APPROVAL OF MINUTES: By proper motion (L'Heureux/Nygaard) the minutes of the Planning
Commission Hearing of March 17, 2010 were approved 5-0-2 (Commissioners Montgomery and
Schumacher absent).
1. CDP 09-13/SUP 09-05 - GOETZ SEAWALL- By a 4-1-2 vote (Commissioner Dominguez), the
Planning Commission approved a post Emergency Coastal Development Permit for the
construction of a 97-foot long by 17 to 24-foot tall bluff-colored and textured seawall along the
coastal bluff and below the residences located at 5323 and 5327 Carlsbad Blvd located on the
west side of Carlsbad Blvd and northerly of Cerezo Drive.
2. GPA 09-08/ZC 09.Q9/CT 04-13/PUD 04-11/HDP 04-06/HMP 09-10 - EL FUERTE ViEW - Bv a 5-0-
2 vote, the Planning Commission continued to the meeting of May 5, 2010 a request for a
recommendation of adoption of a Mitigated Negative Declaration and Mitigation Monitoring
and Reporting Program; a recommendation of approval of a General Plan Amendment and Zone
Change to designate an open space preservation lot as Open Space; and a request for approval a
Tentative Tract Map, Planned Development Permit, Hillside Development Permit and Habitat
Management Plan Permit for the subdivision and development of a 3.90-acre site into six (6)
single-family residential lots with six single family homes, one (1) private drive aisle lot, and one
(1) open space lot, on property generally located south of El Fuerte Street and north of Cacatua
Street.
3. GPA 06-09/ZC 06-08/SP 203fD)/LCPA 06-09/CT 06-27/CP 06-19/CPP 06-32/HOP 06-10/HMP
07-02 - MUROYA SUBDIVISION - By a 5-0-2 vote, the Planning Commission recommended
adoption of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting
Program; recommended approval of a General Plan Amendment, Zone Change, Local Coastal
Program Amendment, and a Specific Plan Amendment; and approved a Tentative Tract Map,
Condominium Permit, Coastal Development Permit, Hillside Development Permit, and Habitat
Management Plan Permit for the subdivision of a 20.27-acre site into five (5) lots (two
residential, two open space lots, and one private street lot) and the grading and development of
37 detached air-space condominium one-family dwelling units on property located north of
Aviara Parkway, south of Corte Orchidia, east of Towhee Lane, and west of Black Rail Road.

Re: Summary of April 21, 2010 Library Board of Trustees Meeting
Present at the meeting were three of the five Trustees: Benson, Hulsart and Swette.
1. The Board approved the minutes of the March 17, 2010 meeting by proper motion and
vote (Hulsart/Benson).
2. In considering the proposed Library Fines and Fees for FY2010-11, the Board chose to
address individually each of the four proposed.
• On the matter of the video rental fee, the motion to increase was defeated, 1-2
(Swette/Hulsart opposed).
• On the remaining three fees(increasing the Interlibrary Loan fee, increasing the
fee for failure to pickup an item on HOLD, and a no-show fee for rental facilities)
the Board chose to table any further discussion and decisions until the next
regular meeting (May 19, 2010)in hopes of having a full board present.
3. The Board unanimously approved the revision to the rental policy for the facilities at the
Dove Lane location (Benson/Hulsart).
4. The Board received a progress report on the project to accept credit cards at the self-
check stations at all Library locations, scheduled to be implemented next week.

The Commission accepted and approved the Summary Report of the March 15,2010 Parks
and Recreation Commission Meeting.

The Commission accepted and approved a report on recently completed and upcoming Parks
& Recreation activities, donations and grants, as well as other topics of local interest.
3. AB # 0410-3 CAPITAL IMPROVEMENT PROGRAM (CIP) UPDATE - tINFO)
The Commission received a presentation from staff on the department's proposed capital
improvement projects for FY2010-11.
