Subject: Phase II of El Camino Real and Cannon Road Intersection Improvements,
Capital Improvement Program Project No. 6042.
Recommended Action
Staff recommends the Traffic and Mobility Commission to approve a recommendation to the
City Council to implement Phase II of the El Camino Real and Cannon Road Intersection
Improvements, Capital Improvement Program (CIP) Project No. 6042 (Project) providing
mobility enhancements consistent with the city’s General Plan Mobility Element.
Background
This Project is located on El Camino Real near the intersection with Cannon Road. The Project
includes the second of two phases to best facilitate the construction of improvements. Phase
II of the Project will re-align the El Camino Real median near the Cannon Road intersection and
re-stripe westbound El Camino Real to provide an additional westbound through lane (total of
three through lanes) and an enhanced dedicated bike lane. The Project will maintain the
existing left- and right-turn only lanes onto southbound and northbound Cannon Road. Phase
II of the Project will improve traffic flow for westbound El Camino Real.
Phase I of the Project was brought to the Traffic and Mobility Commission on April 6, 2020.
The Traffic and Mobility Commission voted unanimously 7-0 to support staff’s
recommendation to implement Phase I of the Project.
On Oct. 6, 2020, staff will request for City Council’s authorization to advertise for construction
bids for Phase I of the Project. Phase I will include installation of a separate, 8-foot wide
pedestrian bridge on the north side of the El Camino Real bridge and over the Agua Hedionda
Creek to provide pedestrian connectivity for the missing sidewalk segment. No pedestrian
access is currently available on the north side of the El Camino Real bridge.
On the south side of the El Camino Real bridge, the Phase I Project will widen the existing
sidewalk from 4 feet to 6 feet to meet the design standards and enhance pedestrian mobility.
In addition, the Project will replace the outdated bridge safety railings on both sides of the El
Camino Real bridge and remove the overhead utility poles on the north side of the El Camino
Real bridge.
Necessary Council Action
Staff will finalize Phase II of the Project construction plans, specifications and cost estimates to
be presented to the City Council for approval and authorization to advertise the Project for
construction bids in early 2021.
Next Steps
For Phase II of the Project, following the Traffic and Mobility Commission’s review, staff will
bring a staff report to City Council and recommend that the City Council approve the Project
plans and specifications, and authorize the city clerk to advertise for construction bids. After
the bidding process is complete, the Project will be brought back to City Council with a request
to award a construction contract to the lowest responsive and responsible bidder.
