Recommended Action Support staff’s recommendations to implement Phase I of the El Camino Real Bridge Improvements at Cannon Road, Capital Improvement Program (CIP) Project Nos. 6042 and 6056 (Project) providing mobility enhancements consistent with the city’s General Plan Mobility Element. Background This project is located on the northside of El Camino Real over the Agua Hedionda creek, southeast of Cannon Road. The project includes two phases to best facilitate the construction of improvements. Phase I of the project will add a separate, 8-foot wide pedestrian bridge on the northside of the existing El Camino Real Bridge and over the Agua Hedionda Creek to provide connectivity for the missing sidewalk segment. On the downstream side (southside) of the El Camino Real Bridge, a narrow sidewalk exists, which doesn’t meet the current sidewalk bridge standards in accordance with the Caltrans Highway Design Manual. The project will widen the existing sidewalk on the southside of El Camino Real from 4 feet to 6 feet to enhance pedestrian mobility and safety. In addition, the project will replace the outdated bridge safety railings on both sides of the El Camino Real Bridge and remove the overhead utility poles. The project is aligned with the community value of "walking, biking, public transportation and connectivity". By creating the pathway improvements prior to phase II of the project, pedestrian and bicyclists will have an accessible pathway during the construction of the phase II improvements. The future Phase II project will re-align the median and re-stripe westbound El Camino Real to provide a dedicated bike lane and a right turn only lane. Additionally, the median realignment will provide three through lanes and maintain the existing left turn lane to Cannon Road. Phase II will be presented at a future Traffic and Mobility Commission meeting. Necessary Council Action Staff will finalize Phase I of the Project construction plans, specifications and cost estimates to be presented to the City Council for approval and authorization to advertise the Project for construction bids in fall 2020. Next Steps For Phase I of the Project, following the Traffic and Mobility Commission’s review, staff will bring a staff report to the City Council in fall 2020 and recommend that the City Council approve the Project plans and specifications, and authorize the city clerk to advertise for construction bids for the Project. After the bidding process is complete, the Project (Phase I) will be brought back to the City Council with a request to award a construction contract to the lowest responsive and responsible bidder. For Phase II, staff will present the conceptual design for review at a future Traffic and Mobility Commission meeting. Exhibits 1.
