SUBJECT: CDP 02-49 -TAMARACK FIVE -Request for a coastal development permit to
allow five homes on previously subdivided infill lots in the R-1 zone in Local
Facilities Management Zone 1.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 5367
APPROVING CDP 02-49 based upon the findings and subject to the conditions contained
therein.
II. INTRODUCTION
The project consists of the placement of five single-family homes on previously subdivided
standard single family lots located in the R-1 zone and Mello II segment of the City's Local
Coastal Program. The proposed structures are subject to the R-1 zone development standards,
Council Policy 44 -Neighborhood Architectural Design Guidelines, Mello II LCP policies, and
the Coastal Resource Protection Overlay Zone.
III. PROJECT DESCRIPTION AND BACKGROUND
The proposed project consists of a request for a Coastal Development Permit to allow the
construction of five one and two-story homes on previously graded and subdivided single family
lots located in the R-1 Zone and subject to the Mello II segment of the LCP. The lots are located
on a single cul-de-sac street that intersects Tamarack A venue between Linmar Lane and Hibiscus
Circle. The single-family lots have been graded in accordance with the approved subdivision
map and all necessary utilities and street improvements have been constructed.
The proposed homes consist of one single-story floor plan and two two-story floor plans that
range in size from 2,935 to 3,674 square feet. Two fa9ade treatments are proposed for each of
the two-story units. Each floor plan provides a front loaded two-car garage with space available
for an optional third car tandem space. Spanish and variations of craftsman style architecture are
proposed that include elements such as shingle siding, stone, wood, and tile trim, exposed rafter
tails, wrought iron accents, wood shutters, and decorative door surrounds.
The proposed project is subject to the following land use plans, policies, and zoning regulations:

2. Chapter 21.203 -Coastal Resource Protection Overlay Zone.
IV. ANALYSIS
The recommendation for approval of this project was developed by analyzing the project's
consistency with the applicable regulations and policies. The project's compliance with each of
the above regulations is discussed in detail in the sections below.

B. Council Policy 44-Neighborhood Architectural Design Guidelines
New single family residential projects of 5 or more homes are required to comply with
architectural guidelines requiring some single story units, single story edges or
courtyards, separate building planes on front and rear elevations, increased average side
yard setbacks, recessed or projected doors and windows, front elevations with porches,
balconies, or courtyards, variation in roof ridges and heights, front entries that are visible
from the street, and specific architectural design elements. The proposed residences
comply with these guidelines as shown on Exhibit "B."
C. Mello II LCP Segment/Coastal Resource Protection Overlay Zone
The five single family lots proposed to be developed with single family homes have been
previously found in compliance with the applicable Mello II LCP resource preservation
policies and implementing ordinances pertaining to soil erosion, sediment control and
drainage facilities as part of the subdivision map and subsequent grading permit. The
proposed one and two-story single family homes are consistent in size and architecture
with surrounding development and will not obstruct public views or otherwise damage
the visual beauty of the coastal zone. The proposed construction of a single-family home
on each of five single-family lots is consistent with the LCP Land Use and Zoning Map
designations (RLM/R-1) calling for single-family development at low medilllU density.

V. ENVIRONMENTAL REVIEW
The small infill project qualifies as a Categorical Exemption under Section 15332 of CEQA
Guidelines. Section 15332 exempts infill projects located on properties in urban areas that are
less than five acres, served by adequate public facilities, and result in no environmental impacts.
A Notice of Exemption will be filed by the Planning Director upon project approval.
