Permit to allow the installation of an unmanned telecommunications facility
consisting of three waU mounted antenna arrays (2 panel antennas each) and two
ground mounted base transceiver station (BTS) equipment cabinets on an existing
industrial building located at 5823 Newton DriYe in the Planned Industrial (PM)
Zone in Local Facilities Management Zone 5.
I. RECOl\DfENDATION
That the Planning Commission ADOPT Planning Commission Resolutions No. 4940 and 4949
APPROVING CUP 00-40 and CDP 00-55, based on the findings and subject to the conditions
contained therein.
ll. INTRODUCTION
This application is a request for a Conditional Use Permit and a Coastal Development Permit to
allow an unmanned telecommunications facility consisting of three wall mounted antenna arrays
(2 panel antennas each) and two ground mounted base transceiver station (BTS) equipment
cabinets on an existing industrial building located in the P-M: Zone. Quasi-public utility facilities
are permitted in the Planned Industrial (P-M) zone by Conditional Use Permit and all required
findings can be made for the proposed telecommunications facility.
ID. PROJECT DESCRIPTION AND BACKGROUND
Pacific Bell \Vireless is requesting Planning Commission approval of a Conditional Use Permit
and Coastal Development Permit to construct, operate and maintain an unmanned
telecommunications facility on an existing 16.11 acre industrial site occupied by a 179,600
square foot two-story office/warehouse building. The site is designated by the General Plan for
Planned Industrial land use and subject to the P-M zoning regulations and Mello II Local Coastal
Program (LCP). The surrounding properties to the south and east are designated Planned
Industrial and are developed with office and industrial uses. The Camino Hills Mobile Home
Park is located to the north and a vacant residentially designated site is located to the west. On
September 6, 2000, the Planning Commission approved a Conditional Use Permit for an
unmanned GTE communications facility consisting of 12 screened, roof mounted panel antennas
and a 200 square foot equipment room on the roof and within the existing industrial building.

The proposed project consists oftbree wall mounted antenna arrays, each with two 56" high x 8"
wide panel antennas, and two BTS equipment cabinets. The antenna arrays will be mounted to
the parapet (above the roof line) of the building fa9ade on the northern, southern and eastern
building elevations. The antennas will be painted to match the building fa9ade. The two 51"
wide x 28" deep x 63" high steel frame BTS equipment cabinets will be mounted to a concrete
slab located within an existing 14' wide planter that extends along the northern building
elevation where one tree will have to be relocated to another location within the existing planter.
The BTS equipment cabinets will be painted to match the building. The applicant intends to
install one cabinet now and the second one in the future. Installation of the panel antennas ,vill
also require the installation of "traf-walk" pads on the roof to enable maintenance and an
approximately 23' long and 42" high safety railing adjacent to the roof hatch along the eastern
elevation.
The proposed project is subject to the following regulations:
A. Planned Industrial Zone (PM) (Chapter 21.34 of the Carlsbad Municipal Code);
B. Conditional Use Permit Regulations (Chapter 21.42 of the Carlsbad Municipal Code);
C. Mello II Local Coastal Program;
D. Growth Management (Chapter 21.90 of the Carlsbad Municipal Code).
IV. ANALYSIS
The recommendation for approval of this Conditional Use Permit and Coastal Development
Permit was developed by analyzing the project's consistency with the applicable City regulations
and policies. The project's compliance with each of the above regulations is discussed in detail in
the sections below.
A. P-MZone
The proposed development is consistent with all the applicable development standards and
guidelines required by the P-M Zone for setbacks, coverage, storage areas and architecture. The
two proposed 63" high steel frame BTS equipment cabinets are located adjacent to the existing
building within an existing planter and are less than 13 square feet in area. The proposed
cabinets do not significantly increase the lot coverage. The cabinets and wall mounted antennas
do not increase floor area or parking demand for the site, and since the wall mounted antennas
are affixed to the existing parapet, no change in building height would result. Although the wall-
mounted antennas will not be entirely "stealth", they will be painted to match the exterior fayade.
Their relatively small size (56" high and 8" wide) and location near the top of the 35' to 39' high
building, that is 219,600 square feet in area, will significantly reduce their visibility from the
surrounding area.

B. Conditional Use Permit Regulations
Conditional uses such as digital communications facilities possess unique and special
characteristics which make it impractical to include them as permitted uses "by right" in any of
the various zoning classifications (i.e., residential, commercial, office, industrial). The authority
for the location and operation of these uses is subject to Planning Commission review and the
issuance of conditional use permits. Staff has reviewed the proposed project and found that all
the necessary findings can be made to approve the conditional use permit. The required findings
and satisfaction of these fmdings are provided below.
CONDITIONAL USE PERMIT FINDINGS AND RESPONSES
FINDING
That the requested use is necessary or desirable
for the development of the community, IS
essentially in harmony with the various elements
and objectives of the General Plan, including, if
applicable, the certified local coastal program,
and is not detrimental to existing uses or to uses
specifically permitted in the zone in which the
proposed use is to be located.
That the site for the intended use is adequate in
size and shape to accommodate the use.
That all of the yards, setbacks, walls, fences,
landscaping, and other features necessary to
adjust the requested use to existing or permitted
future uses in the neighborhood will be provided
and maintained.
That the street system serving the proposed use is
adequate to properly handle all traffic generated
by the proposed use.
C. Mello II Local Coastal Program
PROJECT CONSISTENCY
The requested use is necessary and desirable for
the development of the community because of the
benefit and demand for digital communications.
The proposed use is consistent with the General
Plan in that the Planned Industrial land use
designation does not preclude the provision of
quasi-public utility uses, nor is it detrimental to
permitted uses in the Planned Industrial Zone and
requires no significant changes to the existing site
design or function.
The site IS adequate m SIZe and shape to
accommodate the use. The proposed
telecommunication facility will result in minimal
additional building coverage (13 square feet) and
the wall mounted antenna require no alteration to
the existing site design which is in compliance
with the Planned Industrial Zone development
standards.
All proposed facilities would be painted to match
the existing building facade to reduce its visibility
to the greatest extent possible.
The use generates very little traffic, requiring
only routine monthly maintenance visits and
occasional visits m response to operational
problems.
Applicable policies of the Mello II LCP include those protecting recreation, visual, and
environmental resources of the area. The proposed facility will be placed on an existing building
and will not significantly impact coastal resources. Visual resources in the area are protected in
that all wall mounted antennas will be will be painted to match the existing building thereby
reducing their visibility from the surrounding area.

D. Growth Management
The site is located within Local Facilities Management Zone 5. The installation of the facility in
the existing building and regular facility maintenance visits will not result in increased public
facilities demands; therefore, the proposal will not exceed performance standards for public
facilities.
v. ENVIRONMENTAL REVIEW
The construction and installation of small new equipment facilities or structures is a Class 3
Categorical Exemption under the California Environmental Quality Act (Guidelines Section
15303). The FCC requires compliance with radio frequency power density standards
(ANSIlIEEE C95.1-1992) for the general public; therefore, the project would not have a
significant impact on the environment. A Notice of Exemption will be filed by the Planning
Director upon project approval.
