Recommended Action Receive and informational report about the upcoming City Council agenda item to adopt a Resolution accepting bids, awarding a contract to Select Electric Inc., and appropriating additional funds for construction of the traffic signal at Poinsettia Lane and Cassia Road and the traffic signal at Poinsettia Lane and Oriole Court/Skimmer Court, Capital Improvement Program (CIP) Project Nos. 6329 and 6330 (Project), in an amount not to exceed $575,000. Executive Summary This Project will construct two traffic signals on Poinsettia Lane: one at Cassia Road and one at Oriole Court/Skimmer Court. On Nov. 19, 2019, the City Council adopted Resolution No. 2019- 239 approving the plans and specifications and authorizing advertisement of the Project for construction bids. The Project was advertised using the city’s formal bidding procedures. Construction bids were received on Dec. 17, 2019, and the lowest responsive and responsible bidder was Select Electric Inc., with a bid in an amount of $575,000. Carlsbad Municipal Code Sections 3.28.080(C) and 3.28.080(I)(6) require the City Council to award all formally bid contracts when the value exceeds $200,000; therefore, the Project is subject to this requirement. Staff recommends award of the construction contract to Select Electric Inc. in an amount not to exceed $575,000 and appropriation of an additional $322,000 from the Gas Tax Fund. Discussion Reach E of Poinsettia Lane is currently being constructed by the developer (Lennar Homes of California, Inc.) of a certain real property commonly known as Poinsettia 61. The Poinsettia 61 project, associated with Carlsbad Tract 14-10, is located within the boundaries of Bridge and Thoroughfare District No. 2 and was approved by the City Council on March 14, 2017. The developer was required to design and construct Reach E of Poinsettia Lane and a traffic signal at the intersection of the new residential road, Artemisia Court, and Poinsettia Lane. On Dec. 10, 2019, the City Council received a presentation from the City Traffic Engineer which provided the findings of the Poinsettia Lane Traffic Analysis performed by LSA Associates (LSA). LSA analyzed the intersections of Poinsettia Lane with Cassia Road and Oriole Court/Skimmer Court utilizing traffic signal warrant guidelines from the California Manual on Uniform Traffic Control Devices. Based on this analysis, it was determined that both intersections met at least one or more warrants and that traffic signal control is recommended for both intersections. Location maps for the two traffic signals are shown in Exhibit 2. On Dec. 17, 2019, six sealed bids were received for construction of the Project. Staff has completed reviewing the bids and determined that Select Electric Inc. is the lowest responsive and responsible bidder. Select Electric Inc. is responsive as their bid meets the requirements of the bidding documents. The bidder is also deemed responsible as they submitted a list of similar projects to show their capability and qualification to perform the specified work. The contract documents for construction contain general performance standards and references technical specifications, which if not met, allow the city to withhold payment. The contract documents also require the contractor to provide the city with a one-year warranty period for the work performed. Fiscal Analysis The Project is financed by the Gas Tax Fund and a summary of the estimated construction costs and available funds for the Project are shown in the following table. Currently, there are insufficient Gas Tax appropriations in the project account. Additional Gas Tax funds in the amount of $322,000 will be needed to complete construction of the Project. Next Steps This item will be presented to the City Council for approval on Jan. 28, 202. Once contract documents are fully executed, staff will issue a purchase order, schedule a pre-construction meeting with the contractor, and issue a notice to proceed for construction of the Project. The Project is scheduled to commence in early 2020 with fabrication of the signal poles and mast arms. Once construction is started, the duration of the contract is 45 working days, exclusive of TRAFFIC SIGNALS AT POINSETTIA LANE AND CASSIA ROAD AND AT POINSETTIA LANE AND ORIOLE COURT/SKIMMER CORT, CIP PROJECT NOS. 6329 AND 6330 Current Appropriation – Gas Tax Fund $500,000 Current Expenditures/Encumbrances $17,000 TOTAL AVAILABLE FUNDING $483,000 Construction Contract $575,000 Construction Contingency (est. 20%) $115,000 Construction Management, Inspection and Material Testing (est. 20%) $115,000 TOTAL ESTIMATED CONSTRUCTION COSTS $805,000 ADDITIONAL GAS TAX APPROPRIATION NEEDED $322,000 rain days and change orders that may extend the contract duration. Upon successful completion of the Project, a notice of completion to release bonds will be recorded.
