SUBJECT: CUP 00-31 -PALOMAR AIRPORT ROAD COMMUNICATION SITE -
Request for a Conditional Use Permit to allow the installation of a base
transceiver station (equipment enclosure) located at-grade on the south side of an
existing industrial building, microwave dish antenna, and the placement of a total
of 15 wall mounted antennas on the south, west, and east building elevations. The
site is located at 5858 Edison Place (Carlsbad Airport Center) in the P-M Zone in
Local Facilities Management Zone 5.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4848
APPROVING Conditional Use Permit No. CUP 00-31 based on the findings and subject to the
conditions contained therein.
II. INTRODUCTION
This application is a request for a conditional use permit to allow a Personal Communication
System (PCS) facility consisting of equipment cabinets located at-grade and within an equipment
enclosure, a roof-mounted four-foot diameter microwave dish antenna, and a total of 15 wall
mounted panel antennas on the south, east, and west building elevations of an existing industrial
building located in the Planned Industrial (P-M) Zone at 5858 Edison Place in the Carlsbad
Airport Center. Quasi-public utility facilities are permitted in the (P-M) Zone by conditional use
permit, and all required conditional use findings can be made for the proposed PCS facility.
III. PROJECT DESCRIPTION AND BACKGROUND
AirTouch Cellular is a PCS company licensed to operate in California by the Federal
Communications Commission (FCC). AirTouch Cellular is currently in the process of
developing a digital PCS network throughout San Diego County to service its local subscribers.
PCS telecommunications technology is emerging as an important emergency service and
business tool, as well as being convenient for personal and family use.
The proposed site is an existing industrial building located at 5858 Edison Place in the Carlsbad
Airport Center to the north of the intersection of Camino Vida Roble and Palomar Airport Road.
The proposed project includes: 1) a 5-foot by 36-foot equipment enclosure constructed of
materials similar to and painted to match the existing building and located at-grade adjacent to
the southern building elevation; 2) a four foot diameter, roof-mounted, microwave dish located
four feet behind the parapet of the roof on the southeasterly corner of the building; and, 3) three
arrays of five panel antennas each proposed to be wall mounted below the top of the parapet on

the south, east and west building elevations (each antenna panel would be a maximum of 12"
wide x 3" deep x 72" high and painted to match the existing structure). The type of building
construction, concrete tilt-up, precludes the antennas from being recessed into the fa9ade of the
building as done at other locations in the city.
Two other PCS carriers have been approved for the same site. Conditional Use Permit 96-23
was for Cox Communications and CUP 98-06 was for Pac-Bell mobile services. Each has
installed separate equipment cabinets and similar wall mounted panel antennas.
The proposed project is subject to the following regulations:
IV.
A. Carlsbad Airport Center Specific Plan (SP 181(A)) and Planned Industrial Zone
(Chapter 21.34 of the Carlsbad Municipal Code);
B. Conditional Use Permit Regulations (Chapter 21.42 of the Carlsbad Municipal
Code);
C. Comprehensive Land Use Plan McClellan-Palomar Airport;
D. Growth Management.
ANALYSIS
Staffs recommendation of approval for this conditional use was developed by analyzing the
project's consistency with the applicable City regulations and policies. This analysis will present
in text the project's consistency with the applicable regulations listed below:
A. Carlsbad Airport Center Specific Plan (SP 181(A)) & PM Zone
The project site is regulated by the Carlsbad Airport Center Specific Plan which specifies the
types of uses permitted by right (office, manufacturing, warehouse and distribution uses),
however, it does not specify the type of conditional uses permitted on the site. Conditional uses
permitted in the P-M Zone are therefore determined by Chapters 21.34 (Planned Industrial Zone)
and 21.42 (Conditional Uses) of the Carlsbad Municipal Code which allow quasi-public utility
uses in all zones subject to approval of a conditional use permit.
The proposed development is consistent with all applicable development standards and
guidelines required by SP 181 (A) and the PM Zone for setbacks, coverage, storage areas and
architecture in that the equipment enclosure, located at-grade and adjacent to the existing
structure, will be 75' from the nearest property line and painted to match the existing structure.
The microwave dish is located on the roof, four feet behind the roof edge. The antenna is
proposed to point in a southeasterly direction (119°). Screens are proposed on both sides of the
dish to screen it from Palomar Airport Road and possible distant views. The antenna panels,
which would be mounted to the exterior fa1rade on the south, east, and west building elevations,
would be painted to match the existing structure and therefore integrated into the existing
architecture.

The project has been reviewed and approved by the Carlsbad Airport Center Owners
Association.
B. Conditional Use Permit Regulations
Conditional land uses such as PCS communication facilities possess unique and special
characteristics which make it impractical to include them as permitted uses "by right" in any of
the various zoning classifications (i.e., residential, commercial, and industrial). The authority for
the location and operation of these uses is subject to Planning Commission review and the
issuance of conditional use permits. The following required conditional use permit findings for
the proposed PCS facility can be made:
1. The proposed use is: a) necessary and desirable for the development of the
community in that the community benefits of wireless communications include
improved telecommunications service for emergency services and individuals; b)
consistent with the General Plan in that the Planned Industrial land use
designation does not preclude the provision of quasi-public utility uses; and, c)
not detrimental to permitted uses in the P-M zone in that the use, panel antennas,
and equipment enclosure are integrated into the existing industrial building and
requires no significant changes to the site design or function;
2. The proposed site is adequate in size and shape to accommodate the use in that the
antennas would be mounted on the existing building fa9ade and the equipment
enclosure is located adjacent to the structure within the buildable envelope and
complies with the applicable Carlsbad Airport Center development standards;
3. All features necessary to adjust the requested use to the existing use are provided
in that the wall mounted antenna are painted to match the existing building fa9ade
to reduce their visibility to the greatest extent possible, the microwave dish is
screened, and the equipment would be enclosed by an equipment enclosure
painted and textured to match the existing structure; and,
4. The street system serving the proposed use would not be impacted by the
proposed conditional use in that additional vehicle trips are limited to occasional
equipment maintenance by service personnel.
C. Comprehensive Land Use Plan McClellan-Palomar Airport
The proposed site is located with the Comprehensive Land Use Plan for the McClellan-Palomar
Airport. The installation of the antennas on the building walls and the equipment enclosure on
the ground will not impact the flight operations of the airport. In addition, airport generated
noise will not have an impact on the facility, since there are no onsite employees associated with
the facility.
D. Growth Management
The proposed site is located within Local Facilities Management Plan Zone 5. The installation
of the antennas on the building walls, microwave dish on the roof, and the equipment enclosure

on the ground of the existing industrial building will not result in increased public facilities
demands and therefore, the project will not exceed performance standards for public facilities.
V. ENVIRONMENTAL REVIEW
The installation of small new equipment is a Class 3 Categorical Exemption under the California
Environmental Quality Act (Guidelines Section 15303). AirTouch Cellular is licensed by the
FCC to receive and transmit by radio waves operating in the 1850-1990 MHz frequency block.
The FCC requires compliance with radio frequency power density standards (ANSI/IEEE C95.1-
1992) for the general public, therefore, the project would not have a significant impact on the
environment.
