SUBJECT: SP 23(H) - CARLSBAD CORPORATE PLAZA - Request for approval of an
amendment to Specific Plan 23 to establish allowed uses and development
standards for previously-approved office buildings at the southwest corner of
Paseo Del Norte and Camino Del Parque in the Planned Community zone within
Local Facilities Management Zone 4.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4517
RECOMMENDING APPROVAL of Specific Plan Amendment SP 23(H) based on the
findings and subject to the conditions found therein.
II.INTRODUCTION
This proposal is a request for an amendment to a previously-approved site plan and architectural
elevations for two office buildings of approximately 75,000 square feet on a 4.59 acre site. This
City initiated amendment is to establish allowed land uses and development standards for the
previously-approved office project and the addition of 6 parking spaces.
III. PROJECT DESCRIPTION AND BACKGROUND
Specific Plan 23 was adopted in 1972 for a 50 acre residential development. At that time it was
known as Campobello, today the area is called Altamira. Later that same year amendment (A)
was adopted to expand the Specific Plan area by 3.05 acres to create a total of 8 acres of
Neighborhood Commercial Zoning within the Specific Plan and to include "M" zoned properties
north on Paseo Del Norte. Amendment (B) was also adopted in 1972 to approve Phase C of Alta
Mira. The California 6 Motel was removed from the Specific Plan in 1981 by amendment "C".
Amendment "D" was denied.
In 1985 amendment "E" to SP 23 was approved to include specific development plans for an
office complex on the southern portion of the Neighborhood Commercial 8 acres and a self
storage facility on the northern portion. Regarding the office portion, amendment "E" was not
specific as to the types of "office" uses that would be allowed. In 1993 the City Council
approved amendment "F" to separate the self storage facility from the office project and the self-
storage project was constructed. The office component was not built until the property was
purchased by the current owner who amended the site plan and building design by amendment
"G" in January 1998. The office building is now under construction.

Although the Specific Plan was amended to reflect new architecture and site design (SP23G in
January 1998), the plan did not address allowed uses once the project was built. This amendment
(SP23H) identifies allowed uses and development standards for the 4.59 acre site.
IV. ANALYSIS
SPECIFIC PLAN 23
Office use was determined to be appropriate for this site with the adoption of Specific Plan
Amendment SP 23(E). At that time both a mini-warehouse and an office complex were
approved for the 8 acres of Neighborhood Commercial within the Specific Plan. However, there
is a wide variety of potential uses that may be proposed as tenants for this project. Before
occupancy begins it is important to identify permitted uses, conditionally permitted uses, and
uses not permitted.
Staff has determined that the intent of the Specific Plan is to guarantee some buffer between the
residential development of Alta Mira and the commercial properties north on Paseo Del Norte.
A buffer will shield the residential development from some of the impacts related to commercial
uses such as parking lot activity and evening hours of operation. Therefore, uses which maintain
a typical "office" character have been recommended. Staffs definition of typical "office"
character are those uses which are in operation during standard business hours, 8 a.m. to 5 p.m.
Monday through Friday, are not dependent on either street or freeway frontage for signage
identification, and usually limit client visits through appointments. The recommended allowed
uses are attached as Exhibit "A".
No development standards for the site were established by Specific Plan SP 23(E) other than the
site plan itself. Approval of this amendment will establish the development standards for the site
as those found in the Planned Industrial Zone (Section 21.34.070) of the Carlsbad Municipal
Code. The building project, as approved, is consistent with these Planned Industrial Zone
development standards. The building height is limited to 35 feet at its highest point and setbacks
from property lines are at least 20 feet from side and rear property lines. Overall, parking has
been provided at just over one space per 250 square feet of gross floor area resulting in 306
spaces, which is consistent with the Parking Ordinance.
A component of the amendment is the addition of six parking spaces. This is within the intent of
the specific plan in that adequate parking must be provided for the eventual users of the site, and
medical office has been mentioned as potential tenants. It should be noted that all uses are
subject to the Parking Ordinance (Chapter 21.44) and all uses will be required to provide
evidence that parking is available onsite. The addition of six parking spaces will provide the
necessary parking (12) for up to 6,000 square feet of "medical" users.
V. ENVIRONMENTAL REVIEW
A Negative Declaration was issued for SP 23(E) in October 1984 for an office development on
the site. The Planning Director determined that the subsequent amendment was within the scope

development standards nor the addition of parking spaces for the Specific Plan will have any
environmental impacts. Therefore a notice of prior compliance has been issued for SP23(H).
