APPROVAL OF FIVE (5) MINOR AMENDMENTS TO THE LAND
USE ELEMENT PLAN OF THE CITY OF CARLSBAD GENERAL PLAN.
CITY OF CARLSBAD
SECTION I: RECOMMENDATION:
Staff recommends GPA-43 be APPROVED because of the following findings:
1) The five (5) Land Use Amendments are basically administrative and
will have an insignificant impact on the environment.
2) The changes in Areas #1 and #2 are already included in the text
of the Land Use Element and are being included on the Plan for
the sake of clarity and consistency.
3) The changes in Areas #3, #4, and #5 will not adversely affect
adjoining properties.
SECTION II: STAFF BACKGROUND REPORT:
These Land Use Amendments were already approved by the Planning Com-
mission on January 12, 1977. They had been included with the request
for certification of a General Plan Summary.
Subsequent to that action, staff concluded that the Summary was an
administrative function and the Land Use Amendments should have been
noticed independently. That notice has been done according to law
and this matter is now properly before the Commission.
' Description of the Land Use Amendments:
The five (5) administrative amendments to the Land Use Plan are as
follows:
AREA #1: The limits of the 11 Special Treatment Area 11 designation
around Agua Hedionda Lagoon have been enlarged to encom-
pass the planning area boundaries of the Agua Hedionda
Specific Plan.

AREA #2: The limits of the "Special Treatment Area" designation
around Batiquitos Lagoon have been enlarged to encompass
the new proposed boundaries of the County's regional park.
AREA #3: Approximately seven (7) acres of land at the southwest
intersection of Cannon Road and A.T. &-S.F.R.R. has been
changed from RM (Medium Density Residential) to OS
(Open Space) because of the recent dedication of the
property to the City for park purposes.
AREA #4: Approximately six (6) acres of land at the northwest
intersection of I-5 and Cannon Road has been changed
from PU (Public Utility) to TS (Travel Services Commer-
cial) because of existing zoning (C-2) and the findings
and recommendations of the Agua Hedionda Specific Plan.
AREA #5: Approximately three (3) acres of land south of Camino
de Las Ondas and east of Paseo del Norte has been changed
from G (Governmental Facilities) to OS (Open-Space) be-
cause the feasibility of locating a fire station at this
location is now being questioned and the text of the Land
Use Element has been modified to provide for these kinds
of uses without General Plan designation.

OF THE CITY OF CARLSBAD RECOMMENDING
TO THE CITY COUNCIL APPROVAL OF AN
AMENDMENT TO THE LAND USE ELEMENT OF

7 WHEREAS, a verified application for certain property, as shown on the
8 attached map, has been filed with the City of Carlsbad and referred to the
9 Planning Commission; and
10 WHEREAS, said verified application constitutes a request as provided
11 by Title 21 of the 11Carlsbad Municipal Code;11 and
12 WHEREAS, the public hearing was held at the time and in the place
13 specified in the public notice on February 9, 1977; and
14 WHEREAS, the applicant has complied with the requirements of the City
15 of Carlsbad's Environmental Protection Ordinance of 1972 because:

1) Boundary adjustments are needed to remain consistent with the
General Plan Text.
WHEREAS, at said public hearing, upon hearing and considering the
testimony and arguments, if any, of all persons who desired to be heard,
said Commission considered all factors relating to the General Plan
Amendment and found the following facts and reasons to exist:
1) The limits of the 11Special Treatment Area 11 designation
around the Agua Hedionda Lagoon have been enlarged to
encompass the planning area boundaries of the Agua Hedionda
Specific Plan; and
2) This Land Use Amendment is basically administrative and will have
an insignificant impact on the environment.

has been changed from RM (Medium Density Residential) to OS
(Open Space) because of the recent dedication of the property to the City of Carlsbad.
2) This Land Use Amendment is basically administrative and will have an
insignificant impact on the environment.
3) The changes in GPA-43(3) will not adversely affect adjoining properties.
