LED) bulb type fixtures. Additionally, based on the data obtained from the assessment, it was determined the project needed to include replacing any deteriorating light poles and foundations. On May 2, 2018, the city executed a professional services agreement with Schmidt Design Group to develop the construction documents, plans and specifications for these lighting upgrades. On Dec. 8, 2020, staff will go to the City Council for the approval of the plans/specifications and authorization for public bidding of the project. Page 28 of 28
