WATER PUMP STATION — Request for a recommendation of approval of a
Negative Declaration, Zone Change and Local Coastal Program Amendment from
Limited Control (LC) to Single -Family Residential (R-1), and approval of a
Conditional Use Permit and Coastal Development Permit to construct and operate
a recycled water pump station, and to formalize existing water storage and service
facilities, on an existing 4.4-acre Water District reservoir site on property
generally located south of Poinsettia Lane, on the east side of Black Rail Road, in
the Coastal Zone, within Local Facilities Management Zone 20 and the southwest
quadrant.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 5475
RECOMMENDING ADOPTION of a Negative Declaration, and ADOPT Planning
Commission Resolutions No. 5470, 5471, 5443 and 5444 RECOMMENDING APPROVAL
ZC 03-07 and LCPA 03-08, and APPROVING CUP 03-15 and CDP 03-23, respectively, based
on the findings and subject to the conditions contained therein.
II. INTRODUCTION
The Carlsbad Municipal Water District currently owns and maintains a 4.4-acre reservoir site
with two 1.25 million gallon (MG) tanks, one 8.5 MG tank with a graded pad to accommodate
one more 8.5 MG tank in the future, a chlorine storage and injection facility, and a pressure
reducing station. The large tank holds potable water and the two smaller tanks (known as Twin
D) contain recycled, or reclaimed water. The site is currently fenced and secured, and is shown
on the Location Map (Attachment 6).
The proposal involves the construction, operation and maintenance of a recycled water pump
station on the site, related piping and a surge tank. The pump station will facilitate recycled
water services within the city. This facility will allow recycled water to be pumped to upper
pressure zones and high elevation sites within the City, as well as allow the reduction of pressure
from higher pressure zones for recycled water use in lower pressure zones.
Existing zoning on the site is Limited Control (LC) which does not allow for any development
unless a zone change is proposed consistent with the underlying General Plan designation. The
General Plan Land Use designation for the project site is Residential Low to Medium Density

(RLM). The L-C zone will be replaced with R-1 (Single -Family Residential) zoning, which
allows for public facilities with a conditional use permit approval.
Because a Zone Change (ZC) is required to remove the L-C zoning, a corresponding Local
Coastal Program Amendment (LCPA) is needed due to the project site's location in the coastal
zone. A Conditional Use Permit (CUP) is required for the project as well as a Coastal
Development Permit (CDP). Planning Commission has final action on the Conditional Use and
Coastal Developments while the Zone Change and Local Coastal Program Amendment will be
considered by City Council. The project is depicted on Exhibits "A" — "F" dated October 1,
2003.
III. PROJECT DESCRIPTION AND BACKGROUND
The proposed recycled water pump station structure is approximately 17.5 feet in height with a
total area of approximately 792 square feet. The structure will be architecturally treated with
colored and split face block masonry walls, and a limestone coping roof trim. The proposed
location onsite sets it back over 100 feet from Black Rail Road. Existing and proposed
landscaping will adequately screen the pump station from public views. The pump station will
house pumping units and related electrical and mechanical equipment. The pump station will be
capable of assisting with the supply of recycled water to various areas of the city with a pumping
capacity of 4,500 gallons per minute.
A surge tank is also proposed for a location between the existing recycled water and potable
water reservoir tanks, as shown on the project exhibits. The 20-foot long cylindrical tank will
have a 7,500-gallon capacity with an 8-foot diameter. The frontage of the property is currently
unimproved; a condition of the project will be the construction of street improvements along the
Black Rail Road frontage.
The existing facilities onsite that will be included with this CUP include:
• two recycled water reservoir tanks each with a 1.25 million gallon (MG) capacity;
• one potable water reservoir tank with a capacity of 8.5 MG; and
• one prefabricated chlorine building and scrubber facility.
The project is subject to the following:
A. Zoning Ordinance;
B. General Plan / Local Coastal Program;
C. Conditional Uses (Chapter 21.42 of the Zoning Ordinance); and
D. Coastal Development Permit (Chapter 21.201 of the Zoning Ordinance).
IV. ANALYSIS
The staff recommendation for approval was developed by analyzing the proposal's consistency
with applicable policies and regulations. Compliance is summarized below.

