RECOMMENDED ACTION:
Appoint a Senior Commissioner to the Tri-City Healthcare District Community Action
Committee.
ITEM EXPLANATION:
Tri-City Healthcare District has restructured and revised the Mission and Community Outreach
Committee (MCO) to become the new Community Healthcare Alliance (CHA) Committee.
Tri-City is requesting a Senior Commissioner from each city in the district to sit on the
committee.
The primary purpose of the committee is to provide community feedback for the senior
population and review community grants given to non-profit organizations in the community.
Meetings will be held weekday afternoons on a monthly or bi-monthly basis. An introductory
letter and a Statement of Purpose are attached for your review.

Dear Ms. Lynn,
In 1999, the Mission and Community Outreach (MCO) Committee of the Tri-City Healthcare
District was formed to help address the healthcare needs of our neighbors. This committee has
provided a great service to the region by identifying those needs and administering grants to local
non-profit organizations.
Our district is dedicated to continuous improvement and, as part of that effort, the Tri-City
Healthcare District Board of Directors has recently reviewed the purpose and principles of the
MCO committee. As a result of this review it was recommended that the committee undergo
some changes.
The Board took action at its January 12 meeting to restructure the MCO Committee. As a result,
the name has been changed to the Community Healthcare Alliance (CHA) Committee. The new
committee's statement of purpose and key principles are enclosed, as well as the revisions to the
membership criteria.
As a result, the composition of this committee will be changing in some ways. One of the most
significant changes is the creation of a seat to represent the seniors in each of the cities in the
Tri-City area. This representative for your district could be the chair of your Senior Commission a
commission member or a staff member. Please give some thought to selecting the most
appropriate person for this committee.
We welcome you or your designee as a member of the Community Healthcare Alliance
Committee; your insight into the needs and resources of the community will be a valuable asset.

about the group's meeting schedule.

Community Healthcare Alliance Committee
Statement of Purpose
The purpose of the Community Healthcare Alliance Committee is to:
1. Advise the Tri-City Healthcare District Board of Directors and Tri-City Medical Center
Administration of opportunities to reach out to residents of our District with services,
programs, or facilities that meet demonstrated health-related needs and result in
measurable improvement in the health status of our community.
2. Develop a sense of ownership and connection between the District and the
Community. Provide the District and Medical Center with feedback and dialogue
about Medical Center operations, long-range planning and the healthcare needs
of the community.
3. Provide community healthcare-related non-profit organizations with grant funding,
as established annually by the Board of Director during the budgeting process, that
supplement and complement the District's Mission of "advancing the health and
wellness of those we serve".
Key Principles
1. Healthcare-related needs are defined broadly and are not limited to those
addressed only by healthcare facilities and providers.
2. The District should drive its outreach efforts based on the needs of the consumers
who reside within the boundaries of the District.
3. There are limited human and capital resources with which to meet the unlimited
healthcare needs of the population in the District.
4. An annual plan and budget, within the District's Strategic Plan and budget, should
be established that contains prioritization of the needs to be addressed.
5. Targeted activities should be measurable and regularly reported.
6. At times the District may act alone to address community needs within the District,
and at times it may collaborate with others.
7. The Community Healthcare Alliance Committee should effectively interface
between the TCHD Board of Directors and Administration.

Membership Criteria

Residency Requirement
• Members representing an organization do not have to live in the Tri-City Healthcare
District, but the organization represented must serve residents in one or more of the three
cities in the District.
• For members representing the community-at-large, they must be District residents residing
in Oceanside, Carlsbad, or Vista.
One Organization/One Vote and Attendance
• An organization may have only one member and one vote; one substitute may be named
to represent the member/organization when the appointed representative cannot attend a
meeting. The substitute may vote.
• If either the member or substitute can no longer serve, the organization will notify the Chair
in writing of the name of the new member or substitute.
• The organizational member will serve at the will of the organization. There are no term
limits for organizational members.
• If an organization has not sent a member for three consecutive meetings, the Committee
Chair will request the organization to appoint a new member to represent the organization.
• All Committee members shall receive at least two (2) hours of ethics training every two (2)
years.
Membership Representation
Here is a CHA Committee member positions, representing key stakeholder groups. There
are 24 members and three ex-officio members. Selected individuals will be recommended
by the various entities listed below and appointed by the Board of Directors.
Term Limits
Term limits will be limited to two consecutive two-year terms for community-at-large
individuals (following Committee guidelines from District).
Establishment of Quorum
A quorum consists of 13 members present. Ex-officio members are not counted in
establishing a quorum.
