AGENDA OF: October 20, 2004 ItemNo.@ Application complete date: August 3, 2004 Project Planner: Saima Qureshy Project Engineer: Bob Wojcik SUBJECT: SDP 94-06(B)ICDP 04-44 -GIA PARKING LOT EXP ANSI ON -Request for a determination that the project is within the scope of the previously certified Carlsbad Ranch Specific Plan Program EIR and that the Program EIR adequately describes the activity for the purposes of CEQA; and approval of a Site Development Plan Amendment and a Coastal Development Permit to allow the expansion of the GIA campus parking lot located on the northernmost p·arcel (Phase II) of Planning Area 1 of the Carlsbad Ranch Specific Plan on property generally located on the south side of Cannon Road, east of Planning Area 8 of the Carlsbad Ranch Specific Plan, west of Armada Drive and Legoland Drive, and north of the existing GIA campus within Local Facilities Management Zone 13. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolutions No. 5747 and 5748 APPROVING Site Development Plan Amendment (SDP 94-06(B)) and Coastal Development Permit (CDP 04-44), based on the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed project is for the approval of a Site Development Plan Amendment and a Coastal Development Permit to allow the expansion of the Gemological Institute of America (GIA) parking lot on the northernmost parcel (Phase II) of Planning Area 1 (PA 1) of the Carlsbad Ranch Specific Plan. A Site Development Plan was approved for the existing educational campus of the GIA by the Planning Commission in 1994. The subject site (Phase II) is the northernmost parcel of PA 1 of the Carlsbad Ranch Specific Plan. This parcel was designated in the Specific Plan as a possible Phase II expansion of the GIA campus. The proposed parking expansion is requested because of the proposed future changes in the existing GIA buildings and also to provide for the future expansion of the campus. III. PROJECT DESCRIPTION AND BACKGROUND The applicant is proposing to develop a parking lot on the northernmost parcel (Phase II) of PA 1 of the Carlsbad Ranch Specific Plan. The proposed parking will be an addition to the existing parking of the GIA campus. The new parking spaces are required to provide for an anticipated change of uses within the existing GIA campus buildings and also for future expansion of the GIA campus. The applicant is proposing to convert existing warehouse and light manufacturing space within the existing GIA campus Building "A" into offices and light manufacturing. The interior improvements and changes are not part of this application. The current application is only for the approval of the expansion of the GIA campus parking lot. The GIA campus currently has a total of 769 parking spaces. The proposed future change of uses in Building "A" will require an additional 215 parking spaces. The applicant is proposing to add 369 additional parking spaces on the northernmost parcel (Phase II), for a total of 1,138 parking spaces. In addition to the required setback of 30 feet, the proposed parking lot expansion is set back an additional 79 feet from Cannon Road, for a total of 109 feet. IV. ANALYSIS The project is subject to the following regulations and requirements: A. Carlsbad Ranch Specific Plan (SP 207 (D)); B. General Plan 0/PI (Office/Planned Industrial) designations; C. 0-QIP-M-Q Zone (Office/ Planned Industrial -Qualified Development Overlay Zone); D. Site Development Plan findings required by the Qualified Development Overlay Zone (Carlsbad Municipal Code, Section 21.06.020); E. Mello II Segment of the Local Coastal Plan; and F. Growth Management Regulations (Zone 13 Local Facilities Management Plan. The recommendation for approval for this project was developed by analyzing the project's consistency with the applicable regulations and policies. The project's compliance with each of the above regulations is discussed in detail in the sections below. A. Carlsbad Ranch Specific Plan The City Council adopted the Carlsbad Ranch Specific Plan in 1995 to provide a comprehensive set of guidelines, regulations and an implementation program to ensure the orderly development of the Carlsbad Ranch in accordance with the General Plan. The Specific Plan defines the allowable type and intensity of land uses, provides development and design standards and criteria, and describes implementation methods. The permitted land uses in the Specific Plan area are a mix of non-residential uses which include the LEGOLAND theme park, the GIA campus, a hotel, a destination resort, flower fields, golf course and light manufacturing/offices. The subject site, described as "Phase II of Planning Area 1 (PA 1 )" in the Specific Plan, was designated for the possible expansion of the GIA campus. The proposed parking expansion is consistent with site's Specific Plan designation. B. & C. General Plan and Zoning The existing General Plan and Zoning designations for the site