BACKGROUND:
Each year the city conducts extensive work for the pavement management program.
This effort not only maintains the quality of service for all roadway users (e.g., autos,
bicyclists, pedestrians), it also lowers the overall cost to the city of providing and
maintaining the public roads. Each year, the city conducts pavement resurfacing as part
of an annual Capital Improvement Program (CIP) project. Resurfacing projects in the
City apply a rubberized asphalt concrete layer that reduced road noise and is more
environmentally friendly than traditional asphalt treatments.
Because the existing striping must be replaced following resurfacing, these projects
provide a great opportunity to review and revise lane striping and bike facilities. For
example, travel lanes can be narrowed to provide buffers separating the auto and bike
lanes. As part of the resurfacing work that was recently completed, bike lanes were
widened and 3-foot buffers were added in each direction of travel on:
• College Boulevard between Cannon Road and Oceanside city limits
• Carlsbad Village Drive between College Boulevard and Tamarack Avenue
Attachment 1 shows the following roadway sections and intersections scheduled to be
resurfaced this calendar year:
• El Camino Real: Palomar Airport Road to Gateway Road
• Intersection of El Camino Real and La Costa Avenue
• Intersection of Palomar Airport Road and Camino Vida Roble
• El Camino Real: Gateway Road to Arena! Road
• Anillo Way: Rocio Street to La Gran Via
• La Gran Via: Anillo Way to Madrilena Way
