AGENDA OF:May 15, 2019 Project Planner: Cliff Jones Project Engineer: Jennifer Horodyski SUBJECT: AMEND 2018-0003 (DEV02116) – COASTLINE CHURCH – Request for approval of the third amendment to Site Development Plan SDP 02-16 to allow revisions to the approved site plan for the Coastline Church campus and to allow temporary modular classroom buildings to remain onsite until October 3, 2021 on the 6.43-acre Coastline Church campus located at 2215 Calle Barcelona in Local Facilities Management Zone 12. The City Planner has determined that this project has no new significant environmental effects not analyzed in the originally approved Final Program Environmental Impact Report for the Arroyo La Costa Master Plan, and no further CEQA compliance is required. I.RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 7333 APPROVING Site Development Plan Amendment AMEND 2018-0003 based upon the findings and subject to the conditions contained therein. II.PROJECT DESCRIPTION AND BACKGROUND The project site is located on the south side of Calle Barcelona and east of Paseo Aliso (see attached location map), and comprises the 6.43-acre Village J of the Arroyo La Costa Master Plan (MP 88-01). The site (Village J) was designated for church use in MP 88-01. Although churches are typically processed as conditional use permits, MP 88-01 designated a site development plan (SDP) as the required discretionary action. Development of the church campus was approved to be built in phases per the SDP 02-16 entitlement approval. SDP 02-16 allowed a one-story 6,415-square-foot (SF) community building including a café (Phase 1), temporary modular classroom buildings (Phase 2), a three-story 17,749 SF classroom building (Phase 3), and a two-story 13,217 SF worship center (Phase 4) to replace the temporary modular classroom buildings. SDP 02-16 did not contain a deadline for completion of the phased church campus. To-date, Phase 1 and Phase 2 have commenced with the construction of the community building that serves as the worship center and café, and installation of the temporary modular classroom buildings. SDP 02-16 allows a 37,318 SF church campus and 6,911 square feet has been built. The proposed 34,614 SF church campus is a 2,704 SF reduction from the previously approved 37,318 SF church campus. The 34,614 SF church campus is proposed to be constructed in two phases: 1) Phase 1: a new two-story 23,746 SF children’s ministry center and a total of 193 on-site parking spaces (anticipated construction date is within the next year); and 2) Phase 2: a 2,141 SF expansion to the worship center, a 442 SF expansion to the café, a two-story 1,374 SF maintenance/storage building and a total of 227 on- site parking spaces (anticipated construction date is not known at this time). The temporary modular classroom buildings are proposed to remain on-site until the children’s ministry center is constructed and approved for occupancy, or until October 3, 2021, whichever occurs first. Approval of the project would retroactively approve the temporary modular classroom buildings for a five-year term from October 3, 2 PLANNING COMMISSION Staff Report . 0 AMEND 2018-0003 (DEV02116) – COASTLINE CHURCH May 15, 2019 Page 2 2016 to October 3, 2021. The temporary modular classroom buildings are proposed to be relocated to the upper parking lot during construction of the children’s ministry center. The applicant has indicated that the main church worship services will occur within the worship center on Saturdays between 5:00 p.m. and 8:00 p.m. and Sundays within the hours of 7:00 a.m. and 6:00 p.m. The children’s ministry building is for Sunday school, youth activity, and church administration and is not designed to function as a school or day-care facility during the week. A detailed parking discussion is provided in the Analysis section below. A grading plan will be required for the 6,250 cubic yards of cut and 3,600 cubic yards of fill required to lower the pad elevation for the ministry center approximately four feet. The project continues the Craftsman-influence architecture present for the site approved per SDP 02-16. Access to the church campus remains in the same location and configuration off Calle Barcelona. Table A below includes the General Plan designations, zoning and current land uses of the project site and surrounding properties. Chapter 21.38); C.Arroyo La Costa Master Plan (MP 88-01); D.Parking Ordinance (C.M.C. Chapter 21.44); E.Qualified Development Overlay Zone (C.M.C. Chapter 21.06); F.Growth Management and Local Facilities Management Zone 12 (C.M.C. Chapter 21.90) The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable regulations and policies. The project's compliance with each of the above regulations is discussed in detail in the sections below. AMEND 2018-0003 (DEV02116) – COASTLINE CHURCH May 15, 2019 Page 3 A.General Plan – Residential (R-4) Village J of the Arroyo La Costa Master Plan has a General Plan Land Use designation of Residential (R- 4). Village J is designated for a church use consistent with the General Plan, which requires new and, as appropriate, existing master plan and specific plan developments to provide land designated for community facilities such as worship uses. Table B below indicates how the development of the site under a R-4 land use designation complies with the elements of the General Plan. TABLE B: GENERAL PLAN COMPLIANCE ELEMENT USE CLASSIFICATION, GOAL, OBJECTIVE, OR PROGRAM PROPOSED USES AND IMPROVEMENTS COMPLY Land Use Goal 2-G.12 Ensure adequate provision of community-serving facilities such as child daycare facilities, places of worship, educational institutions and schools. Policy 2-P.14 Require new and, as appropriate, existing master planned and residential specific plan developments to provide usable acres to be designated for community facilities such as daycare, worship, youth and senior activities, educational institutions and schools. The proposed amendment to the phased church development will provide additional worship opportunities within the community in south Carlsbad on a site designated by the Arroyo La Costa Master Plan for community facilities. Yes Mobility Goal 3-G.4 Manage parking to support all modes of transportation and ensure efficient use of land. Policy 3-P.5 Require developers to construct or pay their fair share toward improvements for all travel modes consistent with the Mobility Element, the Growth Management Plan, and specific impacts associated with their development. The project meets the parking requirements for the proposed use as amended. A sidewalk and a class 2 bicycle facility exist on Calle Barcelona for pedestrian and cyclist access. Bus transit access is provided off of El Camino Real at the intersection of El Camino Real and Calle Barcelona. The proposal does not require improvements to the existing street system. Yes Public