Recommended Action
Support staff’s recommendation to implement the Americans with Disabilities Act (ADA)
Improvement Program – Fiscal Year (FY) 2019-20 Pedestrian Ramp Improvement Project
(Project), Capital Improvement Program (CIP) Project No. 6049-20.
Background
This Project is part of the city’s ongoing ADA Improvement Program (Program). The Project will
improve pedestrian ramps within the city’s right-of-away, in accordance with the current ADA
standards. The Program was established to address Federal legislation known as the ADA, as
well as subsequent legislation in the State of California Title 24, as it applies to the city’s right-
of-away.
The city developed and adopted an ADA Transition Plan (ADA Plan) in 2012 to provide a
program to address accessibility along the city’s public rights-of-way. The implementation of
the ADA Plan will improve accessibility and walking conditions for all users of the public
facilities. The ADA Plan divided the ADA program into project phases to progressively complete
the design, and tackle construction for the non-compliant pedestrian ramps in accordance with
the City of Carlsbad Engineering Design Standards, as well as, the San Diego County Regional
Engineering Standards.
The ADA Plan includes an assessment conducted by KTU&A Planning and Landscaping
Architecture that evaluated the ADA requirements in the public rights-of-way and divided the
city into three Focus Study Areas: “A, B and C”. Focus Study Area A was further divided into
three Priority Levels: “One, Two and Three”. The Project supports Phase 1 of the curb ramp
construction and emphasizes on the Focus Study Area A and Priority Level One locations. Focus
Study Area A is comprised of mostly high priority areas. Priority Level One includes areas
adjacent to the entry of a building identified as a public facility.
The ADA Plan is the initial resource in determining which curb ramps should be elevated to the
design process. The final selection of curb ramp locations includes the following steps:
1. Review priorities in the ADA Plan
2. Review list of citizen complaints
3. Develop an initial list of candidate project locations
4. Coordinate with other projects or agencies
5. Apply engineering evaluation and local judgement
6. Finalize project locations
Based on this process, over 100 curb ramps in the northwest quadrant of the city and near the
Hope Elementary school were selected for FY 2019-20 to be replaced or retrofitted to get
them into compliance with the current ADA standards.
Necessary Council Action
Staff will finalize the Project construction plans, specifications and cost estimates to be
presented to the City Council for approval and authorization to advertise for construction bids
in fall 2020.
Next Steps
Following the Traffic and Mobility Commission’s review, staff will bring a staff report to the City
Council in fall 2020. Staff will recommend that the City Council approve the Project plans and
specifications and authorize the city clerk to advertise for construction bids for the Project.
After the bidding process is complete, the Project will be brought back to the City Council with a
request to award a construction contract to the lowest responsive and responsible bidder.
