SUBJECT: CDP 2019-0019 (DEV2019-0126) – BODINE RESIDENCE ADDITION – Request for approval
of a Coastal Development Permit for the addition of 216 square feet to an existing single-
family residence located at 525 Chinquapin Avenue within the Mello II Segment of the
city’s Local Coastal Program and Local Facilities Management Zone 1. The project site is
within the appealable area of the California Coastal Commission. The City Planner has
determined that the project belongs to a class of projects that the State Secretary for
Resources has found do not have a significant impact on the environment, and it is
therefore categorically exempt from the requirement for the preparation of
environmental documents pursuant to Section 15301 – Existing Facilities, of the state
CEQA Guidelines.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 7351 APPROVING Coastal
Development Permit CDP 2019-0019 based upon the findings and subject to the conditions contained
therein.
II. PROJECT DESCRIPTION AND BACKGROUND
Project Site/Setting: The 0.17-acre (7,200-square-foot) project site is located at the southeast corner of
Chinquapin Avenue and Harbor Driver as shown on the attached location map. Table A below includes
the General Plan designations, zoning and current land uses of the project site and surrounding properties.

Proposed Residential Construction: The project consists of the construction of a 216 square-foot addition
to a single-family residence, including a redesign to portions of the roof. The existing structure is a single-
story, 1,336 square-foot single-family residence with a detached two-car, 431 square-foot garage. The
project proposes to extend the kitchen towards the front of the lot and redesign the roof to extend from

the new kitchen to the back of the living room/dining room. The existing roof above the bedrooms and
bathrooms will remain. The proposed single-family home will total 1,552 square feet.
Proposed Grading: No cut or fill is proposed for the project; however, six cubic yards of cut will be
relocated on-site to accommodate the addition’s foundation. A grading permit will not be required for
this project.
III. ANALYSIS
The project is subject to the following regulations and requirements:
A. R-4 Residential General Plan Designation;
B. One-Family Residential (R-1) Zone;
C. Coastal Development Regulations for the Mello II Segment of the Local Coastal Program
(CMC Chapter 21.201) and the Coastal Resource Protection Overlay Zone (CMC Chapter
21.203);
D. Inclusionary Housing Ordinance (CMC Chapter 21.85); and
E. Growth Management (CMC Chapter 21.90).
The recommendation for approval of this project was developed by analyzing the project’s consistency
with the applicable city regulations and policies. The project’s compliance with each of the above
regulations is discussed in detail in the sections below.
A. General Plan Land Use Designation
Table B below includes the project site’s gross and net acreage, the number of dwelling units allowed by
the General Plan’s Growth Management Control Point (GMCP) density and the proposed projects number
of dwelling units and density.

The project site has a General Plan Land Use designation of R-4 Residential, which allows for the
development of single-family residences at a density of 0-4 dwelling units per acre (du/ac) with a Growth
Management Control Point (GMCP) of 3.2 du/ac. The project site has a net area of 0.17 acres. The addition
to the existing single-family residence does not increase the number of units on the property. Therefore,
no change in density is proposed or required to be analyzed and the project is consistent with the R-4
General Plan Land Use designation.
B. One-Family Residential Zone (CMC Chapter 21.10)
The project is required to comply with all applicable regulations and development standards of the One-
Family Residential (R-1) zone. Table C below demonstrates project compliance with the requirements of
the R-1 zone.

C. Conformance with the Coastal Development Regulations for the Mello II Segment of the Local
Coastal Program (CMC Chapter 21.201) and the Coastal Resource Protection Overlay Zone (CMC
Chapter 21.203)
The project site is located within the Mello II Segment of the Local Coastal Program (LCP) and the
appealable area of the California Coastal Commission. The site is also located within and subject to the
Coastal Resource Protection Overlay Zone. The project’s compliance with each of these programs and
ordinances is discussed below:
1. Mello II Segment of the Certified Local Coastal Program and all applicable policies
The subject site has a LCP Land Use Plan designation of R-4 Residential, which allows for a density of 0-4
dwelling units per acre (du/ac) and 3.2 du/ac at the Growth Management Control Point (GMCP). The
project site has a net area of 0.17 acres; at the GMCP, one (1) dwelling unit is allowed. The proposal to
remodel the existing single-family home is consistent with the R-4 LCP Land Use Plan designation.
The project consists of the addition of 216 square feet of new habitable space to a single-family home.
The project is compatible with the surrounding development of one- and two-story single-family
residences. The proposed addition will not obstruct views of the coastline as seen from public lands or
the public right-of-way, or otherwise damage the visual beauty of the coastal zone. No agricultural uses
currently exist on the previously developed site, nor are there any sensitive resources located on the
developable portion of the site. The existing single-family residence is not located in an area of known
geologic instability or flood hazards. Since the site does not have frontage along the coastline, no public
opportunities for coastal shoreline access are available from the subject site. The residentially-designated
site is not suited for water-oriented recreation activities.
2. Coastal Resource Protection Overlay Zone
The project is consistent with the provisions of the Coastal Resource Protection Overlay Zone (CMC
Chapter 21.203 of the Zoning Ordinance) in that the project will adhere to the city’s Master Drainage Plan,
Grading Ordinance, Storm Water Ordinance, BMP Design Manual and Jurisdictional Runoff Management
Program (JRMP) to avoid increased urban run-off, pollutants and soil erosion. The subject property does
not include steep slopes (equal to or greater than 25% gradient) nor any native vegetation. In addition,
the site is not located in an area prone to landslides, or susceptible to accelerated erosion, floods or
liquefaction.

D. Inclusionary Housing Ordinance (CMC Chapter 21.85)
Pursuant to CMC Chapter 21.85.030.D.1, a project is exempt from the inclusionary housing requirement
if an existing residence is altered, improved, restored, repaired, expanded, or extended, provided that the
number of units is not increased. Since there will not be an increase in the number of units on the
property, the project is exempt from the inclusionary housing requirement.
E. Growth Management
The proposed project is located within Local Facilities Management Zone 1 in the Northwest Quadrant of
the city. There will no impact to public facilities as the project consists of a remodel and addition to an
existing residence. No new impacts will be generated.
IV. ENVIRONMENTAL REVIEW
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to the following
categorical exemption:
Section 15301 – Existing Facilities, exempts additions to an existing structure where all public
facilities are available and the area in which the project is located is not environmentally sensitive.
A Notice of Exemption will be filed by the City Planner upon project approval.