Safety Goal 6-G.1 Minimize injury, loss of life, and damage to property resulting from fire, flood, hazardous material release, or seismic disasters. The proposed buildings are designed to be in conformance with drainage, flood control and seismic design standards. Yes Public Safety Policy 6-P.6 Enforce the requirements of Titles 18, 20, and 21 pertaining to drainage and flood control when reviewing applications for building The project will meet all required Building and Fire codes. In addition, adequate fire access is provided at all points around the building. Yes AMEND 2018-0003 (DEV02116) – COASTLINE CHURCH May 15, 2019 Page 4 permits and subdivisions. Policy 6-P.34 Enforce the Uniform Building and Fire codes, adopted by the city, to provide fire protection standards for all existing and proposed structures. The project is required to develop and implement a program of “best management practices” for the elimination and reduction of pollutants which enter into and/or are transported within storm drainage facilities. Sustainability Goal 9-G-2 Undertake initiatives to enhance sustainability by reducing the community’s greenhouse gas (GHG) emissions and fostering green development patterns – including buildings, sites, and landscapes. Policy 9-P.1 Enforce the Climate Action Plan as the city’s strategy to reduce greenhouse gas emissions. To comply with the city’s Climate Action Plan (CAP) the new CAP ordinances have requirements related to energy efficiency, photovoltaic, electric vehicle charging, water heating and traffic demand management. Yes B.Planned Community (P-C) Zone (C.M.C. Chapter 21.38) The P-C zone does not contain development standards. The P-C zone requires a master plan, including development standards, to be established for parcels of land under the P-C zoning designation. The Arroyo La Costa Master Plan is the approved master plan for the site and it includes the development standards applicable to the property (see subsection III.C and Table C below); therefore, no additional analysis is needed with respect to the project’s compliance with the P-C zone. C.Arroyo La Costa Master Plan (MP 88-01) The project site is located within Village J of the Arroyo La Costa Master Plan. Area J is designated as a church site within the Master Plan. Pursuant to the Master Plan, Coastline Church has been developed on the site. The project complies with the Master Plan as outlined in Table C below. Architectural Design Architecture shall be approved through the site development plan process. The project continues the Craftsman- influence architecture present for the site approved per SDP 02-16. Church buildings have been designed with an extensive use of natural materials including wood and stone, and generally incorporate low pitched gable roofs, a horizontal building profile, wide eave overhangs, tapered columns, and exposed wood rafters and beams. D.Parking Ordinance (C.M.C. Chapter 21.44) The existing church campus has 160 parking spaces. The proposed church campus at build out requires 225 spaces and 227 are to be constructed. At the completion of Phase 1, 193 parking spaces will be constructed while 141 spaces are required. At the completion of Phase 2, the remaining 34 spaces will be constructed for a total of 227 on-site parking spaces. Table D below shows the breakdown of parking requirements and supply at build out. However, at the completion of Phase 2, the church anticipates the need to occasionally utilize the ministry center second floor assembly area for worship by persons who are of driving age (in addition to the main worship center) during religious holidays (e.g. Christmas, Easter, etc.). Therefore, most of the AMEND 2018-0003 (DEV02116) – COASTLINE CHURCH May 15, 2019 Page 6 time the church will have an additional 40-parking-space surplus excepting religious holidays when the need to use the ministry center second floor assembly area for church worship services and the corresponding parking demand is higher. E.Qualified Development Overlay Zone (C.M.C. Chapter 21.06) The Arroyo La Costa Master Plan requires the approval of a Site Development Plan (SDP) for development within Village J. The processing of an SDP is subject to the specific findings contained within C.M.C. Chapter 21.06. The project is consistent with the General Plan and the Master Plan as discussed in this Analysis section. The requested development is properly related to the site and not detrimental to existing development in that the church campus is the designated use for Village J, the church campus exists today, and the proposed church campus expansion is a reduction in the square footage previously approved per SDP 02-16. The project is required to comply with the city’s noise guidelines for noise generated by the project as measured by the property boundaries and, therefore, is unlikely to result in noise impacts on neighboring uses. The site is adequate in size and shape to accommodate the proposed use in that the ministry center and expanded worship center/café comply with all applicable development standards of the Arroyo La Costa Master Plan including setbacks, height restrictions, landscaping, parking, and architectural design. The yards, setbacks, walls, fences, landscaping and other features necessary to adjust the project to existing or future development will be provided and maintained in that the project is located within a developed area of the Arroyo La Costa Master Plan and existing and proposed landscaping help screen the buildings. The street system serving the project is adequate to handle all traffic generated by the ministry center and expanded worship center/café in that the existing surrounding public streets, which are fully improved, have adequate capacity to accommodate the traffic generated by the project. F.Growth Management and Local Facilities Management Zone 12 (C.M.C. Chapter 21.90) The proposed project is located within Local Facilities Management Zone 12. The proposed church campus does not impact public facilities. The project’s compliance with the adopted performance standards is summarized below in Table E. The City Planner has determined that the potential environmental effects of the project were adequately analyzed by the previously certified Final Program Environmental Impact Report (EIR) and Mitigation Monitoring and Reporting Program (MMRP) for the Arroyo La Costa Master Plan (EIR 86-02), dated July 31, 1990. The project has no new significant environmental effect not analyzed as significant in the EIR and MMRP; none of the circumstances requiring further environmental compliance under CEQA Guidelines Sections 15162 or 15163 exist; and all feasible mitigation measures identified in the EIR and MMRP, which are appropriate to this subsequent project, will be incorporated. The approved EIR and MMRP are on file for review at the Planning Division.
