Subject: Presentation on Updates to the Brown Act, Public Records Act, and California Ethics Law
Recommended Action
Receive an informational presentation on recent changes to the Brown Act, Public Records Act,
and California ethics law. No action is requested.
Discussion
At its June 2020 meeting, the Traffic and Mobility Commission requested that Assistant City
Attorney Robby Contreras return to the commission with a presentation on the Public Records
Act. Recent updates to the Brown Act and other ethics law led the City Attorney’s Office to
expand the scope of the requested presentation.
Environmental Review
Pursuant to Public Resources Code Section 21065, this action does not constitute a “project”
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore, does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.
