CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: March 6, 2017 ITEM NO. 6-B-1 LOCATION: Update-various projects and locations INITIATED BY: Transportation Manager REQUESTED ACTION: Recommendation for approval of plans by City Council BACKGROUND: DATA: Staff has brought several projects before Traffic Safety Commission in recent months. These projects include improvements to various locations along Cassia Road, Carlsbad Boulevard, and Beech Street. The presentation will cover revisions to the projects and updates regarding implementation. CASSIA ROAD TRAFFIC CALMING MODIFICATIONS The Cassia Road Traffic Calming project was presented to' the Traffic Safety Commission on December 5, 2016 and was implemented in December 2016/January 2017. The plan consisted primarily of three traffic circles on Cassia Road at Kalmia Circle (West), Kalmia Circle (East) and Nicolia Drive. This work was done as a pilot project to implement and evaluate performance-based practical designs that include the use of 8" ceramic domes as an alternative to concrete curb. To better serve the needs of the bicycling community, staff is proposing modifications to the traffic calming plan on Cassia Road. These modifications include installing bicycle by-pass ramps to allow bicyclists two options for negotiating the traffic circles: (1) using the sidewalk/crosswalk or (2) merging with the vehicular traffic. Based on national guidelines for roundabouts, the bike lane currently terminates in advance of the circular intersections. Additional signing_ and .striping is proposed to make the route choice clear for bicyclists including additional sharrows, BIKES MAY USE FULL LANE signs and a bicycle wayfinding pavement legend. The curb extension areas will be further delineated with striping and 8" ceramic domes to prevent bicyclists and vehicles from entering the curb extension areas. CARLSBAD BOULEVARD ON-STREET PARKING The proposed restriping plan to increase on-street parking on Carlsbad Boulevard between Mountain View Drive and Beech Avenue was presented to the Traffic Safety Commission on October 3, 2016. Due to the amount of restriping necessary, the proposed plan will include a pavement slurry seal prior to the application of new striping. DIAGONAL PARKING ON BEECH AVENUE The proposed restriping plan on Beech Avenue to increase on-street parking by converting the existing parallel parking spaces on the north side of Beech Street between Carlsbad Village Drive and Washington Street was presented to the Traffic Safety Commission on October 3, 2016. RECOMMENDED ACTION: Recommend approval of plans by City Council.
