SUBJECT: CUP 01-07 -SPRINT PCS LAS PALMAS -Request for a Conditional Use
Permit to allow the installation of an unmanned telecommunications facility
consisting of three wall mounted antenna arrays (3 panel antennas each) and one
ground mounted base transceiver station (BTS) at an existing industrial building
located at 2160 Las Palmas Drive in the Planned Industrial (PM) Zone in Local
Facilities Management Zone 5.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolutions No. 5047
APPROVING CUP 01-07 based on the findings and subject to the conditions contained therein.
II. INTRODUCTION
This application is a request for a Conditional Use Permit to allow an unmanned
telecommunications facility consisting of three wall mounted antenna arrays (3 panel antennas
each) and one ground mounted BTS at an existing industrial building located in the P-M Zone.
Quasi-public utility facilities are permitted in the Planned Industrial (P-M) zone by Conditional
Use Permit and all required findings can be made for the proposed telecommunications facility.
III. PROJECT DESCRIPTION AND BACKGROUND
Sprint PCS is requesting Planning Commission approval of a Conditional Use Permit to
construct, operate and maintain an unmanned telecommunications facility on an existing
industrial site occupied by a telephone switching station. The site is designated by the General
Plan for Planned Industrial land use and subject to the P-M zoning regulations. The surrounding
properties are designated Planned Industrial and are developed with office and industrial uses.
The proposed project consists of three wall mounted antenna arrays, each with three 52" high x
approximately 8" wide panel antennas, and a 10 foot by 50 foot BTS equipment and test
equipment enclosure. The antenna arrays will be mounted to the height of the parapet of the
building facade on the northern, southern and western building elevations. The antennas will be
painted to match the building facade. The BTS equipment enclosure will be located at the rear of
the building, not visible from the street, and constructed of split face concrete blocks to match
the existing building.
The proposed project is subject to the following regulations:

C. Growth Management (Chapter 21.90 of the Carlsbad Municipal Code).
IV. ANALYSIS
The recommendation for approval of this Conditional Use Permit was developed by analyzing
the project's consistency with the applicable City regulations and policies. The project's
compliance with each of the above regulations is discussed in detail in the sections below.
A. P-MZone
The proposed development is consistent with all the applicable development standards and
guidelines required by the P-M Zone for setbacks, coverage, storage areas and architecture. The
proposed equipment enclosure is situated more than ten feet from the rear property line. The
proposed cabinets do not significantly increase the lot coverage. The cabinets and wall mounted
antennas do not increase floor area or parking demand for the site, and since the wall mounted
antennas are affixed to the existing parapet, no change in building height would result. Although
the wall-mounted antennas will not be entirely "stealth," they will be painted to match the
exterior facade. Their relatively small size (52" high and 8" wide) and location at the top of the
23' high building will significantly reduce their visibility from the surrounding area.
B. Conditional Use Permit Regulations
Conditional uses such as digital communications facilities possess unique and special
characteristics which make it impractical to include them as permitted uses "by right" in any of
the various zoning classifications (i.e., residential, commercial, office, industrial). The authority
for the location and operation of these uses is subject to Planning Commission review and the
issuance of conditional use permits. Staff has reviewed the proposed project and found that all
the necessary findings can be made to approve the conditional use permit. The required findings
and satisfaction of these findings are provided below.

C. Growth Management
The site is located within Local Facilities Management Zone 5. The installation of the facility in

facilities demands; therefore, the proposal will not exceed performance standards for public
facilities.
V. ENVIRONMENTAL REVIEW
The construction and installation of small new equipment facilities or structures is a Class 3
Categorical Exemption under the California Environmental Quality Act (Guidelines Section
15303). The FCC requires compliance with radio frequency power density standards
(ANSI/IEEE C95.l-1992) for the general public; therefore, the project would not have a
significant impact on the environment. A Notice of Exemption will be filed by the Plarming
Director upon project approval.
