SUBJECT: CDP 03-10 - JOHANNSEN RESIDENCE - Request for approval of a Coastal
Development Permit to allow the construction of one 3,113 square-foot single-
family residence within the City's Coastal Zone located on the east side of
Carlsbad Boulevard one lot north of Manzano Drive within Local Facilities
Management Zone 3.
I. RECOMMENDATION
That the Planning Commission ADOPT Plaiming Commission Resolution No. 5457
APPROVING Coastal Development Permit CDP 03-10 based on the findings and subject to the
conditions contained therein.
II. INTRODUCTION
Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of a single-
family residence within the City's Coastal Zone requires the processing and approval of a
Coastal Development Permit (CDP). The CDP application was reviewed for consistency with
the Local Coastal Program (LCP) policies and implementation. The proposed development is
consistent with the Mello II segment ofthe City's LCP. There are no unresolved issues. The
staff recommendation of approval with conditions is supported by the analysis as follows.
III. PROJECT DESCRIPTION AND BACKGROUND
Proiect Site/Setting: The project is located on the east side of Carlsbad Boulevard one lot north
of Manzano Drive as shown on the attached location map. The lot is .166 acres (7,245 square
feet) in size. The site is generally a level undeveloped site. The site is not located within the
Califomia Coastal Commission appeal area ofthe Coastal Zone.
Proposed Residential Construction: The project consists of a two-story residence, with a
mezzanine and garage totaling approximately 3,113 square feet. All parking requirements have
been met. The applicant is proposing a two-car garage with additional tandem parking within the
driveway. In order to minimize vehicles backing out onto Carlsbad Boulevard, the applicant has
constructed an onsite tum around. When complete, the site will contain a single-family home
constructed of wood framing, brick and stone veneers, cement plaster, cedar shingles, and
asphalt shingle for the roof. The proposed residence has a prominent level of detail for all
elevations.
Proposed Grading: The applicant is proposing 136.375 cubic yards of cut and 84.1 cubic yards of
fill. This will leave 52.65 cubic yards to be exported to a site yet to be determined. The

maximum height of the cut slope will be r-5" and the fill will be 3'-9." A Grading Permit will
be required.
Impact on Coastal Resources: None.
IV. ANALYSIS
As shown in the Coastal Development Compliance Table below, the proposed development is in
compliance with all applicable regulations. Building pennits may be issued subject to the
conditions contained in Plarming Commission Resolution No. 5457.

Review of Required Coastal Findings
1. Conformance with the Certified Local Coastal Program and all applicable policies.
The project is located in the Mello II Local Coastal Program Segment.
The project proposes the development of a single-family residence in an area designated
for single and multi-family residential development. As discussed below, the project
complies with the applicable LCP provisions. The LCP Land Use Plan designates the
subject site for RLM (Residential Low-Medium) density development, which allows 3.2
du/ac. Based on a density of 3.2 du/ac, the lot could accommodate one dwelling unit.
The residence is located on the east side of Carlsbad Boulevard one lot north of Manzano
Drive. The development of a single-family residence is consistent with the surrounding
development of one-and two-story structures. The two-story residence will not obstruct
views of the coastline as seen from public lands or the public right-of-way or otherwise
damage the visual beauty of the coastal zone. No agricultural uses currently exist on the
site, nor are there any sensitive resources located on the previously developed property.
The existing residence is not located on an area of known geologic instability or flood
hazard. No public opportunities for coastal shoreline access are available from the
subject site since it is not located between the first public road and the ocean, and no

public access requirements are conditioned for the project. The residentially designated
site is not suited for water-oriented recreation activities.
2. Coastal Overlay Zones.
The subject site is located in the Coastal Resource Protection Overlay Zone, however,
due to its location and the absence of slopes steeper than or equal to 25% inclination
and/or native vegetation, additional submittals, standards or requirements do not apply.
The project does not require a Hillside Development Permit. Construction ofthe project
will adhere to the City's Master Drainage Plan, Grading Ordinance, Storm Water
Ordinance, Standard Urban Storm Water Mitigation Plan (SUSMP) and Jurisdictional
Urban Runoff Management Program (JURMP) to avoid increased urban run off,
pollutants and soil erosion. Construction ofthe project will adhere to the City's Master
Drainage and Storm Water Quality Management Plan and Grading Ordinance to avoid
increased runoff and soil erosion.
V. ENVIRONMENTAL REVIEW
This project is exempt from CEQA per the exemptions listed below:
1. Section 15332 of CEQA exemption (Class 32) exempts the construction of infill
development projects in urban areas from environmental review.
Notice of exemption will be filed by the Plarming Director upon project approval.
