I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 5628 APPROVING Conditional Use Permit CUP 03-30 based on the fmdings and subject to the conditions contained therein. II. INTRODUCTION The Carlsbad Municipal Water District owns a .21-acre site designated for development of a recycled water pump station within Village X of the Calavera Hills Master Plan. The site is currently vacant and the future use of the site as a City recycled water pump station will be formally disclosed to future residents of the adjacent Village X single-family development. This city facility will be part of a new Citywide network being planned and implemented to provide recycled water services. The proposal involves the construction, operation and maintenance of a recycled water pump station on the site, related piping and a surge tank. This facility will allow recycled water to be pumped to upper pressure zones and high elevation sites within the City, as well as allow the reduction of pressure from higher-pressure zones for recycled water use in lower pressure zones. Existing zoning on the site is Planned Community (P-C) and is regulated by the Calavera Hills Master Plan. This site, located within Village X as shown on the attached Location Map, is designated for the use proposed. No other entitlements are required to allow for the proposed public improvements; this use is allowed via conditional use permit approval in any zone citywide. Planning Commission has fmal action on the Conditional Use Permit. The project is depicted on Exhibits "A" - "G" dated May 19, 2004. III. PROJECT DESCRIPTION AND BACKGROUND The proposed recycled water pump station structure is approximately 15 feet in height with a total area of approximately 704 square feet. The stmcture will be architecturally treated with CUP 03-30 - CALAVERA RECYCLED WATER PUMP STATIO May 19, 2004 Page 2 colored block masonry walls so that the pump station stmcture is compatible with the adjacent recreation area building associated with the Village X subdivision. The proposed location onsite sets it back approximately 20 feet from College Boulevard at its closest point, and perimeter and street frontage landscaping will partially screen the pump station from College Boulevard and public views. The pump station will house pumping units and related electrical and mechanical equipment. The pump station will be capable of assisting with the supply of recycled water to various areas of the city with a pumping capacity of 1,240 gallons per minute. A surge tank is also proposed onsite in a screened location as shown on the project exhibits. The 12-foot long cylindrical tank will have a 1,200-gallon capacity with a 4-foot diameter. The frontage of the property is currently unimproved but will be developed with the same landscaping and wall materials as the Village X subdivision. The project is subject to the following: A. General Plan; B. Zoning Ordinance; and C. Conditional Uses (Chapter 21.42 of the Zoning Ordinance). IV. ANALYSIS The staff recommendation for approval was developed by analyzing the proposal's consistency with applicable policies and regulations. Compliance is summarized below. A. General Plan The site's General Plan designation is Residential Medium (RM), however, the .21-acre site has been designated for a recycled water pump station site and no residential uses are intended nor allowed on this site. Since the primary function of the site is the delivery of water services, it is vital for the development and well being of the community and the City in general. The project is consistent with the City's General Plan designations and associated Calavera Hills Master Plan. B. Zoning Ordinance The site's zoning designation is P-C and the use is consistent with goveming Calavera Hills Master Plan approval of Village X, of which one lot was deeded to the Water District for the implementation of this public works project as part of the recycled water program citywide. Therefore, the proposed project is consistent with the site's zoning designation and appHcable master plan. C. Conditional Uses A Conditional Use Permit (CUP) is required for the proposed water pump station and all of the required fmdings for a CUP can be made. Below is a summary of the required fmdings as contained in Planning Commission Resolution No. 5628. CUP 03-30 - CALAVERA RECYCLED WATER PUMP STATIO^ May 19, 2004 Page 3 The requested use is necessary and desirable for the development ofthe community in that it will enhance the City's infi"astmcture in supplying reclaimed water for future needs. This will augment potable water supplies and infrastmcture. In addition, the use is consistent with the General Plan and will not impact existing or future pennitted uses in the area since the site is vacant and intended for the development ofthe proposed use. The site is adequate in size and shape to accommodate the proposed use without impacting other existing or future planned improvements to the site. There will not be any significant visual impacts since the pump station will be enclosed in a building with architectural design features as depicted on the project exhibits. Landscaping consistent with the Village X landscaping including College Boulevard plantings will be provided for compatibility; and the site allows for the adequate placement ofthe pump station, surge tank, access and maintenance area. All of the yards, setbacks, walls, landscaping and other features necessary to adjust this use to existing future permitted uses in the area will be provided and maintained, such as the landscaping described above; and access to the site will be limited to City staff. The College Boulevard street system, with the frontage improvements required of this project, will be adequate to handle the traffic generated by this project since only City staff will access the site; general public use or access is not allowed. V. ENVIRONMENTAL REVIEW The project will not create any significant environmental impacts since the site is already graded and speciflcally designated for a recycled water pump station use. No significant environmental impacts will result from the project, including no significant traffic, visual, odor, noise or land use impacts. Since a reclaimed water pump station is proposed, not a sewer transmission piunp station, there is not an odor issue. No odors are associated with other existing water tanks or pump stations in the City. A noise analysis was also submitted with this proposal dated Febmary 2004. College Boulevard will be a major source of noise for the general area. Although the Village X subdivision was approved with sound walls to maintain compliance with the City's outdoor daytime noise standard of 60 dB(A). The noise study shows compliance with nighttime (7:00 p.m. to 7:00 a.m.) sound limits of 45 dB(A) in that none of the adjacent residential properties will have a non- compliant noise impact sourcing from the proposed pump station. Therefore, the project qualifles for a Categorical Exemption as allowed by CEQA, specifically Class 3, Section 15303 which exempts the New Constmction of Small Stmctures (outside of environmentally sensitive areas) from environmental review.