were adopted concurrently with the Carlsbad Ranch Specific Plan to achieve consistency. The General Plan designation of Office/Planned Industrial (0/PI) allows for the proposed use of parking expansion. Zoning for the site is Office-Qualified Development Overlay Zone (0-Q)/Planned Industrial-Qualified SDP 94-06(B)/CDP 04-44 !IA PARKING LOT EXPANSION e October 20, 2004 Pae 3 Development Overlay Zone (P-M-Q). The zoning designation also permits the proposed parking expansion subject to the approval of a Site Development Plan and the zoning reflects this criteria. D. Site Development Plan -Q-Overlay Zone (Chapter 21.06 of the CMC) The Qualified Development Overlay Zone (Q-Overlay), which is part of the zoning designation for the property, requires that a site development plan be approved for the proposed use. Four findings are required by the Q-Overlay Zone. The required findings with justification for each are contained in Planning Commission Resolution No. 5747. This section summarizes the necessary findings and supports each. The requested use is properly related to the site, surrounding and environmental settings as the project design complies with the requirements of the Carlsbad Ranch Specific Plan. The proposed parking lot expansion is setback 109 feet from Cannon Road and 75 feet from Lego Drive. In addition to the required setbacks, landscaping and a grade differential from Cannon Road are incorporated into the project design to screen the parking from Cannon Road. The site is also adequate in size and shape to accommodate the use as all applicable code requirements have been met. All features necessary to adjust the use to existing and permitted future uses will be provided. Setbacks and landscaping have been provided to reduce the visual impact of the parking area from Cannon Road. Adequate vehicle circulation on-site has been provided. E. Mello II Segment of the Local Coastal Plan The project is located in the Mello II Segment of the Local Coastal Program. The project complies with all applicable Local Coastal Program provisions. The LCP Land Use Plan designates the subject site for 0-PI (Office/Planned Industrial), which allows for the expansion of the parking lot. The project is consistent with the surrounding development of the GIA campus. The proposed project will not obstruct views of the coastline as seen from public lands or the public right-of- way, nor otherwise damage the visual beauty of the coastal zone. The conversion of agricultural uses, which currently exist on the site, to the proposed development, was addressed in the previously certified Carlsbad Ranch Specific Plan Final Program BIR. The proposed project is not located on an area of known geologic instability or flood hazard. No public opportunities for coastal shoreline access are available from the subject site since it is not located between the first public road and the ocean, and no public access requirements are conditioned for the project. The site is not suited for water-oriented recreation activities. Coastal Resources Protection Overlay Zone (Chapter 21.203 of the CMC) The subject site is located in the Coastal Resource Protection Overlay Zone. However, due to its location and the absence of native vegetation, additional submittals, standards or requirements do not apply. The project will adhere to the City's Master Drainage Plan, Grading Ordinance, Storm Water Ordinance, Standard Urban Storm Water Mitigation Plan (SUSMJ:>) and Jurisdictional SDP 94-06(B)/CDP 04-44 !IA PARKING LOT EXPANSION e October 20, 2004 Pa e4 Urban Runoff Management Program (JURMP) to avoid increased urban run off, pollutants and soil erosion. Construction of the project will adhere to the City's Master Drainage and Storm Water Quality Management Plan and Grading Ordinance to avoid increased runoff and soil eros10n. F. Growth Management The proposed project is located within Local Facilities Management Zone 13 in the Northwest quadrant of the City. The proposed expansion of parking will not result in an increased public facilities demand. Therefore, the project will not exceed performance standards for public facilities. V. ENVIRONMENTAL REVIEW The proposed project has been reviewed pursuant to the California Environmental Quality Act (CEQA). No potentially significant impacts would result with the implementation of the project that were not previously examined and evaluated in the Final Program Environmental hnpact Report for the Carlsbad Ranch Specific Plan, EIR 94-01, certified in 1995 by the City of Carlsbad. This EIR included various mitigation measures designed to reduce potential adverse impacts associated with the Carlsbad Ranch Specific Plan and related development including the development of Planning Area 1 as the GIA campus. All mitigation measures have been incorporated into the overall project design or will be included as conditions of approval of the project. ATTACHMENTS: 1.
