Development Pem1it to allow for the construction of a new single-family
residence within the City's Coastal Zone located along the west side of Surfside
Lane south of Island Way within the La Costa Downs subdivision (Specific Plan
201) within Local Facilities Management Zone 22.
I. RECOl\ll\lENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 5761
APPROVING Coastal Development Permit CDP 04-18 based upon the findings and subject to
the conditions contained therein.
II. INTRODUCTION
Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of a single-
fan1ily home within the City's Coastal Zone requires the processing and approval of a Coastal
Development Permit (CDP). The CDP application was reviewed for consistency with Local
Coastal Program (LCP) policies and in1plementation. The proposed residence is consistent with
the La Costa Downs Specific Plan (SP 201) and the Mello II segment of the City's LCP. There
are no unresolved issues. The staff recommendation of approval with conditions is supported by
the analysis as follows.
III. PROJECT DESCRIPTION AND BACKGROUND
Project Site/Setting: The project is located on the west side of Surfside Lane south of Island Way
within the La Costa Downs Specific Plan area, as shown on the attached location map. The lot
area is 0.11 acres (4,620 square feet) in size. The undeveloped site is predominately level and
useable. The site is not located within the appeal area of the Coastal Zone and~ therefore, the
City's decision on the CDP request is not appealable to the California Coastal Commission.
Proposed Residential Construction: The project consists of a 4.098 square foot two-story
residence with basement area and an attached three-car garage. The proposed residence
incorporates stucco and decorative stone Yeneer siding. exposed rafter tails. arched elements,
varied window shapes and sizes, ,vindow lintels. and a decorative tile roof
Review of La Costa Downs Specific Plan: In the 1920's, the La Costa Downs subdivision was
subdivided into narrow streets and parcels that are now considered substandard to today's City
standards. The La Costa Downs Specific Plan (SP 201) was adopted on April 3, 1991, to provide

a comprehensive set of guidelines and standards for development of these lots. The guidelines
were intended to create residential development standards which reflected the typical R-1
standards. In some cases the development standards are more restrictive than those of the
standard R-1 zoning. The applicant has satisfied all of the requirements applicable to this
project.
Proposed Grading: Based upon a review of the proposed grading quantities shown on the site
plan, a grading permit for this project is required.

IV. A.11"ALYSIS
The project is subject to the following plans, ordinances and standards:
A. La Costa DO\vns Specific Plan (SP 201);
B. Coastal Development Permit {CMC 21.201);
C. Mello II Segment of the Local Coastal Program;
D. City Council Policy No. 44 -Neighborhood Architectural Design Guidelines;
E. Inclusionary Housing Ordinance (CMC 21.85); and
F. Growth Management Ordinance (LFMP Zone 1).
The recommendation for approval of this project was developed by analyzing the project's
consistency with the applicable regulations and policies. The project's compliance with each of
the above regulations is discussed in detail in the sections below.
A. La Costa Downs Specific Plan (SP 201)
As shown on the La Costa Downs Compliance Table below, the proposed development is in
compliance with all applicable regulations. Building permits may be issued subject to the
conditions contained in Planning Commission Resolution No. 5761.

La Costa Downs Specific Plan Design Standards
The La Costa Downs Specific Plan has a number of design standards to create a visually
interesting and diverse neighborhood. The applicant has satisfied the standards through the use
of interesting fai;ade treatments including Eldorado stone veneer, decorative stucco siding, varied
window shapes and sizes, arched elements, exposed rafter tails, varied building plane depths, as
well as detailed window and door trim.
B. & C. Coastal DeYelopment Permits and Local Coastal Program
1. Confom1ance with the Certified Local Coastal Program and all applicable policies.

The project is located in the ~Iello II Local Coastal Program Segment.
The project proposes the construction of a new single-fanrily residence in an area
designated for single-family residential deYelopment. As discussed below, the project
complies with all applicable LCP provisions.
The LCP Land Use Plan designates the subject site for RM (Residential iv1edium) density
development. The property is zoned R-1-10,000, but has special zoning provided by
Specific Plan 201 in that each existing legal lot can be developed with a single family unit
and the project therefore is consistent with the zoning. The proposed residence will be
located on the west side of Surfside Lane. The two-story residence with basement area is
consistent with the surrounding development of two story structures within the La Costa
Downs subdivision.
No agricultural uses currently exist on the site, and the property is not within the Coastal
Agricultural Overlay Zone that would require mitigation for conversion to urban uses.
There are no sensitive coastal resources within the pre-graded subdivision. The residence
is not located in an area of known geologic instability or flood hazard. No public
opportunities for coastal shoreline access are available from the subject site and no public
access requirements are conditioned for the project since it is not located between the first
public road and the ocean. The residentially designated site is not suited for water-
oriented recreation activities and the development does not obstruct views of the coastline
as seen from public lands or the public right-of-way.
Coastal Overlay Zones.
The subject site is located in the Coastal Resource Protection OYerlay Zone, however, due
to its location on the inland side of Carlsbad Boulevard and the absence of slopes steeper
than or equal to 25q o inclination and/or natiYe Yegetation, additional subminals, standards
or requirements do not apply. The project does require a grading pemlit. Construction of
the project will adhere to the City's Master Drainage and Storm Water Quality
Management Plan and Grading Ordinance to aYoid increased runoff and soil erosion.

D. Council Policy 44 -Neighborhood Architectural Design Guidelines
New single-family residential homes are required to comply with the City's Neighborhood
Architectural Design Guideline numbers 4, 5, 7, 13, and 14. These guidelines require separate
building planes on front and rear elevations, recessed or projected doors and windows, and
specific architectural design elements. The proposed single-family residence satisfies all of the
required Neighborhood Architectural Design Guidelines as shown in the table below. Only the
items noted in the table are required for new single-family construction.

E. lnclusionary Housing Ordinance
For any residential development less than seven units, the inclusionary housing requirements may
be satisfied through the payment to the city of an impact fee. The project has been conditioned to
pay this fee prior to the issuance of a building permit.
F. Growth :Management
The proposed project is located within Local Facilities Management Zone 22 in the southwest
quadrant of the City. The impacts on public facilities created by the project. and its compliance
with the adopted performance standards. are summarized in the table below.
