Subject: El Camino Real and College Boulevard Intersection Improvements,
Capital Improvement Program Project No. 6071.
Recommended Action
Support staff’s recommendations to improve the intersection of El Camino Real and College
Boulevard Capital Improvement Program (CIP) Project No. 6071 (Project) to provide operational
enhancements for bicycle and pedestrians consistent with the city’s General Plan Mobility
Element.
Background
The intersection of El Camino Real and College Boulevard will be improved for bicycle and
pedestrian access with upgrades to the curb ramps and crosswalks. Additionally, these
improvements will bring the existing bike lanes up to standards and improve mobility.
The intersection of El Camino Real and College Boulevard is currently configured with a
pedestrian refuge island and right-turn slip lane at the southwest corner of the intersection. As
part of the proposed Project, the existing right-turn slip lane will be converted to a standard
right turn only lane from eastbound El Camino Real to southbound College Boulevard and the
pedestrian island on the southwest corner will be removed. Removing the right-turn slip lane
will provide a safer crossing for pedestrians as it will slow right turning vehicles at this
approach, reduce pedestrian crossings distances at the west leg of the intersection and will
provide better mobility for the future connection of College Boulevard. Additionally, the
existing curb ramps will be upgraded to meet the current Americans with Disabilities Act (ADA)
standards and high visibility crosswalks will be added to all legs of the intersection. These
improvements will also include traffic signal timing modifications to improve operations.
Necessary Council Action
Staff will finalize the Project construction plans, specifications and cost estimates; and obtain
necessary permits to be presented to the City Council for approval and authorization to
advertise for construction bids in June 2020.
Fiscal Impact
A total of $515,000 in Gas Tax Funds have been appropriated for this project. Project design
and management is estimated at $184,000 and $331,000 remains for construction and
construction management services.
Next Steps
Staff recommends that the City Council adopt a resolution approving plans and specifications
and authorizing city clerk to advertise for bids for the El Camino Real and College Boulevard
Intersection Improvements, CIP Project No. 6071. These intersection improvements to El
Camino Real and College Boulevard will then be brought back to City Council for award of a
construction contract to the lowest responsive and responsible bidder.
