Subject: Palomar Airport Road and College Boulevard Improvements, Capital
Improvement Program Project No. 6028.
Recommended Action
Support staff’s recommendations to implement Palomar Airport Road and College Boulevard
Improvements, Capital Improvement Program (CIP) Project No. 6028 (Project), providing
operational improvements consistent with the city’s General Plan Mobility Element.
Background
The Project is located at the intersection of Palomar Airport Road and College Boulevard.
Currently, southbound College Boulevard is configured with one left-turn lane, one through
lane, a bike lane and one right-turn lane as the roadway approaches the intersection with
Palomar Airport Road. The Project will add a second southbound through travel lane to meet
the level of service performance standard required by the city’s Growth Management Plan
(GMP).
On Dec. 2, 2019, staff provided a presentation to the Traffic and Mobility Commission on the
Fiscal Year (FY) 2017-18 Annual Growth Management Monitoring Report Update, which
included the determination of four deficient street facilities according to the Growth
Management Plan (GMP) and adoption of measures to address the deficiencies. A similar item
was presented to the City Council on Dec. 17, 2019.
In the Dec. 17, 2019 meeting, the City Council determined that southbound College Boulevard
from Aston Avenue to Palomar Airport Road is a deficient street facility because it does not
meet the level of service performance standard required by the city’s GMP. In the same
meeting, the City Council expedited the Project to address the reported deficiency, and waived
the right-of-way open space boundary adjustment requirement under General Plan Open Space
Element Policy 4-P.6. Upon completion of the Project, the street facility is expected to meet the
level of service performance standard.
The Project will widen the southbound approach of College Boulevard to include an additional
southbound through travel lane approaching the intersection with Palomar Airport Road as
shown in Exhibit 1. The ultimate lane configuration will consist of a left turn lane, two through
travel lanes, a bike lane, and a right-turn only lane. The proposed improvements are within a
coastal wetland area. So, the Project may require some mitigation and permits for its impact on
sensitive habitat or species. Additional improvements will include modification to the traffic
signal pole location and enhanced striping in the conflict areas.
Necessary Council Action
Staff will finalize the Project construction plans, specifications and cost estimates to be
presented to the City Council for approval and authorization and anticipated to advertise the
Project for construction bids in spring 2021.
Next Steps
Following the Traffic and Mobility Commission’s review, staff will work with the consultants to
complete the engineering design and obtain necessary environmental permits. After the
construction plans, specifications and cost estimates are completed and permits are obtained,
staff will bring the project to the City Council in spring 2021 and recommend that the City
Council approve the Project plans and specifications, and authorize the city clerk to advertise
for construction bids for the Project. After the bidding process is complete, the Project will be
brought back to the City Council with a request to award a construction contract to the lowest
responsive and responsible bidder. The construction is targeted to begin in summer 2021 with
the completion in fall 2021.
