SUBJECT: GPA 2019-0003 (PUB2019-0009) – HOUSING ELEMENT UPDATE 2021-2029 - Nomination
of a Planning Commissioner to serve on the Housing Element Advisory Committee
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 7349, NOMINATING one
Planning Commissioner to serve on the Housing Element Advisory Committee.
II. PROJECT DESCRIPTION AND BACKGROUND
On September 10, 2019, the City Council adopted Resolution 2019-170, approving a work plan and citizen
advisory committee charter for the Housing Element update. As required by state law, cities and counties
must plan for housing needs through periodic updates to their housing elements. For the 2021-2029
housing element planning period, the City Council must adopt an updated housing element by April 15,
2021.
The citizen advisory committee (“Housing Element Advisory Committee”) will assist in the update effort.
The HEAC’s mission is to participate in and provide guidance to the Housing Element update by promoting
balanced consideration of a range of perspectives on issues affecting Carlsbad, encouraging broad
community participation, and providing continuity of participation throughout the entire update project.
The HEAC will feature a chair and co-chair. All HEAC meetings will be public and facilitated and supported
by staff and consultants. The meetings are expected to last throughout 2020.
In addition to a Planning Commission representative, the nine-member HEAC will also feature a Housing
Commission representative, Senior Commission representative, Traffic and Mobility Commission
representative, four resident representatives, and one at-large representative.
The work plan to complete the Housing Element update and the HEAC’s charter are provided as part of
the attached September 10, 2019, City Council staff report.
III. ANALYSIS
The Planning Commission is requested to nominate one Planning Commissioner to serve on the HEAC. To
ensure commissioner availability throughout the committee’s duration, the HEAC charter stipulates the
nominated commissioner must have at least 18 months remaining on his or her term at the time of
appointment. Attachment 3 is the Planning Commission roster identifying when each commissioner’s
term expires.

Staff will forward the nomination to the City Manager’s office for further consideration. City Council
appointment of all committee members is expected by December 2019.
IV. ENVIRONMENTAL REVIEW
The recommended action to nominate a Planning Commission member to the HEAC is not a project as
defined in California Environmental Quality Act Guidelines Section 15378 and is therefore not subject to
environmental review
