AGENDA OF: March 16, 2016 Project Planner: Christer Westman Project Engineer: Tecla Levy SUBJECT: SDP 15-20 – QUARRY CREEK PLANNING AREA P-3 – Request for a determination that the project is within the scope of the previously certified Quarry Creek Master Plan Environmental Impact Report (EIR 11-02) and approval of a Site Development Plan for the development of a common recreation facility to serve Quarry Creek Planning Areas R-3 and R-4 that includes a 2,281 square foot recreation building, swimming pool, passive park area, and parking on 1.3 acres located north of Marron Road, south of Adobe Springs Road, and west of El Salto Falls Street in Local Facilities Management Zone 25. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 7154 APPROVING Site Development Plan (SDP 15-20) based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION AND BACKGROUND The project is a follow-up to the Quarry Creek Master Plan approved by the City Council in April 2013. This subsequent project is proposed on 1.3 acres within the 155.4 acre Quarry Creek Master Plan property located as depicted on the Master Plan Land Use Map (attachment 4). Table “A” below includes the General Plan designations, zoning and current land uses of the project site and surrounding properties. Within the master plan a variety of residential, community facilities, and open space zoning designations are identified. The existing developments found in the general vicinity of the master planned property are the commercially developed properties to the east in the City of Oceanside and residentially developed properties to the south in the City of Carlsbad. The remainder of the Quarry Creek Master Plan property is undeveloped. Within Planning Area P-3, the 1.3 acre lot is proposed to be developed as a recreation facility that includes a 2,281 square foot recreation building, swimming pool and surrounding pool deck, lawn area 5 SDP 15-20 – QUARRY CREEK PLANNING AREA P-3 March 16, 2016 Page 2 for lawn games and passive use, and small parking lot. Development of the site will satisfy up to 75% of the required common active recreation demand for Quarry Creek Planning Areas R-3 and R-4. The recreation building is designed in a Craftsman architectural style with flat slate colored roof tiles, shingle siding, exposed rafter tails, exaggerated roof eaves, wide wooden window surrounds, heavy wooden roof braces, and stone veneer. III. ANALYSIS The project is subject to the following plans, ordinances, and standards as analyzed within the following section of this staff report. A. General Plan B. Quarry Creek Master Plan (MP 10-01) The recommendation for approval was developed by analyzing the project’s consistency with the applicable policies and regulations listed above. The following analysis section discusses compliance with each of these regulations/policies using both text and tables. A. GENERAL PLAN The project will provide active and passive recreation opportunities for future residents of Quarry Creek Planning Areas R-3 and R-4. The proposed recreation facility is consistent with the previously approved Quarry Creek Master Plan that was analyzed and found to be consistent with the city’s General Plan when adopted by the City Council in April 2013. TABLE B GENERAL PLAN GOALS AND POLICIES Goal 4-G.1 Develop a balanced and integrated open space system reflecting a variety of considerations including recreation ensuring compatibility with land use planning. The recreation area is integrated into the Quarry Creek Master Plan and has connections to passive open space planning areas within the plan’s boundaries. Policy 4-P.28 Require developers of master planned communities to provide pocket parks and recreational facilities unique to each development. The recreation facility was identified in the Quarry Creek Master plan to serve the needs of Planning Areas R-3 and R-4. B. QUARRY CREEK MASTER PLAN The public use planning areas of the Quarry Creek Master Plan were not adopted with typical development standards. There are no setback, building height, or lot coverage minimums or maximums. Although there are no specific Special Design Criteria listed for P-3, there are general criteria established for the entire master plan property that apply and are listed below in Table “C”. Yes The proposed site plan is very similar to the site plan conceptually proposed and approved in the master plan. IV. ENVIRONMENTAL REVIEW Pursuant to the California Environmental Quality Act (CEQA) and the Environmental Protection Ordinance (Title 19) of the Carlsbad Municipal Code, staff has conducted an environmental impact assessment to determine if the project could have any potentially significant impact on the environment. Documents referenced for the analysis included the Certified Environmental Impact Report for the Quarry Creek Master Plan which was certified by the Carlsbad City Council in April 2014 (EIR 11-02, State Clearinghouse #2012021039). The project is consistent with the project description of the Environmental Impact Report and therefore within the scope identified within that CEQA document. Master Plan level mitigation measures have been incorporated into the overall design of the Master Plan project or have been placed as conditions of approval such that all potentially significant impacts have been mitigated to below a level of significance.