A. Zoning Ordinance
The site's zoning designation is L-C which is inconsistent with existing General Plan and LCP
designation of RLM. The L-C zone is designed to be an interim holding zone until planning for
the area has been completed. The Zone 20 Specific Plan notes that this site has L-C zoning
despite the fact that it has accommodated water storage and service facilities for over 20 years.
Zone Change 03-07 will designate the site as R-1 and therefore will achieve consistency with
existing General Plan and LCP designations as well as implement the Zone 20 Specific Plan
provisions applicable to this site and its uses.
B. General Plan / Local Coastal Program
The site's General Plan and Local Coastal Plan designation is Residential Low Medium (RLM),
however, the 4.4-acre site has been a City reservoir site for over 20 years. A CUP allows the
proposed facilities on R-1 zoned properties. Since the primary function of the site is the delivery
of water services, it is vital for the development and well being of the community and the City in
general. The project is consistent with the City's General Plan and Local Coastal Program
designations assuming the Zone Change (ZC 03-07) proposal is also approved. The Local
Coastal Plan (LCP) zoning designation is also L-C, so to implement the R-1 designation, a
corresponding Local Coastal Program Amendment (LCPA 03-08) is required to adjust the site's
zoning designation.
C. Conditional Uses
A CUP is required for the proposed water pump station and all of the required findings for a CUP
can be made. Below is a summary of the required findings as contained in Planning Commission
Resolution No. 5443.
The requested use is necessary and desirable for the development of the community in that it will
enhance the City's infrastructure in supplying reclaimed water for future needs. This will
augment potable water supplies and infrastructure. In addition, the use is consistent with the
General Plan, including Coastal Zone provisions, and will not impact existing or future permitted
uses in.the area since the site is already accommodating three large water reservoir tanks and is
secured from public access or trespassing. All the uses on the existing reservoir site will now be
covered by this CUP.
The existing uses onsite have performed a necessary function for the City by providing storage
capacity for over 10 million gallons of water onsite for more than 20 years. This site, with
existing and proposed facilities, will continue to be necessary and desirable for the development
of the community.
The site is adequate in size and shape to accommodate the proposed use without impacting other
existing or future planned improvements to the site. There will not be any visual impacts since
the pump station will be enclosed in a building with design features as depicted on Exhibit "D."
The building will have three split faced block wall colors including white, white with pumice,

and terracotta. An aluminum terracotta colored sunscreen awning will be located on the west and
south elevations, and a mocha creme limestone coping will run along the structures base and roof
line. Landscaping will be provided and the site allows for the placement of the pump station
over 100' away from the public street.
All of the yards, setbacks, walls, landscaping and other features necessary to adjust this use to
existing future permitted uses in the area will be provided and maintained, such as the
landscaping and access to the site (limited to City staff). The use will be adequately screened
from pubic views and operated by City staff that already maintains the site.
The Black Rail Road street system, with the frontage improvements required of this project, will
be adequate to handle the traffic generated by this project since only City staff will access the
site; general public use or access is not needed nor proposed.
B. D. Coastal Development Permit
Since the site is located in the City's Coastal Zone and the proposed project constitutes
development in the coastal zone, a CDP is required. However, given the site's location away
from any sensitive coastal resources or vegetation, no coastal resource issues exist. There are no
steep slopes with native vegetation proposed for development. In addition, the project site
location precludes any shoreline access opportunities. Drainage of the site will continue to be
controlled by the City's stormwater permit requirements, standard City construction practices,
monitoring and inspections.
The property is required to pay an agricultural mitigation fee for the retroactive conversion from
historic farming uses to the public infrastructure uses currently onsite. A condition within the
CUP resolution requires this payment to maintain compliance with the provisions of the-City's
Coastal Agriculture Overlay Zone (21.202 of the zoning ordinance).
This project will not impact coastal resources or shoreline access and is recommended for
approval by staff as being in compliance with the City's coastal development permit and Local
Coastal Program provisions based upon the approval of LCPA 03-08 which accompanies this
project.
V. ENVIRONMENTAL REVIEW
The project will not create any significant environmental impacts since the site is already
developed with long-standing Water District facilities and water tanks. The Planning Director
issued a Notice of Intent to Adopt a Negative Declaration in conjunction with this project on
August 28, 2003. A thirty -day public review commenced and no comments were received.
